About this file

This document is a Request for Information (RFI) Questions and Answers file for federal contract opportunity 36C25026B0007, a remodeling project for Building 1 at the Northern Indiana Health Care System's Marion Campus in Marion, Indiana. The RFI was issued by the Department of Veterans Affairs Network 10 Contracting Office, with Elizabeth Finley serving as the Contract Specialist. The anticipated award date is April 2026, with an estimated 7-10 days between award and issuance of the Notice to Proceed (NTP). Project duration specifications showed a discrepancy between the 360-day estimate in specification section 01 00 00 and the 610-day duration cited in the solicitation, though this conflict was noted in an early RFI but not explicitly resolved in the Q&A responses.

The RFI responses address numerous technical clarifications across multiple construction disciplines, including civil, architectural, mechanical, electrical, and fire safety systems. Key clarifications include: expansion tank specifications (45-gallon volume with 36-gallon acceptance capacity); ADA warning pad requirements referenced in civil site plans; roof structure elements to remain as-is despite observed water damage; CAT6A cabling requirements per Division 27 and drawing EY201; confirmation that no nurse-call system work is required; AISC certification required for structural steel per section 051200; Siemens fire alarm system integration with campus-wide network; and bat exclusion procedures following Bat Conservation International and Indiana Department of Natural Resources recommendations using non-lethal methods. Signage design must be submitted for review during the submittal process with no preferred vendor specified. Seismic bracing details for pipe and equipment support were provided in referenced drawing SD 230541-04, and expansion joints are required at new columns per note 19 AS100.

Bat Exclusion:

Bats will be permanently excluded from roosting in the VA hospital building using non-lethal exclusion methods following Bat Conservation International (BCI) and Indiana Department of Natural Resources (IDNR) recommendations. The technique includes using one-way exit devices (exclusion tubes and/or netting), sealing points of entry, and preventing access to the building interior.

Exclusion activities will be conducted when bats are not present if feasible. If the exclusion is conducted during the winter months when bats are not present, and bats have been confirmed to not be roosting in the hospital building, one-way exit devices (described below) will not be necessary. If exclusion must take place during the summer months when bats are present, one-way exit devices will be required.

One-Way Exit Devices (Exclusion Tubes or Netting):

One-way exit devices through which bats can leave but cannot return are made from tube-type excluders or lightweight polypropylene netting (<1/6" mesh) which are placed at all active entry points.

Exclusion tubes should have a diameter of two inches, a length of 10 inches, and should project no more than one-quarter inch into the opening. Once the tube has been secured over the hole, a piece of lightweight, clear plastic can be taped around the tubes outside end to further reduce the likelihood of bats reentering, though this may not be necessary. Multiple exclusion tubes may be required for large structures. Lightweight, flexible plastic netting with one-sixth-inch mesh or smaller can be used to form a one-way valve over openings on smooth surfaces of exterior walls or attic louvers. The netting is secured at the top and sides and extends 18 to 24 inches below the lower edge of the opening with the bottom hanging loose. Further details on installing, making, or purchasing one-way exit devices is contained in BCI’ s Professional Guidelines (BCI 2010) and BCI s Do-It-Yourself Bat Exclusions (BCI 2012a). The one-way exit devices will remain in place for at least five to seven days. The devices will be removed after all bats have been excluded. It is important to note that simply waiting for bats to fly out at night and then permanently sealing the entrances without the use of one-way exit devices is not recommended because this often traps some bats inside the building.

Sealing Exclusion Points:

Exclusion points will be sealed with silicone caulking, caulk backing rod, hardware cloth or heavy-duty polypropylene mesh. If one-way exit devices have been used, sealing will be conducted after the five-to-seven days that the devices have been in place.

Preventing Building Interior Access:

The building s interior will be inspected for small openings through which bats could enter. Bats can enter buildings or living spaces through openings as small as one-half inch in diameter. All openings connecting potential roosting areas to living quarters should be sealed, while entry points on the outside of the building are left open. Caulking, flashing, screening or insulation can be used to seal most openings on the inside. Draft guards should be placed beneath doors to attics; electrical and plumbing holes should be filled with steel wool, caulking or weather stripping. Seasonal Timing Bat exclusion activities will occur when bats are not present, if feasible. This timing will also ensure that exclusion activities occur outside of the maternity season when bats give birth and raise their pups.

Eviction of bats, or any activity that directly affects their roosting area, will occur only before or after the maternity season, when young will not be trapped inside (young that are unable to fly will become trapped inside and will die of starvation).

Methods Not to Be Used:

The following methods will not be used for bat exclusion as these are not approved by BCI as effective and can be fatal or harmful to bats: Simply waiting for bats to fly out at night and then permanently sealing the entrances without the use of one-way exit devices will not be used because this often traps some bats inside the building. Ultrasonic devices, chemical repellents and smoke will not be used to evict the bats from the building. In addition, canned spray foam can result in the death of bats that come into contact with it and should never be used when bats are still present. Traps and relocation will not be used. Removing large numbers of bats from a building through trapping and relocation is unlikely to be effective. Traps can be fatal to bats if left unattended or if overcrowding occurs. In addition, bats have excellent homing instincts; therefore, relocation attempts are unlikely to succeed.

Guano Cleanup Precaution:

Bat guano may contain spores of the fungus Histoplasma capsulatum which can cause histoplasmosis, a respiratory disease. People risk infection when they inhale the spores of the fungus when guano containing the fungus is disturbed. The disease is usually asymptomatic or causes minor flu-like symptoms, although it can result in serious illness if a large number of spores are inhaled.

Histoplasmosis is most common in areas of high temperatures and humidity. For precautionary purposes during guano cleanup, avoid exposure to histoplasmosis by wearing a respirator capable of filtering particles as small as 0.3 microns in diameter or use a self-contained breathing apparatus when cleaning or entering areas with guano; dampen dry guano with water before removal; or use a HEPA filtered vacuum cleaner to remove dry bat guano.

Air samples taken at the time of the hazardous materials inspection (November 2020) found elevated levels of airborne fungal spores in Rooms 203 and 210. Mold counts were 13,030 spores per cubic meter (spore/m3) in Room 203 and 9,250 spores/m3 in Room 210. The outdoor sample at the time of testing contained 4, 580 spores/m3. Conditions noted at the time of inspection may be different than current conditions.

All personnel performing demolition of moldy materials should wear a N95 mask and disposable gloves. Employees should wash their hands and face with water and antibacterial soap prior to lunch and at the end of each shift.

Moldy building materials should be removed in a manner which minimizes dust. Prior to removal of any materials with visible fungal development, vacuum surfaces with a HEPA vacuum to remove as much mold as possible. Upon completion of demolition, vacuum all floors and exposed surfaces where moldy building materials were removed, followed by wet mopping all floors and wet wiping all remaining surfaces to remove any dust not collected by HEPA vacuuming.

Clearance requirements:

Air samples: total spore counts do not exceed outdoor levels, whichever is lower, with no Stachybotrys present; Aspergillus/Penicillium counts do not exceed 1,000 spores per cubic meter of air in the indoor sample(s). An outdoor sample is required and must be collected at approximately the same time as the indoor samples(s).

Surface samples: Spore present are either in low or rare categories, with no Stachybotrys present.

RE: ENVIRONMENTAL INSPECTION SERVICES - REVISED

MARION VETERANS AFFAIRS MEDICAL CENTER, BUILDING 1

ALLIANCE ENVIRONMENTAL GROUP PROJECT NUMBER 20-0113-ALP

Dear Mr. Thornsbury;

Pursuant to your request, from November 2, 2020 through November 4, 2020, Alliance Environmental Group (Alliance) conducted a pre-renovation inspection of Building 1 at the Marion, Indiana, VA Medical Center for any suspect asbestos containing materials, lead paint, hazardous materials along with collection of fungal air samples. The following serves to summarize results of the inspection performed and copies of the asbestos and lead data sheets from the inspection (Alliance project # 20-0113-ALP) are attached for your review.

ASBESTOS SAMPLING

Asbestos bulk samples were collected and subsequently analyzed by EMSL Analytical, Inc.

utilizing polarized light microscopy (PLM). Asbestos Sampling Data Sheets and laboratory reports are attached.

State and local regulations define asbestos-containing material as any material containing greater than 1% asbestos. Suspect asbestos-containing material samples were taken from pipe insulation, ceiling and wall plaster, ceiling tile, drywall, floor tile and associated mastic, blown-in insulation, cove base and associated mastic and exterior caulking. Laboratory analysis has determined the following materials contain asbestos:

- Black Mastic Associated with 12” x 12” Floor Tile – estimated 12,300 square feet

- Gray Exterior Caulk – estimated 1,120 linear feet (70 windows)

- Thermal System Insulation – estimated 225 linear feet

- Thermal System Insulation Debris – 250 square feet (above bathroom ceiling)

Due to the scope of work and the current state of the building, attempts were made to identify and quantify all asbestos-containing materials, however, some asbestos-containing materials may be present in inaccessible areas or voids in walls. If any suspect regulated asbestos-containing materials are discovered during demolition activities, work should cease until the material can be sampled by a licensed asbestos inspector or assumed to be asbestos and removed by a licensed asbestos abatement company.

LEAD PAINT SAMPLING

Lead paint samples were collected and subsequently analyzed by EMSL Analytical, Inc. utilizing Method SW-846-3050B*/7000B. Specifically, lead paint samples were collected from any delaminated and/or peeling paint. The laboratory reported all delaminated and/or peeling painted surfaces contain lead. Due to the age of the building, condition of the paint and unknown painting history of the building, all delaminating paints are assumed to be lead containing. There is approximately 7,000 square feet of peeling and/or delaminated paint of varying colors throughout the building. Significant paint debris was noted throughout the building. Post-abatement, a proper waste characterization should be performed to determine if paint waste is hazardous.

Proper characterization would include either knowledge of the waste or analysis by Toxic Characteristic Leaching Procedure (TCLP). Lead Sampling Data Sheets and laboratory reports are attached. In addition to collecting samples of delaminated or peeling paint, Alliance utilized an Innov-X Systems X-ray fluorescence (XRF) spectrometer to analyze painted surfaces which were intact. The XRF identified the following surfaces containing lead-based paint:

- Plaster walls of varying colors behind drywall – approximately 25,000 square feet

- Yellow doors/frames – 3 units

- Yellow hallway panel paint – approximately 30 square feet

- Orange door/frames – 3 units

- Orange hallway panel paint – approximately 30 square feet

- Orange stairs – approximately 70 square feet

- Blue door/frames – 10 units

- White ceiling paint – approximately 500 square feet

- Blue stair railing paint – approximately 110 linear feet

- Black floor trim paint – approximately 150 square feet

- White attic windows – 14 units

- Green/off-white door/frames – 2 units

- Pink wood door/frame – 5 units

- Blue panel paint above windows – 20 square feet

- Pink metal door/frames – 13 units

- Blue cage paint – approximately 200 square feet

- Exterior white trim paint – approximately 600 square feet

- Exterior black stair railing paint – approximately 200 linear feet

PCB SAMPLING

The Environmental Protection Agency (EPA) regulations define Polychlorinated Biphenyl (PCBs) containing greater than 50 parts per million (ppm) of PCBs. Alliance collected one sample of exterior window caulking from the building. The laboratory reported that no PCBs were identified in the sample submitted for analysis. Laboratory reports are attached.

HAZARDOUS MATERIAL CATALOGING

Hazardous materials which may be impacted my renovation of Building 1 were cataloged. The approximate quantities of the hazardous materials are as follows:

Environmental Inspection Services Page 3

- Light Ballasts – 160 units

- Fluorescent Bulbs – 230 units

- Exit Signs – 20 units

- Electronic Waste – 23 units

- Door Closers – 23 units

- Switches which may contain mercury – 2 units

- Smoke detectors – 17 units

- Window air conditioning units – 17 units

FUNGAL AIR SAMPLES

Air samples were taken in order to provide information regarding airborne particulates at the time of sampling. This type of inspection required the use of an air sampling pump equipped with aerodynamically designed cassettes. The cassettes capture all airborne particulates, viable or non-viable, and allow for a rapid identification of fungal spores. The samples were collected from the basement, room 2, room 117, room 107, room 203, room 210 and one outdoors for comparison of indoor air. These samples were collected for five minutes at a flow rate of 15 liters per minute. A total volume of 75 liters of air was collected per sample. Laboratory reports are attached.

In general, the process for evaluating results is to compare indoor air samples with an outdoor air sample to determine ambient levels of fungi in the environment. If the total indoor spore count (in spores/m3) of fungi is less than the total ambient spores/m3 outdoors, the air quality is acceptable with regards to non-viable fungi. Also, if the types of fungi identified indoors are at lower levels than the concentrations outdoors, the air quality is acceptable with regards to non-viable and viable fungi.

The results of the airborne fungi sampling are tabulated below:

Sample # Location Total

Spores/m3 Fungi Exceeding Outdoor Levels

Fungi Not Found Outdoors

001 outside – east entrance 4,580 -- --

002 room 2 1,010 -- Alternaria (Ulocladium)

006 room 210 9,250 Aspergillus/Penicillium

Myxomycetes

Alternaria (Ulocladium) Ascospores Ganoderma Pithomyces

Stachybotrys/Memnoniella Stemphylium

High levels of Aspergillus/Penicillium spores were reported in the samples obtained from rooms 203 and 210. In addition, Stachybotrys was reported in both samples. Although there are no regulations regarding airborne mold spores, personnel working on the second floor should utilize appropriate personal protective equipment, which at a minimum, should consists of a properly

Environmental Inspection Services Page 4 fitted N95 respirator. If possible, removal of moldy building materials should be done in a manner which minimizes dust generation and utilizes HEPA filtered vacuums and air filtration devices.

SURFACE SAMPLES

One surface sample was collected from room 210. The surface sample was collected using TransPortertm sterile transport swabs. The TransPortertm swabs are moistened, disposable and sterile swabs which are gently wiped across the affected surface area. The particles which adhere to the swab are then evaluated for the presence of fungal spores, fruiting structures and other particulate matter. The laboratory reports the type of particles present on the swab based on visual identification as well as the relative particle frequency. The particle frequency is reported in four categories: rare (1 to 10), low (10-100), and high (greater than 100). The swab result is as follows:

Sample Number Location Fungal Identification Category

S-001 room 210 Alternaria (Ulocladium) Aspergillus/Penicillium hyphal fragment medium low medium

The presence of hyphal fragments indicates that fungus is actively growing. Alliance observed significant areas of fungal growth throughout the building. As Building 1 is unoccupied and scheduled for renovation, Alliance recommends all workers taking part in the construction process wear appropriate safety gear, removal of moldy building materials in a manner which minimized dust generation and use of air filtration devices equipped with high efficiency particulate air (HEPA) filters.

RADON

Continuous radon testing was conducted on the first floor of Building 1 from December 7,…
