Construct Concrete Pads for HVAC Maintenance RFI Questions and Answers

Q: Can you send a reference for what you want the fence and gate to look like?

A: Provide and install a powder-coated aluminum guardrail system around the HVAC maintenance pads at Buildings T-4, T-5, and T-6. The system shall be an OSHA-compliant Top Rail + Mid Rail configuration, matching Figure. The railings shall have a gate or removable section for maintenance access. Based on OSHA 1926.502(b) and Figure D-11, the railing must include:

Top Rail at 42 in ± 3 in Mid Rail at approximately 21 in, or Vertical members spaced ≤19 in A self-closing gate providing equivalent fall protection Components capable of withstanding 200 lbs. forces on Top Rail and 150 lbs. on Mid Rail/Intermediate members Smooth surfaces, no projections Posts mechanically anchored to concrete pad using manufacturer-approved anchors. Anchors must meet OSHA structural loading.

Q: Scope calls for rebar in concrete. Can you explain what layout the government is expecting?

Example, 12 x 12 on center or 16 x 16 on center?

A: The specification requires reinforcing steel (ASTM A615 Grade 60) for equipment pads but does not provide a required spacing pattern. REINFORCEMENT:

Install concrete reinforcement according to ACI 318 and ACI SP-66.

Support and securely tie reinforcing steel to prevent displacement during placing of concrete.

Drilling for Dowels in Existing Concrete: Use sharp bits, drill hole slightly oversize, fill with epoxy grout, inset the dowel, and remove excess epoxy.

Q: “Enlarged T-4, T-5, & T-6 View calls out "install rail with gate or removable section around pads..." - Please confirm if this is reference to fencing or something else. If fencing, please specify type.

Q: Detail B calls out "form concrete pad around inlet. provide removable mesh grill for level working surface. Please specify what a "removable mesh grill" is.

A: A removable mesh grill is a piece of metal, expanded or mesh, that allows for drainage of water and provides a surface for a ladder to safely stand on. It needs to be removable with effort.

Q: Is demolition of any existing concrete or other items required to place the new pads?

A: No

Q: Does the VA want thickens on any of the pads?

A: Please provide clarity for this question.

Q: What is the size of the rebar?

A: The specification requires reinforcing steel (ASTM A615 Grade 60) for equipment pads but does not provide a required spacing pattern. REINFORCEMENT:

Install concrete reinforcement according to ACI 318 and ACI SP-66.

Support and securely tie reinforcing steel to prevent displacement during placing of concrete.

Drilling for Dowels in Existing Concrete: Use sharp bits, drill hole slightly oversize, fill with epoxy grout, inset the dowel, and remove excess epoxy.

Q: Building T4 needs a wall essentially 29" tall. Would the VA want that on an actual footing?

A: Yes, footing would be necessary in this case.
