About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs seeking to procure OrthoView digital templating software and maintenance services for the Cincinnati VA Medical Center Surgery Department.

The contracting activity is VISN 10, Cincinnati VA Medical Center (3200 Vine Street, Cincinnati, OH 45220), with Acquisition Plan Action ID 36C250-26-AP-1832. The requirement is for a five-year option contract (base year plus four option years) providing OrthoView Concurrent License software and maintenance and technical support. The necessary supplies include two concurrent floating perpetual licenses for the base year, plus one maintenance subscription for the base year and one maintenance subscription for each of the four option years, with 12-month subscription durations. The estimated delivery date is March 24, 2026. The total contract cost falls within the simplified acquisition threshold ($350,000 maximum), exceeding the micro-purchase threshold. The justification cites OrthoView's unique compatibility with the VA's current PACS system and its ability to enhance precision, efficiency, and cost reduction for total joint replacement procedures. The contracting officer determined that extensive market research using NAICS 513210 and digital templating keywords identified zero small disadvantaged or veteran-owned small business vendors. The software is proprietary to Materialise USA LLC (OEM), with no authorized resellers or distributors. The VA Rule of Two and SBA Rule of Two cannot be satisfied. No solicitation will be made, and the award is intended as a sole source to the OEM, large business, on the open market. The contracting officer, Christopher Gundy, Branch Chief of NCO 10, Services & Commodities Team 6, certified the justification on February 22, 2026.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

OrthoView is a digital pre-operative planning solution designed specifically for orthopedic surgeons. OrthoView allows orthopedic surgeons to carry out pre-operative planning on screen with digital images. Implementing templating software will transform Total Joint Replacement procedures at the Cincinnati VA by enhancing precision, boosting efficiency, and reduction of cost. OrthoView software is compatible with the current PACS system. OrthoViews automation and PACS integration cut planning and surgery time, increase operating room capacity, and enable more veterans to receive timely care. Due to propriety licensures, this requirement is only available from Materialise USA LLC (OEM), who exclusively sells and provides the OrthoView perpetual concurrent license, along with maintenance services. After extensive collaboration and analysis of other templating software, Biomed and Surgery Leadership determined that OrthoView was the most compatible and best satisfied the requirements of the VA for digital templating.

Electing any other brand could create inconsistency in the standard of care, standardization Issues, risk of non-compliance/reliability in function, require new training, and cost prohibitive.

Estimated delivery 3/24/2026.

Description of market research conducted and results or statement why it was not conducted:

S BS queried using NAICS 513210 and keywords “Digital Templating” for SD/VOSB with zero vendors found. Software was not identified on any contract vehicles. OEM confirmed this products software is proprietary and there are no authorized resellers/distributors. No other vendor examined can provide specific content, compatibility, and support for current system. Product not in NMR Class Waiver List. The VA Rule of Two cannot be met, nor can the SBA Rule of Two be satisfied. NMR not waived. No solicitation will be made. CO Intends to sole source award to OEM, large business, open market.

Contracting Officer's Certification: Purchase is approved in accordance with RFO FAR12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
