About this file
This document is an Amendment to a Combined Solicitation for Industrial Hazardous Waste Disposal Services issued by the Department of Veterans Affairs Network Contracting Office (NCO 10) for the John D. Dingell VA Medical Center in Detroit, Michigan. The solicitation (36C25026Q0175) seeks a contractor to provide monthly hazardous waste removal and disposal services, with specific requirements for 16 different waste types including pharmacy waste, batteries, fluorescent bulbs, motor oil, and medical-related disposables. The solicitation is a full and open competition with a response deadline of January 9, 2026 at 12:00 PM Eastern Time, with a contract maximum total value of $400,000 and a guaranteed minimum of $40,000 in the initial fiscal year.
Key details include estimated monthly waste quantities for each waste type, transportation and disposal requirements, and specific guidelines for waste handling. The solicitation allows waste to be transported out of Michigan if state and destination state regulations are followed. Contractors are expected to provide pricing for all deliverable Contract Line Item Numbers (CLINs), with green-highlighted items representing current estimated requirements. The procurement uses NAICS code 562211 for Hazardous Waste Treatment and Disposal, with a small business size standard of $47 million. The amendment clarifies that the solicitation is not set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), contrary to an earlier clerical error.

Questions with Responses
1. May we extend the deadline for proposals for all vendors by two weeks until 1/23/2026? This is a large and involved bid and we lost a fair amount of time due to the holidays as well as the bid previously being set aside.
RESPONSE: The deadline will not be extended. The solicitation was originally posted on December 17, 2025 as a full and open competition, with a proposal submission deadline of January 9, 2026. Amendment 0001, issued on December 23, 2025, correcting a typographical error in the combined synopsis language, found in the body of the solicitation, to clarify that the requirement is not set aside. The competitive designation of the solicitation has remained full and open since initial posting (December 17, 2025).
2. Can the waste leave the state of MI for final disposition? … we believe that it should satisfy the requirement found in item 6 of Specific Tasks:
"The contractor shall utilize a designated Transportation, Storage and Disposal Facility (TSDF) located within Michigan and prior to using said facility, shall provide to the COR a copy of the designated facility’s operating license."
RESPONSE: Yes, they can send it to another state if they follow the regulations of Michigan and the final destination state.
3. On the Totals tab, it appears that some of the auto-calculated formulas may be pulling from incorrect line items.
For Transportation and Labor, the totals appear they should reference:
· Base Year: K67 and K68 RESPONSE: Appropriately references =sum(G67*J67) and =sum(G68*J68)
· Option Year 1: K207 and K208 RESPONSE: Appropriately references =sum(G207*J207) and =sum(G208*J208)
· Option Year 2: K347 and K348 RESPONSE: Appropriately references =sum(G347*J347) and =sum(G348*J348)
· Option Year 3: K487 and K488 RESPONSE: Appropriately references =sum(G487*J487) and =sum(G488*J488)
· Option Year 4: K627 and K628 RESPONSE: Appropriately references =sum(G627*J627) and =sum(G628*J628) For Waste Wizard, the totals appear they should reference:
· Base Year: Line 66 RESPONSE: Appropriately references =sum(G66*J66)
· Option Year 1: Line 206 RESPONSE: Appropriately references =sum(G206*J206)
· Option Year 2: Line 346 RESPONSE: Appropriately references =sum(G346*J346)
· Option Year 3: Line 486 RESPONSE: Appropriately references =sum(G486*J486)
· Option Year 4: Line 626 RESPONSE: Appropriately references =sum(G626*J626)
4. The Performance Work Statement references monthly service for industrial hazardous waste removal. Would the Government consider allowing more frequent service (e.g., weekly collections) if operationally beneficial, provided the contractor meets or exceeds all contract requirements? This approach may allow for improved dock coordination and the use of smaller vehicles during peak operational hours.
RESPONSE: Due to the low volume, it once a month only
5. The solicitation states that emergency requests are to be accommodated within two (2) workdays. Could the Government clarify whether “emergency” pickups are expected to occur outside normal pickup hours, or whether they would still take place within the established service window?
RESPONSE: No emergency will be requested, and it would still take place within the established service window.
6. The solicitation requires transport vehicles to be equipped with scales for weighing waste prior to removal. During the site visit, a scale located in the warehouse was shown to attendees. Could the Government clarify whether the awarded contractor may utilize the on-site warehouse scale for weighing waste prior to transport, or if all weighing must be conducted using scales located on the contractor’s vehicle?
RESPONSE: No scale needed in the Vehicle; they could use our facility scale if needed. But the vehicle must follow the Michigan state and DOT regulations.
