About this file
This is a Questions and Answers document for a Patient Meal Delivery System solicitation (36C25026Q0765) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. The Q&A provides clarification on facility requirements and equipment specifications for a turnkey trayline replacement project at a VA medical facility serving approximately 375 daily patients (400 meal preparations). The facility currently operates a 30-year-old trayline that remains functional and plans to convert lunch and dinner service from cold to hot meals using a retherming cart system similar to breakfast operations. The facility is open to configuration modifications, including removal of a half wall near the trayline and relocation of adjacent refrigerators, and has confirmed acceptance of hot wells forming a U-shape configuration.
Key operational details include designated mealtimes with menu selections and spoken alternatives for Veterans, access to a loading dock adjacent to food services for equipment delivery and removal, and existing electrical infrastructure requiring an additional circuit (with available panel space in an adjacent closet) to support three hot wells. The facility has expressed a preference for Burlodge and Air Curtain manufacturers but remains open to evaluation of alternative products meeting specifications. The project is driven primarily by equipment lifecycle needs rather than broader dietary modernization, with the scope limited to trayline replacement without workflow or process changes. Site visits and drawings have been provided to prospective vendors. Important deadlines include a mandatory site visit on July 29, 2026 at 2:00 PM, Q&A responses posted August 3, 2026, and proposal responses due August 10, 2026 at 5:00 PM.

Question: What is the average daily census ?
Answer: 375 (we prepare for approximately 400 servings) Question: Are you looking to change the configuration ?
Answer: Yes, we are open to changing the configuration or keeping the current footprint. There is a half wall near the side of the current trayline that can be removed and refrigerators next to trayline that can be relocated.
Question: Are you ok with the hot wells forming a U-Shape ?
Answer: Yes Question: What is your meal system like now ?
Answer: We have designated mealtimes, we have some Veterans that have menu selections, we have a spoken menu with alternative options for those that do not select. We currently run a cold lunch and dinner trayline however once the new trayline is in place, we plan on converting the lunch and dinner to be hot and boost heated with our retherming carts like our breakfast.
Question: Does this trayline still work ?
Answer: Yes, current trayline works.
Question: When was it installed ? How old is it ?
Answer: It is approximately 30 years old.
Question: Is there enough electric to supply 3 hot wells ?
Answer: The VA electrician on site mentioned that another circuit would be needed, there is 1 panel that has minimal open spots, however the other panel in the closet has space.
Question: Is this a turnkey project ?
Answer: Yes Question: What access is there for bringing in items and removing items ?
Answer: There is a loading dock right off the nutrition and food services areas.
The doors entering / exiting the kitchen would be the ones used to bring in items and remove items from.
Questions: Since the configurations offer either a choice (e.g., Hot Food Server, Mobile Heated Plate Dispenser) or a range of dimensions (e.g., Hot Food Server, Gravity Shelf System, etc.), can you provide drawings/diagrams?
Answer: They are now posted.
Question: Photos would be very helpful, also. Without knowing the required specifics, we don't think we can create a proper Offer.
Answer: A site visit and drawings was provided.
Question: Do you have Manufacturers other than Burlodge and Air Curtain that you prefer?
Answer: At this time, that is what is preferred however if something meets the specifications, we are open to evaluation.
Question: Is this replacement being driven primarily by equipment lifecycle needs, or is it part of a larger dietary modernization effort?
The current equipment is end of life, our team however is also working to improve our food quality and modernize some components.
Question: Will the facility continue operating the current patient feeding model following implementation, or are workflow/process changes also being evaluated?
Answer: Workflows and process will not need to be evaluated. We are adjusting some things but at this time we are focused on updating and replacing our equipment.
Question: Are there any additional foodservice, patient dining, or operational improvement initiatives planned beyond the trayline replacement?
Anwer: At this time no, the focus is on the trayline replacement.
