About this file

This is a Request for Information (RFI) and Questions and Answers document for boiler tuning services at the Chalmers P. Wylie VA Ambulatory Care Center under RFI 36C25026Q0334.

The document addresses four clarification questions submitted by prospective contractors and provides the Veterans Affairs (VA) responses. The response due date has been amended to September 28, 2026 at 12:00 PM ET. The acquisition is a 100% Small Business Set-Aside; the VAAR clause 852.219-73 for Service-Disabled Veteran-Owned Small Businesses was included in error and is not applicable. The correct NAICS code is 332410 (Pump and Pumping Equipment Manufacturing) with a 750-employee size standard; NAICS 238220 listed in the CLINs was incorrect and a revised Price Cost Schedule has been provided. For subcontractor qualifications, responses must clearly address Technical Capabilities requirements including a 3rd Class Boiler Engineer (Stationary Engineer) License and an Authorized Preferred Utilities technician credential. Past Performance will be evaluated based on the offeror's record performing boiler tuning, combustion analysis, burner adjustment, emissions optimization, and related preventive maintenance services on similar projects, with consideration given to quality of performance, timeliness, customer satisfaction, and successful completion of comparable work.
