About this file

This is a Questions and Answers (Q&A) document for a Microbiological Laboratory Testing solicitation issued by the VA.

The document addresses four primary inquiries regarding contract line items (CLINs) and pricing. For CLIN 00087, the air sampler rental will typically be required for one day per rental period, though the VA requests capability for up to one week per instance. Regarding invoicing, the VA indicated that monthly invoicing in lieu of quarterly invoicing is acceptable from the pharmacy perspective. The document provides significant clarification on CLIN 0006 media fill testing kits, confirming that the quantity of 143 represents complete individual kits needed to complete 143 staff tests, which may be supplied as single kits or multipacks. All 143 kits required are medium complexity level and currently utilize ampules, vials, and bags of TSB growth media. Contractors should structure pricing based on all 143 units being medium complexity. While the VA notes that the FDA emphasizes media fill testing and prefers contractors capable of providing low and high complexity kits if future adjustments are needed, only medium complexity will be utilized at the current time, and pricing guidance should reflect this immediate requirement.

Microbiological Laboratory Testing Q&A

Q: For CLIN 00087, what is the estimated length of time the Air Sampler will be required per rental period?

A: The air sampler will typically be rented for one day. However, VA requests up to 1 week per instance.

Q: Would the VA consider a monthly invoicing schedule in lieu of quarterly invoicing?

A: Not an issue from pharmacy’s end.

Q: On Page 5 of 47, the solicitation states that media fill material components "must be available to demonstrate low, medium, or high complexity" and "must be available to purchase as kits or individually." However, CLIN 0006 specifies a single total quantity of 143 without indicating the breakdown across complexity levels, which vary in cost by more than $100 per unit.

Could the VA please clarify the following:

Q: Does the quantity of 143 represent complete individual kits, or individual components/units?

A: The quantity of 143 represents the number of complete individual kits needed.

These could be supplied as single kits or multipacks—However, a sufficient quantity of supplies will be needed to complete 143 staff tests.

Q: Could the VA provide a breakdown of the estimated quantity needed for each complexity level (low, medium, and high)?

A: All 143 kits needed will be medium complexity. Currently utilized kits include an ampule, vial, and bag of TSB growth media.

Q: Pricing Guidance: If an exact breakdown cannot be provided, how should offerors structure pricing for CLIN 0006 to account for the price variance among complexity levels (e.g., blend rate, pricing based on a specific complexity, or sub-CLIN breakdown)?

A: Contractors can provide pricing based on all 143 being medium complexity. We are looking to match our current testing with ampule, vial, and bag of TSB growth media.

The FDA has been placing emphasis on media fill testing, so it’s ideal that the contractor can provide other complexities if we need to adjust. However, we will only be using medium complexity at this time.
