About this file
This is Amendment 0002 to Request for Lease Proposal (RLP) 36C25025R0002 issued by the VA Network Contracting Office 10 in Independence, OH. The amendment addresses submitted RFIs, amends Exhibit A-Section 4.05(J) to specify LEED requirements, and extends the proposal submission deadline to January 28, 2025 at 3:00pm ET.
Key clarifications include: confirmation that an emergency generator is required; LEED certification requirements (removing Green Globes and Living Building Challenge); requirement for unarmed security guard Monday-Friday 6:30AM-5:30PM; clarification that all Exhibit J security requirements apply regardless of FSL level designation; and parking lot specifications to accommodate 53' semi-trucks for off-street deliveries (though loading dock will only handle 30' box trucks). The VA also confirmed that a temporary parking area for semi-truck deliveries can occur within parking lot drive areas without requiring a dedicated spot. All other terms and conditions remain unchanged from the original RLP.

Amendment No. 0002 is hereby issued for (1) the purpose of responding to Requests for Information (RFIs) submitted by interested parties up through January 14, 2025; (2) issuing an amended Exhibit A-Section 4.05(J); and (3) extending the submission date until January 28, 2025 at 3:00pm ET.

RFI #4: Could VA please confirm that an Emergency Generator will be required, per Section 3.33D of the L100?
RFI #4 VA Response: Confirmed. See also Exhibit B -Section H.12.1 for additional generator requirement recitals.
RFI #5: In Section 4.05 of the L100, VA is calling for LEED, Green Globes and Living Building Challenge.
Could VA please clarify which green framework requirement will be the standard that the Lessor needs to follow?RFI #5 VA Response: Exhibit A - Section 4.05(J) has been amended to recite LEED requirements for this lease. Please also reference Exhibit A -Sections 3.48 and 3.49 for additional LEED requirements, originally issued under this RLP.
RFI #6: Could VA please confirm that an unarmed Security Guard will be required Monday through Friday from 6:30 AM to 5:30 PM, per Section G of Exhibit B (ASR)?
RFI #6 VA Response: Confirmed as recited under Exhibit B- Section G.6.
RFI #7: For Exhibit J (Security Requirements – Facility Security Level II), are items in the document that exceed standard FSL II requirements (i.e. Section 1.11: Vehicle Barriers) required, or not? Section 1.11 regarding Vehicle Barriers states that this is a Level III requirement, so we are not sure whether to include this in the scope or not (as well as other items mentioned as Level IIl or higher).
RFI #7 VA Response: VA has shifted to a Design Based Threat analysis under its FSL requirements. Please reference the "Design Based Threat" paragraph on Page 1 of Exhibit J. Offerors are requested to consider the full extent of all security requirements recited under Exhibit J, as applicable to this lease, regardless of the FSL level designation recited beside that requirement. The overall FSL level for the site, as determined by the VA with these security additions, remains at Level II.

RLP 36C25025R0002- Amendment No. 0002-Page 2 of 2
RFI #8: Per RLP 1.04.13, it states "The parking lot must be able to accommodate deliveries by semi-trucks with trailers." Please clarify the size of semi-truck with trailer that the site needs to accommodate.
RFI #8 VA Response: VA requests that the parking lot and site plan be designed to accommodate a 53 feet long, 8.5 feet wide, 13.5 feet high semi-truck for off-street deliveries, and which design provides for a temporary parking area to accommodate these off-street deliveries. The temporary parking area for off-street deliveries can occur within the parking lot drive areas; and does not require a dedicated semi-trailer parking spot. The VA loading dock shall accommodate a 30' box truck with a lift gate for deliveries. No 53' semi-trailer deliveries will be conducted at the VA loading dock.
RFI #9: Our design team would not typically include a generator with this size of building. The solicitation documents only state "IF a generator is provided, then…" Is a generator required per VA requirements? If required, please confirm what the generator needs to backup, life safety, etc.?
RFI #9 VA Response: Please reference Exhibit A- Section 3.33(D) and Exhibit B- Section H.12.1 for generator requirements under this lease.
