About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Cincinnati, Ohio. The amendment provides responses to Requests for Information (RFI) received for solicitation 36C25026Q0047, with an effective date of December 31, 2025. The offer due date remains January 28, 2026 at 4:30 PM EST. The amendment includes two attachments: an RFI Video and a Shotcrete Addendum.
The RFI responses clarify the scope of work for the Repair FTD Building Envelope project. For the parapet wall and roofing repairs, contractors should bid for 2,800 square feet covering two large penthouses; the middle penthouse has already been completed. Regarding the patio walls, the North wall remains as-is while the West and South walls require removal of approximately 870 square feet of brick facade and replacement with shotcrete to match the specified color shown in the provided images. Several items have been removed from scope as unnecessary: the licensed engineer report, general contracting survey, structural assessment, and energy inefficiency identification and reporting. The shotcrete specifications are provided in Attachment II (Addendum 033713). Only two of the five penthouse structures are included in the repair scope, with lightning protection repairs required for these two structures only. The front screen wall veneer masonry will be fully removed and replaced with shotcrete, with temporary safety railings to be included to maintain pedestrian access during construction.

1 and 2.
6. Section 5, “Specific Tasks,” references a required structural assessment to be performed by a roofing specialist or a licensed structural engineer. Please clarify:

a. 1. Which specific structures are included in the repair scope.
2. Whether all five structures are of similar brick construction.
3. Whether the repair and lightning protection work applies to all highlighted structures or only those shown in the elevation drawings.
Please see questions 1 and 2 for questions 1 and 2. Two small elevator shaft penthouses not included.
3. Only repair lightning protection to the two penthouses.
11. Based on the photographs of the front screen wall, our understanding is that all existing veneer masonry will be removed and replaced with shotcrete. We also assume that the existing handrails along this walkway will need to be removed, temporarily stored, and reinstalled after completion of the work. Please confirm:
a. 1. Whether the full removal and replacement of the veneer masonry with shotcrete is correct.
YES. Addendum added.
2. Whether the adjacent walkway may be fully closed during this operation, or if temporary safety railings will be required to maintain pedestrian access during construction.
