About this file
This is an Amendment to Answer Requests for Information (RFIs) for a federal contract solicitation to remove and replace three marquee signs at the Dayton VA Medical Center located at 4100 West 3rd Street, Dayton, Ohio. The procurement involves replacement of two existing LED marquee signs and conversion of a third static sign facing State Route 35 to an LED marquee sign, all with 6mm pixel pitch displays (6.67mm acceptable for the SR 35 sign only). The work includes complete removal and replacement of sign structures, frames, and housing, with the exception that the concrete foundation for the SR 35 sign will remain in place due to power infrastructure running through it. All three signs will be single-sided displays using existing or new support structures as applicable.
Key requirements clarified through the RFI responses include: the contractor is responsible for supplying any power requirements beyond the existing 120V, 20-amp circuits at each location; both hardwired and wireless programming capabilities are required, with wireless as the minimum acceptable option; no permits are required; the signs operate as standalone systems not connected to the VA network; two government-furnished laptops (purchased by Facilities Management Services, not OI&T) will require contractor-provided control software installation; and the procurement is subject to the Buy American clause for supplies. The original sign dimensions of 45 inches high by 120 inches long refer to the display screen area only, not including frame borders. No response deadline, award date, or pricing information is provided in this RFI amendment document.

36C25026Q0591 – Amendment 0002 – Answer RFIs
Q1: The SOW states complete removal; Is this the removal of the LED displays and replacing them with new 6mm displays using existing structures?
A1: Yes, SOW states new frame/housing for the sign. A completely new sign and structure, including foundation. The concrete foundation for the SR 35 sign stays, due to power coming up through the concrete.
Q2: Please confirm at Field Facing State Route 35 (static sign) that it will be replaced with a single sided 6mm LED and we will use the existing structure?
A2: Field Facing State Route 35 sign will be replaced with a single sided sign. Concrete foundation stays as stated in Answer 1.
Q3: Modern LED EMC marquees use cellular communications with Dept of Defense approved cloud-based software and is recommended? (not both hardwire and wireless) A3: These signs are stand alone and ARE NOT on the VA network. No need for approval from OI&T. Dayton VA desires both hardwire and wireless, in case the wireless connection was lost, we could still plug in to change the sign. If it has to be one or the other, then wireless.
Q4: Please confirm that you are requesting a true SMD 6mm pixel spacing which has a higher resolution than a P6 that is commonly used in products imported from China.
A4: Pixel spacing must be 6mm (6.7mm is allowable for the SR 35 sign). It is the contractor’s discretion whether the pixels are SMD or not. However, be advised that RFO Clause 52.225-1 Buy American – Supplies is applicable to this procurement.
Q5: Is there a conceptual design that the VA has in mind for the new Marquees, so all companies are bidding the same?
A5: Design like what is already in place. Design specs have been provided in the solicitation.
Q6: SOW #2 and #3 states “Complete Removal of three (3) existing marquee signs”. Does this include removal of existing support structure? Removal of existing foundation? Define “complete” – is it just the signs and the foundation and supports will remain?
A6: Complete removal means complete removal. Removing and replacing the entire sign, including frame/housing, support, and concrete foundation. The only thing that is staying is the concrete foundation for the sign in field facing State Route 35.
Q7: SOW #3 states “Old Signs are 45”H x 120” L. Does that include all the signage components or just the LED sign? Does the Length include the support posts on each end? Is that the actual display area or includes the entire sign cabinet dimensions outside of the display area (so the sign could be 8’L and have 1’ cabinet frame/border on each side making it 10’L – that would not be the same compared to signs that are 10’L display area).
A7: The measurements are for the “display screen” only, not the frame.
Q8: SOW #2 and #3 state “three (3) new marquee signs replacing existing signs”, but the existing sign in the field facing SR 35 does not have an LED/marquee sign. Is the sign in the field facing SR 35 to be proposed the same as the other two signs including an LED marquee display? Or is this sign to be the same as the existing sign which has no LED/marquee sign component? A major issue would be removing the existing foundation which appears quite large.
A8: Replace the (2) existing marquee signs and replace the sign in the field facing SR 35 with an LED marquee sign. The concrete foundation for the SR 35 sign stays, due to power coming up through the concrete.
Q9: Is the owner responsible for providing adequate power to these signs? SOW #3 states “Each sign has 120V, 20Amp circuit going to it”, but what if a single 20Amp Circuit @ 120V is not enough for these more Hi Def displays? A 6mm PP solution would require more than 1 single 20Amp Circuit @ 120V.
A9: Any power needs beyond what is currently there, the contractor needs to supply.
Q10: Are Permits Required?
A10: No permits required.
Q11: SOW #6 states “None” for GFE/GFI. But in part 3 it states “Two (2) Government owned laptop computer will need to be uploaded with all the software to control all three (3) marquee signs”. Aren’t the GFE items? (hence, furnished by the government?)
A11: The laptop computers are NOT OI&T issued laptops and ARE NOT on the VA OI&T network. They were purchased by and for Facilities Management Services (FMS) for the new marquee signs. These are stand-alone laptops, for systems belonging to FMS that do not go on the VA OI&T network. The laptop computers could be considered as “GFE”. Contractor is responsible for providing the control software and uploading the software to the computers.
Q12: Are there specifications or requirements for the Wireless option? SOW #3 states “programming must be able to be completed via both hard wired and wireless”. ALL signs can be programmed wired or wireless, depending on application requirements. Is a hard wire being provided for these signs? I don’t see any mention of a Cellular Requirement?
A12: Wired or Wireless programing, as in we can program the sign by either plugging in a “patch cable” or via a wireless connection.
Q13: Will a 6.67mm Pixel Pitch be acceptable (6mm is stated in Addenda)?
A13: 6mm pixel pitch is required for the Gettysburg entrance sign and South Liscum entrance sign. Either 6mm or 6.67mm pixel pitch is acceptable for the SR 35 sign.
