About this file
This document is an Amendment to a Solicitation/Modification of Contract for a Job Order Contract (JOC) at the Cincinnati Veterans Affairs Medical Center (VAMC). The amendment, issued by the Department of Veterans Affairs Network Contracting Office, provides clarifications through a series of questions and answers related to the solicitation (36C25025R0068). Key clarifications include guidance on project management roles, with confirmation that the Project Manager may serve as Quality Control Manager and/or Safety Manager, but the Superintendent cannot simultaneously serve as Quality Control Manager or Safety Manager. The amendment also addresses tax exemption, noting that task orders for work at the Cincinnati VAMC location will be tax-exempt, while work at the Fort Thomas location may not be. The amendment does not change the proposal due date or time and serves primarily to provide additional context and answer contractor inquiries about the Job Order Contract's specific requirements and expectations.

Questions and Answers Question - Section F states in part: "Supervising construction projects similar to those required by this contract (i.e. more than 100 projects working simultaneously.") It is our understanding and practice that Superintendents are responsible for only one project at a time. We would have concerns with the Superintendent being responsible for more than one (1) project at a time, with the possible exceptions of certain specific situations, i.e. two smaller projects operating in nearby physical proximity. Is it the intent to have a Superintendent responsible for multiple projects at one time?
This section pertains to the Project Manager, not the Superintendent.
Question - Will this project be sales tax exempt?
Task Orders issued under the contract for work done at the Cincinnati VAMC location will be tax exempt. If orders are placed for work to be completed at the Fort Thomas location, those will not be exempt. These matters are dependent on state law(s). They cannot be guarantee under the contract throughout.
Question - Sections G & I reference dual roles which may be held by the Project Manager, allowing the Project Manager to hold multiple roles, either Project Manager and QCM roles or Project Manager and Safety Manager. It is our normal practice for the Project Manager also function as the QCM and the Superintendent to also function as the Safety Manager. Is this acceptable? If not, it would be necessary to account for an additional team member on each project which would increase the project costs.
The Project Manager may serve as the Quality Control Manager and/or the Safety Manager roles, although these indicate the individual must be present on project sites, if that is not possible, then yes, a separate individual should be staffed to cover these roles. The superintendent may not function as the QCM or Safety Manager as this has been an ineffective and detrimental practice.
