1. May a qualified small-business reseller submit a quotation for the LYNX 410LX system using the OEM or an authorized distributor and factory-authorized installation personnel?

Yes

1. Is any manufacturer-authorization letter or authorized-distributor documentation required with the quotation?

No, the NMR does not apply

1. The Brand Name or Equal Justification identifies the OEM as a large business with several small-business distributors. Please confirm that FAR 52.219-33, Nonmanufacturer Rule, does not apply to this acquisition because it is below the simplified acquisition threshold.

1. What is the required delivery and complete-installation date?

the service would like to have installation completed prior to 09/20/2026.

1. The Statement of Work states that pricing must not exceed the VA LAM Award Grant. Is there a maximum available grant or award amount that offerors should use when developing pricing?

This statement was not intended by the service to be listed on the Statement of work and will be removed.

1. Will the Government disconnect and remove the existing equipment before the contractor begins delivery and installation?

Facility will remove existing equipment

1. Will the Government complete all final utility connections after the contractor positions, assembles and levels the machine?

No, the vendor will finalize connections to ensure the correct installation process, the government will restore the power once connections and install is complete.

1. Is a pre-quote site visit or manufacturer site verification available to confirm the existing pit, doorway clearances, delivery route and utility configuration?

I will work with the requesting service to see if we can offer a site-visit and will post that notice to SAM.gov

1. Does the 48-hour service requirement mean onsite technician arrival within 48 hours, or initial remote or telephone response within 48 hours?

48-hour service onsite technician if warranted, depending on the level of service request.

1. Must the contractor maintain factory-authorized service personnel within a specified distance of Cincinnati?

No not required.

1. Should quotations be emailed directly to percy.johnson2@va.gov? The solicitation identifies the question-submission address but does not clearly state the electronic destination for quotations.

1. Is the end user specifically seeking a cage and rack washer for cleaning and sanitization, or are they requiring a true washer-sterilizer capable of sterilization within the same unit?

We are seeking a Cage Rack washer. This is to sterilizer the animal cages(rodents and swine), animal racks (rodents and swine), trash and mop bins, and other animal husbandry items.

1. Are there any sterilization performance requirements (e.g., validated sterilization cycles, F₀ requirements, biological indicator requirements, etc.) that the equipment must meet?

Must have various programmable cycles such as acid, alkaline, rinse, wash and descaling, temperature ranges of 180F-200F, must have oscillating spray jets, steam heated. No biological indicators required.

1. Can you provide the complete specification package, statement of work, or any additional attachments referenced in the RFQ? We’d like to review the full requirements to ensure compliance.

I have provided the SOW and salient characteristics in the attachment. It is imperative that with whatever brand is selected, no building modifications are required. Our appropriation does not allow for us to pay for construction of the building. Engineer has confirmed that they will not modify the building. We currently have a LYNX Cage Rack Washer Model 410LX. The equipment would need to be able to utilize current detergent and detergent pump station. Equipment must not require the procurement of new cages and racks. Cage rack washer internal chamber must not be smaller than what we currently possess.

1. Is the listed Lynx 410LX being referenced as a brand-name-or-equal benchmark, or are there additional functional requirements that may not be captured in the summary sheet?

The Lynx 410LX is currently what we possess that is obsolete and it is past its self-life. It is not a requirement that we procure the exact model, however, due to installation matters, it is a preference. This equipment must not require building modifications.

1. Can you confirm the intended application and items being processed (cages, racks, bottles, feeder bottles, miscellaneous equipment, etc.)?”

We will be sterilizing cage, racks, bottles, trash and mop bins, feeders. Due to regulations, it must be a pass-through equipment with a clean and dirty side.
