About this file

This is a Statement of Work (SOW) for a sterile processing service water treatment system at the John D. Dingell VA Medical Center in Detroit, Michigan. The primary objective is to provide high-purity incoming water that meets AAMI TIR 34 standards and equipment manufacturer specifications to reduce corrosion, microbial fouling, and scaling while improving cleaning quality and efficiency. The system must consist of three integrated components: pretreatment (sediment filtration, carbon filtration, and water softening), a principal treatment process (reverse osmosis, deionization, water quality sensors, bacteria filtration, distillation, or combinations thereof), and a distribution system with ultraviolet light disinfection and endotoxin filtration. The storage tank must include sample ports, hydrophobic 0.2 mm air filtration venting, and drain from the lowest base point, with a minimum water velocity of 3 feet per second required in distal loop portions during peak demand to minimize biofilm formation.

All system components must be accessible for monitoring and maintenance, with solvent-welded connections only (no threaded joints permitted). The system must be configurable for future expansion and comply with Federal regulations, NFPA, OSHA, manufacturer specifications, and VA Medical Center policies. Alarms for conditions such as deionizer exhaustion or low storage tank levels must be audible in the water treatment area, occupied SPS space, and central alarm monitoring locations. Contract work hours are Monday through Friday, 7:00 a.m. to 3:30 p.m. EST, with additional services requiring COR/CO approval. Questions regarding this solicitation (36C25026Q0200) are due by January 23, 2026, at 9:00 a.m. EST.

STATEMENT OF WORK

DETROIT STERILE PROCESSING SERVICE (SPS)

CRITICAL WATER TREATMENT SYSTEM

1. GENERAL INFORMATION

The primary objective of this contract is to provide Sterile Processing Service (SPS) with an incoming water quality system that meets AAMI TIR 34 and SPS equipment manufacturer’s specifications for microbial and chemical quality. The SPS water purification system shall provide reliable high purity water that reduces pitting and corrosion on instruments, reduces microbial fouling and scaling, and improves cleaning quality and efficiency at the John D. Dingell VA Medical Center, Detroit, MI 48201.

2. SCOPE of WORK:

The water treatment equipment shall be effective, reliable, economical, and consist of three elements: pretreatment, a principal water treatment process, and distribution.

a) Pretreatment shall consist of sediment filter, carbon filtration, and water softening for protection of the principal water treatment components.

b) Principal treatment process shall consist of reverse osmosis (RO), deionization (DI), water quality sensors, bacteria filter, distillation, or a combination of these processes.

c) Distribution system shall continuously disinfect the critical water by means of distribution pump, ultraviolet (UV) light, and endotoxin filtration. The distribution system shall provide sample ports for testing critical water at the tank loop return, and the endotoxin filter loop out. Storage tank for purified critical water shall drain from the lowest point of the base. The storage tank shall have a tight-fitting lid, be easily disinfected, and be vented through a hydrophobic 0.2 μm air filter that is accessible for regular scheduled maintenance.

For minimization of biofilm formation, a minimum velocity of 3 feet per second (ft/sec) is required in the distal portion of the loop under conditions of peak demand. A multistage centrifugal pump made of inert materials is required to distribute the purified water and aid in effective disinfection.

The critical water treatment system shall be able to be installed in a way that provides easy access to all components of the system, including all meters, gauges, and sampling ports used for monitoring system performance, and is capable of supporting future expansion.

All connections shall be capable of being solvent welded. Threaded joints are not allowed, as they contain spaces in which water could collect and stagnate, thereby increasing the potential for bacterial growth.

Alarms, such as those associated with deionizer exhaustion or low water levels in a storage tank, should be configured to sound both in the water treatment area, in the occupied SPS space, and the VAMC central alarm monitoring location, such as the boiler plant.

3. CONFORMANCE STANDARDS:

All services provided under this contract must be performed in conformance with the Federal regulations, National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), Manufacture standards and specifications, and the John D. Dingell VA Medical Center policies and requirements.

4. HOURS OF WORK:

Regular working hours are Monday through Friday, 7:00 a.m. EST to 3:30 p.m. EST. Any additional services beyond this window may require additional approvals from the COR/CO.
