About this file

This is a Special Notice announcing a Notice of Intent to sole-source a contract for BioFire Film Array maintenance and repairs to BioFire Diagnostics, LLC. The Detroit VA Medical Center requires maintenance and repair services for BioFire FilmArray Torch Systems and associated reagents. The procurement is being conducted as a sole-source award under FAR 6.302-1(a)(2) because BioFire is the only responsible source and manufacturer of these specific products and systems. BioFire, a wholly-owned subsidiary of bioMérieux, is the sole provider of all BioFire equipment, systems, and software, and the company has indicated that unauthorized third-party repairs will void warranty coverage and bioMérieux assumes no responsibility for defects resulting from unauthorized modifications.

The solicitation number is 36C25026Q0756, with a response deadline of August 3, 2026, at 10:00 a.m. Eastern Time. The contracting office is the Department of Veterans Affairs Network Contracting Office (NCO) 10, located in Ann Arbor, Michigan. All responses must be submitted via email to Contracting Officer Jeannie Ortiz at jeanne.ortiz@va.gov. While this is designated as a Notice of Intent to sole-source, any responsible source believing it can meet the requirements may submit a quote for consideration; however, no competitive solicitation document has been issued. The NAICS code is 811210 (Automotive Mechanical and Electrical Repair and Maintenance), with a Small Business Administration size standard of $34.0 million. No phone calls or direct contact with the Detroit VA regarding this notice will be accepted.

SPECIAL NOTICE – NOTICE OF INTENT TO SOLE-SOURCE

BioFire Film Array Maintenance & Repairs

36C25026Q0756

The Detroit VA (DVA) Medical Center requires BioFire Film Array Maintenance & Repairs.

Network Contracting Office (NCO) 10 intends to issue a sole-source solicitation to BioFire Diagnostics, LLC (BioFire), for BioFire Film Array maintenance and repairs. BioFire (the wholly-owned subsidiary of bioMérieux) is the sole manufacturer and service provider of all BioFire equipment, systems, software, including the BioFire FilmArray Torch System and associated reagents under this requirement.

Per BioFire’s sole-source letter, “BioFire, Diagnostics, LLC is the sole source manufacturer and service provider of the BIOFIRE products …. All bioMérieux Field Service Engineers are certified and qualified with extensive factory training and experience in working on the entire range of bioMérieux products. If any unauthorized third party repairs, alters, or modifies a bioMérieux instrument or the operative software, bioMérieux is not responsible for defects arising from such repair or modifications.” And BioFire also confirms that, “The BIOFIRE® products are only available through bioMérieux, Inc. in the USA.”

This procurement, therefore, is being conducted in accordance with FAR 6.302-1(a)(2), “only one responsible source and no other supplies or services will satisfy agency requirements.” The NAICS code for this procurement is 811210, and the Small Business Administration Size Standard is $34.0 Million.

This Notice of Intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of fully meeting the requirements may submit a quote, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

Responses to this notice are due no later than Monday, August 3, 2026, at 10:00 a.m., Eastern Time, to Jeannie Ortiz, Contracting Officer, via email at jeanne.ortiz@va.gov .
