About this file
This is a Single Source Justification document for the Department of Veterans Affairs, specifically the Louis Stokes Cleveland VAMC (CLE VAMC) Network Contracting Office (NCO) 10, seeking to purchase a specialized electrometer from Standard Imaging. The procurement is a firm-fixed-price, brand-name purchase order for an electrometer with unique technical characteristics, including high sensitivity measurement capabilities (0.001 pA resolution), precise charge measurement, adjustable bias voltage, multiple collection modes, integrated chamber library software, and a five-year parts and labor warranty. The document details extensive market research that found no alternative vendors, with the OEM confirming no authorized distributors exist, thereby justifying a sole-source award under FAR 13.106-1. The procurement is under the Simplified Acquisition Threshold (SAT) of $250,000, with a required delivery date of 60 days after receipt of order, and the product is U.S. manufactured in Middleton, Wisconsin, ensuring compliance with the Buy American Act.
