About this file
This document is an Amendment to a Request for Quote (RFQ) for the Department of Veterans Affairs (VA) Network Contracting Office, specifically for diesel and gasoline fuel testing and conditioning/treatment at the Dayton VA Medical Center. The solicitation (36C25026Q0049) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) registered in SAM.gov, with NAICS code 561210 and a $47 million small business size standard. The RFQ closes on 11/07/2025 at 4:30 PM, with work estimated to be completed in December 2025.
The amendment provides responses to vendor questions, clarifying technical details about fuel laboratory testing, which will be performed both before and after fuel conditioning to validate treatment and establish a baseline. Key points include confirming the need for comprehensive fuel testing, addressing underground storage system compliance, and clarifying certification requirements for fuel standards. The solicitation is specifically for fuel polishing and cleaning of underground storage tanks, with a focus on quality control and compliance verification.

1. Can you please confirm that the fuel laboratory testing is to be performed on the fuel after the completion of the fuel conditioning scope of work?
RESPONSE: Yes and this is to confirm quality and compliance, To validate the treatment and to establish a baseline
1. Alternatively, is fuel laboratory testing to be performed on both on the fuel before fuel conditioning and from the fuel after the fuel conditioning scope of work?
RESPONSE: Yes, it is often critical to perform fuel laboratory testing both before and after fuel conditioning, and this should be part of the defined scope of work. The two-part testing provides a full diagnostic picture, allowing you to assess the initial condition of the fuel and confirm the effectiveness of the conditioning process.
