About this file

This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office for solicitation 36C25026Q0551. The amendment answers pre-solicitation questions and extends the quotation submission deadline to 12:00 PM EST on August 7, 2026. The solicitation covers annual load testing and maintenance services for 18 emergency generators located at Battle Creek VA Medical Center in Battle Creek, Michigan.

The contract requires a qualified generator technician to perform comprehensive annual maintenance on all 18 generators, including oil and filter changes (lube oil, primary/bypass filters, fuel filters, air filters, and water filters), battery system servicing, engine inspections and safety testing, fuel system maintenance, coolant system inspections, control system verification, generator bearing lubrication, and automatic transfer switch testing. For the base year only, the contractor must replace all water pumps, thermostats, block heaters with seals and gaskets, belts, hoses with clamps, coolant, and radiator caps—all parts must be new OEM stock. Load bank testing requirements include a 2-hour annual test (50% load for 30 minutes, then 75% load for 60 minutes) and a 4-hour tri-annual test beginning in 2027 (30% load for 3 hours, then 75% load for 1 hour), with all testing performed without interruption to building power. Testing and maintenance shall be performed in mid-September of each contract year, with a final deficiency report detailing readings, repairs needed, defective parts, and general generator conditions. The contract includes one base year and four optional one-year periods. The incumbent contractor is Southern Power Systems under contract 36C25021C0221.

CONTINUATION PAGE

A.1 QUESTION AND ANSWER

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

These services are currently being covered under contract 36C25021C0221. The incumbent is Southern Power Systems.

2. What is the deadline for quotation?

Quotations are due by 12:00 PM EST on 08/07/2026

3. Will we have access to each unit on Friday and are we able to take pictures?

Each unit was available and viewable Friday July 24th 2026. Pictures of serial numbers permitted.

a. Are most units indoor or outdoor units?

Refer to SOW Generator Listing.

4. How many other parties will be in attendance? I’m concerned about having enough time to see each unit.

The Site Visit was open to all those interested in solicitation 36C25026Q0551.

5. There are two sections regarding the cooling system: B.5 Part II A 1 Fourth bullet point defines what visual inspections to perform in regards to the cooling system, and B.5 Part II 3 B1-3 defines what components we are quoting to replace (it specifically says “shall replace all water pumps, thermostats, block heaters with associated seals and gaskets, belts, all hoses associated with clamps, coolant, and radiator cap). The key word in the second section I’m concerned about is it states “shall replace.” Can you clarify what is desired to be quoted: both visually inspecting the cooling system AND replacing those documented components? Or, are we visually inspecting the cooling system and providing a quote for replacement of any suspected fails parts after the visual inspection?

In Part II B. Deliverables, B (1) refers to A (1) with the seven bullets and A (2) which is Load Bank Testing. These are annual requirements to be performed in mid-September each contract year. In Part II B. Deliverables, B (2) refers to A (3) Coolant system Maintenance/ Replacement. This is where we are requiring the “shall replace” the listed items in the Base Year Only (at any time within the Base Year scheduled with VA). The goal is to have a one-time, through the contract, within the Base year to replace components of the cooling system. In summary, components listed shall be replaced in the Base Year Only, and Option Years are Visual Inspections in reference to this question.

6. Can you provide each generator’s generator package make, model and serial number? This should be located on or near the generator barrel/controls.

What information we have collected in-house is on attached spreadsheet

7. Can you provide each generator’s engine make, model and serial number? Normally located on the engine head (some may not have it available).

What information we have collected in-house is on attached spreadsheet

8. Can you provide the distance from each generator to the nearest access point for a load bank?

Typically 50ft or less. Parking access will be available next to generators

9. Can you specify if each generator is located outside or in a building/basement?

There are 11 generators inside brick permanent outdoor buildings, 4 generators outdoors on pads inside factory housings and 3 generators on portable trailers inside factory housings.

10. There are multiple sections in the bid spec that ask for cooling system maintenance, and each asks for different maintenance (one asks for general visual inspections and testing, and the other asks for replacement of cooling system major components). Can you clarify exactly what maintenance is being requested for the cooling system on each generator?

This is answered in Question #5 and will be for all 18 generators

11. it asks for visual inspection of the connections on the automatic transfer switches. This requires us in most cases to open the door of the generator. Can you confirm that each ATS is compliant with NFPA 70B and 70E, which state an arc flash study shall be performed every 5 years and that the ATS be properly labeled with an arc flash sticker? And if so, can you provide the calorie rating on the label and date of the arc flash study?

The last arc flash study was completed August 2023. There have been no major changes to the system. The ATS’s are labeled with an arc flash sticker with calorie ratings ranging from 0.3 to 36.3 cal. Building 157 ATS#2 has a Greater Than 40cal calculated incident energy at 1’ 6” working distance.

12. The SOW has been revised. Changes have been highlighted. In addition, Generator Spec and Models have been attached.
