This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Commercial Services, issued as a Request for Quote (RFQ) for annual medical gas inspection services at the Dayton VA Medical Center. The Department of Veterans Affairs Network Contracting Office (NCO 10) located in Kettering, Ohio, is seeking a firm-fixed price purchase order with a one-year base period (06-01-2026 through 05-31-2027) plus four one-year option periods, with a total estimated contract value of $34 million. The solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the SBA Veteran Small Business Certification Program database at the time of offer submission and award. Quotations must be submitted electronically by 04-28-2026 at 2:00 PM local time to contracting officer Jeremy Nee at the NCO 10 office.

The Performance Work Statement requires the contractor to conduct comprehensive annual inspections of the medical gas system at Dayton VA Medical Center in accordance with JCAHO 2019, CGA, NFPA 99, ASSE, and USP/NF standards. Inspections must cover multiple medical gas systems including oxygen, nitrous oxide, nitrogen, medical air, dental air, medical vacuum, dental vacuum, and evacuation/WAGD systems across six buildings, encompassing approximately 2,000 outlets, zone valves, alarm panels, and compressor sets. The contractor must provide all personnel, equipment, materials, and supervision; complete all on-site work by July 1 annually; deliver a written report within 30 days detailing findings, discrepancies with NFPA code references, and remediation recommendations; and communicate any deficiencies to the Contracting Officer's Representative within 24 hours of discovery. The contractor must be certified to inspect medical gas systems and provide proof of certification with the final report. Work may require activities outside standard 7 AM–4:30 PM hours due to clinical operations, and a minimum of four contractor personnel are needed to monitor alarm panels during inspections. (b) Eligible and certified service-disabled veteran-owned small businesses offerors will receive full credit, and offerors qualifying as veteran-owned small businesses will receive partial credit for the certified Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status evaluation factor. To receive credit, an offeror must be listed at the time of submission of offers and at time of award, as a certified SDVOSB/VOSB in the SBA certification database on the SBA Veteran Small Business Certification Program portal at https://veterans.certify.sba.gov/ (see 13 CFR 128) and be otherwise eligible in accordance with SBA size standards for the acquisition and limitations on subcontracting requirements set forth in SBA regulations (see 13 CFR 121, 125 and 128.).
