The solicitation is a single award Blanket Purchase Agreement (BPA) set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB), covering lab and pharmacy courier services for the Veteran Healthcare System of Indiana. The contract will run for one base year and four option years from 12/15/2025 to 12/14/2026, using Simplified Acquisition Procedures under FAR Parts 12 and 13.

Key clarifications include: daily scheduled routes starting at Richard L. Roudebush VA Medical Center, acceptance of 2-3 hour pickup times for locations outside Marion County, no maximum mileage for STAT or unscheduled orders, VA providing coolers and logs, and potential delivery to varied locations including clinics, state health departments, hospitals, and patient homes. The current contract (36C25025P0402) is serviced by 10 drivers using primarily passenger cars, with the final option year costing $282,890.00.

1. STAT pickups stated they were required to be picked up within the hour. Does this include outside of Marion County?
The vast majority of stat pickups are initiated at the RLR VAMC.
2. For outside Marion County would a 2-hour pick-up time be considered?
Yes.
3. Unscheduled pickups were required to be picked up within 2 hours. For outside of Marion County would a 3-hour time slot be considered?
Yes.
4. The SOW references “unscheduled orders greater than 200 miles”. What is maximum mileage?
There is no maximum stated mileage.
a. If there is no mileage cap can we use a base for 200 miles, plus a mileage for 201 and greater?
No.
5. The SOW references "STAT orders greater than 50 miles”. What is maximum mileage?
The furthest that has been previously requested was a trip to the Fort Wayne VAMC. This is rare and not anticipated to have a large impact on the contract.
a. If there is no cap can we use a base for 50 miles, plus a mileage for 201 and greater?
No.
6. Can the government please elaborate on why the VA is requesting VINS and Employee information within 5 days of award? These employees may not be available if there is a multi-week lag between award and contract start.
This is assuming award is near contract start date. VA would approve the provision of these documents no less than 7 days prior to effective date of the contract.
a. Would the government consider providing a longer time period to provide the VIN and Employee information?
VA would approve the provision of these documents no less than 7 days prior to effective date of the contract.
7. In previous bids we have seen that these pickups actually needed to start at the Richard L. Roudebush VA Medical Center, is that still the case?
For the daily scheduled routes, yes, they will start at the RLR VA to pick up empty coolers/packages/supplies going to the clinics.
8. If not brand new, could you please provide the current / previous contract number?
Current 36C25025P0402
9. What was the cost of the final full option year of the previous contract?
282890.00
10. How many drivers/vehicles are currently used to service the current contract?
The current contractor utilizes 10 drivers/vehicles.
11. What is the vehicle size currently servicing this location?
Most couriers utilize passenger cars.
12. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?
There is not a stated maximum size/qty. The majority of the time, shipments will consist of the cooler tote(s) and small packages/mail. Occasionally a large box of supplies may need sent, but VA makes no maximum statements. All items should fit in a standard vehicle.
13. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs).
VA provides coolers, locks, and VA-required logs.
14. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?
This is listed as the estimated quantity in the solicitation.
15. Are the published pickup times for each location required to be followed exactly, or will the Government allow a pickup window of 45-60 minutes (provided that PM pickups are still completed prior to facility closing hours) to enable multi-site route pairings that could reduce costs?
Pickup window is 15 minutes. If stated pickup time is 1530, contractor has between 1530-1545 to complete the pickup. Multi-site route pairings are not permitted unless these parameters can be met.
16. Can you confirm if all packages picked up will be delivered to a single location? If so what is that the deliver to address?
No, they may be delivered to varied locations, including outlying clinics, state health dept., other hospitals, patient homes, etc.
17. Do you expect STAT or unscheduled runs on the weekends? Or will it be M-F only?
STAT trips occur as needed, 24/7/365
