About this file
This is an Amendment to a Request for Quote (RFQ) and Questions and Answers document issued by the Department of Veterans Affairs Network Contracting Office in Cincinnati, Ohio. The amendment extends the bid due date to August 28, 2026 at 11:00 AM EDT for solicitation number 36C25026Q0823, a three-year electrical testing contract for the Cincinnati Veterans Medical Center and Fort Thomas facility. The contract requires comprehensive electrical testing and maintenance services including inspection and functional testing of medium and low voltage circuit breakers, switchgear equipment, protective relays, distribution panelboards, switchboards, and motor control centers. The contractor must provide infrared thermographic inspections of all accessible electrical equipment including main distribution panelboards, breakers rated 200A and above, automatic transfer switches, transformers, and related equipment. Testing must comply with VHA Directive 1028, NFPA 70B, and ANSI/NETA MTS standards.
Key contractual requirements include that the contractor must maintain an on-site supervisor who is an employee of the prime contractor at all times during testing operations, provide an ample supply of spare breaker lugs and terminal connectors to permit immediate replacement of deficient components without secondary shutdowns, and include all repair materials and labor costs for connector, lug, and termination replacements in the base bid pricing. The contractor is responsible for coordinating power outages with Duke Energy through Michael Heath, the designated utility account executive, and for estimating associated Duke Energy service costs. All molded case circuit breakers must be exercised three times each per ANSI/NETA standards, with breaker counts determined from the 2026 Statement of Work rather than previous testing cycles. The VA will provide only previous oil-filled transformer analysis reports upon contract award and will not furnish historical test reports, equipment counts, or single-line drawings prior to bid submission, though Arc Flash Impedance Diagrams are available for reference purposes.

QUESTIONS AND ANSWERS
1. RFI #1 Question: Can the VA's Duke contact information be provided?
Answer:
Michael Heath Senior Account Executive Office: 859-815-6412 Cell: 513-535-6213 Email: Michael.Heath@duke-energy.com
2. RFI #2 Question: Under the scope of work on page 8 it states that the contractor is responsible for replacing bad lugs. Since we must find and order replacement lugs, when will the secondary shutdown for this replacement occur? Normal hours? Weekends?
Answer: Per Contract Section 3.C.1.H, the contractor is required to provide an ample supply of spare breaker lugs and terminal connectors onsite during testing to permit immediate replacement of any deficient or damaged lugs discovered. The intent, as stated, is to avoid secondary shutdowns; therefore, repairs—such as replacing faulty lugs, connectors, or terminations—must be performed immediately and are considered part of the base contract scope.
Accordingly, the cost for replacing deficient lugs/terminations/connectors, as specified in the Summary of Work (page 8, B.3), should be included in the contractor's bid pricing and will not constitute a separate contract modification or additional charge. All repair materials and associated labor needed for such immediate repairs are the contractor’s responsibility as part of planned maintenance and testing under this contract.
Please price replacement lugs/connectors/terminations into your bid accordingly.
3. RFI #3 Question: Under the scope of work on page 8 it states that the contractor is responsible for replacing bad lugs. Since we cannot quantify how many lugs will be bad, will the lug replacements be handled via change order?
4. RFI #4 Question: Will the scope of work concerning breaker testing only include the breakers listed in the provided 2026 SOW count? During the 2023 testing cycle there was a 200A threshold and a discrepancy regarding 200A breakers that were dialed down to a lower amperage setting. We don't see that threshold in these documents but want to ensure we include all intended breakers.
Answer: Breaker counts shall be based on the 2026 SOW count.
5. RFI #5 Question: Under the scope of work on page 10 there is a section titled "Low Voltage Circuit Breakers, Distribution Panelboards, and Switchboards." Item d under this section states that we are to clean and inspect each breaker. At the 2023 testing cycle, we were required to exercise each branch panel breaker 3 times and record any issues. There are several hundred branch panelboards, each containing a large number of low voltage circuit breakers. Is the intended scope for us to exercise each of these breakers 3 times? If so, can you provide a quantity of branch panelboards and their associated breakers?
Answer: All molded case circuit breakers are to be exercised 3 times each per required by ANSI/NETA MTS - Table 100.5, Sec 7.6. Total breaker counts will not be provided. Vendor should estimate total breaker counts based upon branch panelboard counts. Branch panelboard counts may be calculated utilizing provided arc flash single line drawings.
6. RFI #6 Question: Under the scope of work item 2, "Switchgear Equipment, Medium Voltage Circuit Breakers, and Protective Relays," on page 9, it states that we are to "Visually inspect the equipment ground and record the number and size of ground bus and straps". Can you clarify what this scope item entails? Are we supposed to inspect and record the equipment grounding conductors coming into the equipment? Are we supposed to inspect and record the ground bus and straps inside the equipment?
Answer:
· Visually inspect all ground buses, bars, straps, and conductors in each switchgear/distribution panel/SWBD/MCC/etc.
· Look for: Proper installation, tightness, absence of corrosion or damage, no missing hardware, and physical integrity.
· Record the number and size of ground buses/bars/straps and main grounding conductors.
· Example: "Panel LA1: 1 copper ground bus, 1/4" x 1", (3) #2/0 AWG copper ground conductors, all terminations tight."
· Check mechanical tightness of all accessible bolted connections per manufacturer torque specs.
· Test ground continuity (using ohmmeter or approved method) of accessible grounding paths.
· Perform system ground resistance test (fall-of-potential preferred, or clamp-on acceptable per context).
· Record value; typical code max is 25Ω.
· Report deficiencies, such as:
· Loose, corroded, missing, or undersized ground buses/straps/conductors
· Open or disconnected grounds
· High resistance values
· Any condition not in accordance with code or manufacturer requirements
7. RFI #7 Question: Does the VA have a dedicated account rep with Duke Energy that the contractor can contact to coordinate outages with and to obtain the estimated cost we are required to carry for Duke Energy's services?
Answer:
Michael Heath Senior Account Executive Office: 859-815-6412 Cell: 513-535-6213 Email: Michael.Heath@duke-energy.com
8. RFI #8 Question: Is the contractor's on site supervisor required to be an employee of the Prime Contractor, or can they be an employee of a subcontractor?
Answer: Yes – the overall onsite supervisor is to be an employee of the Prime Contractor. Due to the critical nature of this work and level of coordination required within the limited testing windows, the Prime Contractor is required to have an overall superintendent/supervisor onsite at all times testing/work is being performed to ensure all work being performed by all prime and subcontractor employees is being completed in a safe and timely manner.
9. RFI #9 Question: Is the requirement to only test and inspect breakers, disconnects and equipment 200A rated or larger?
Answer: No, the requirement to test and inspect breakers, disconnects, and equipment is not limited to those rated 200A or larger—all breakers, including those below 200A, must be inspected and functionally tested per VHA Directive 1028, NFPA 70B, and ANSI/NETA MTS. Smaller branch-type molded case breakers rated at less than 200A - functional manual operation (such as manual trip and reset) is sufficient.
This contract requires primary or secondary injection testing only for breakers rated 200A and above.
10. RFI #10 Question: Is the requirement to only infrared scan breakers, disconnects and equipment 200A rated or larger?
Answer: Infrared thermographic inspections is required for accessible electrical equipment, including: all main distribution panelboards, breakers rated ≥200A, all automatic transfer switches, unit substations, primary distribution equipment, transformers (dry and oil filled), parallelling switch gear, medium voltage disconnect switches, switchboards, and motor control centers, regardless of ampacity.
11. RFI #11 Question: Can the VA provide the report from the 2023 Tri-Annual?
Answer: No. Only previous oil filled transformer sample analysis test reports shall be provided to the successful bidder upon contract award.
12. RFI #12 Question: Can the VA provide the report which includes potential issues and hazards discovered over multiple years of inspections?
Answer: No.
13. RFI #13 Question: The summary of work on page 8 of the attachment, B. 3 it states "Problem connections shall be replaced with new connectors/terminations/lugs, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications." Are repairs for deficiencies discovered at the contractor's expense, or will this be a contract modification?
14. RFI #14 Question: The First IR Scan can be completed during normal business hours prior to the first scheduled outage. Can the VA provide a total equipment count for the IR Scans? The list we have does not include all the panels.
