Contractor Questions and Answers

1. Does the Government have a comprehensive list of the specific surgical instruments and reusable medical devices currently in use at the facility?

a. There is an extensive list of the types of RMD in the SOW, however it may not be all encompassing,

2. On-site vs. Off-site Service: Does the VA prefer that the majority of preventative maintenance be performed on-site via a mobile laboratory, or is there a preference for instruments to be sent to an off-site facility?

a. Preventative maintenance shall be performed on-site. In the rare event that offsite PM is required, it will remain a covered cost under this contract.

3. Turnaround Time: For routine sharpening and repairs, what is the Government’s required turnaround time to ensure clinical operations are not impacted?

a. SPS staff will prepare a selection of instruments for each visit. All sharpening and repairs of the provided instruments shall be completed during the scheduled visit.

4. Certification Requirements: Are there specific industry certifications (e.g., IAHCSMM or CBSPD) required for the technicians performing the maintenance and repairs?

a. There are no specific industry certifications that we require.

5. Staffing Levels: Does the Government anticipate a need for a full-time on-site technician, or is the requirement based on a periodic/scheduled visit model?

a. This requirement is based on periodic scheduled visits and does not require a full time on-site technician.

6. Past Performance: For the technical evaluation, is there a specific number of past performance references required, or a specific look-back period (e.g., last 3 years) that the Government prefers?

a. No, we do not require a specific number of references but do provide current and relevant past performance.

7. The solicitation identifies anticipated monthly service requirements. The solicitation references up to two service days per month. Can the Government confirm whether: Two (2) service days per month represent the expected level of effort throughout the period of performance, and this volume should be assumed for pricing purposes as a consistent monthly requirement?

a. The SOW clearly states two visits each month, not “up to two days.” There are to be two (2) visits each month of the year, resulting in a total of 24 visits per year. As per the price/cost schedule posted in the solicitation, pricing is per month. The visits will be separated by a minimum of one week.

8. Can the Government clarify whether the scope of this requirement includes complex or specialty devices such as: Powered surgical devices (e.g., phaco handpieces, pneumatic handpieces, drills, saws), Flexible and rigid endoscopes?

a. The scope of work will not include Powered Surgical Devices, Flexible and rigid endoscopes, or video systems and camera equipment although there may be contact with certain peripherals associated with these devices such as power cords that may need to be sealed if possible.
