Vendor Questions and Government Answers

1. VENDOR QUESTION: Just a brief question, Section C.0.1, under SCOPE, the document states:

“The Contractor shall provide one (1) Capillary/Gel system and operating software that performs protein electrophoresis studies on serum, urine. Contract shall include: one (1) automated agarose gel electrophoresis system and operating software…” Throughout Section “C”, it refers to “Capillary/Gel System.”

Capillary and Gel Electrophoresis systems are two different systems. Is the Solicitation asking for two separate responses (one for capillary and one for agarose gel) or a single response that includes both systems or just an automated gel system?

GOVERNMENT ANSWER: When the SOW states “Capillary/Gel System” it means one or the other. You can either quote a capillary system or a gel system.

2. VENDOR QUESTION: On page 1, Box 8 it states OFFER DUE DATE/LOCAL TIME is 05-16-2025 at 4:30pm EDT

However the post on the SAM website states CURRENT DATE OFFERS DUE: May 09,2025 at 4:30pm with a second posting as 36C25025Q0493_1 that states closing date is May 16, 2025

May we ask which is the correct due date for this offer?

GOVERNMENT ANSWER: The RFQ ends May 16, 2025 at 4:30 pm.

3. VENDOR QUESTION: Relevant sections for reference:

C.3.9 The Capillary/Gel system must process at least 80 samples per hour C.3.16 The automated multiparametric agarose gel electrophoresis system throughput should be at least 80 protein samples per hour and at least 15 Immunofixation samples per hour.

1. Can you please provide annual volumes for: Serum Protein Electrophoresis, Urine Protein Electrophoresis, Serum Immunofixation/Immunotyping, Urine Immunofixation/Immunotyping, and CSF Electrophoresis?

GOVERNMENT ANSWER:

· CSF Electrophoresis not performed in-house

· Workload from 5/1/24 to 4/30/25; Estimated volumes for Saginaw added as we are working to bring Saginaw’s workload in-house

· Serum Protein Electrophoresis = 2640

· Urine Protein Electrophoresis = 600

· Serum Immunofixation/Immunotyping = 350

· Urine Immunofixation/Immunotyping = 400

1. How many days per week are these instruments expected to be in operation?

GOVERNMENT ANSWER: Estimating 2 – 4 days per week

1. Must the 80/15 sample throughput (referenced in C.3.9 & C.3.16) be met for each instrument in the proposed solution? Can this requirement be satisfied by the Capillary/Gel and Automated gel electrophoresis systems cumulatively?

GOVERNMENT ANSWER: The goal is to perform all samples to be run within a 4-5 hour run time. This is to include electrophoresis and immunotyping/immunofixation testing.

4. VENDOR QUESTION:

C.6.1. Can the requirement of completing all implementation tasks within 2 weeks of installation be expanded to within 8 weeks of installation?

GOVERNMENT ANSWER: Yes, completion of all implementation tasks listed in C.6.1 including “Ability to provide on-site technical support to perform test/assay method validations, precision, method comparison with current analyzer, accuracy (recovery) and linearity (analytical measurement range) studies, carry over studies, calibration verification, establishment of standardized reference ranges, operator training, and all other tasks that are necessary for implementation of this agreement. Vendor shall perform all required statistical analyses and report data in an organized, clearly comprehensible format in a binder for on-site staff approval.” may be expanded to within 8 weeks of installation.

5. VENDOR QUESTION:

6. VENDOR QUESTION:

C.7.2. Can this statement of on-site warranty be defined as 12-months from installation date?

GOVERNMENT ANSWER: Preventative maintenance as required by the manufacturer and emergency repairs to include replacement parts, travel, and labor shall be covered for the entire contract period.

7. VENDOR QUESTION:

C.8.1 Can this statement of on-site warranty be defined as 12-months from installation date?

GOVERNMENT ANSWER: Preventative maintenance as required by the manufacturer and emergency repairs to include replacement parts, travel, and labor shall be covered from 8:00 am to 5:00 pm Monday through Friday for the entire contract period.

8. VENDOR QUESTION:

C.8.2 Can we change the response time to within 48 hours of initial notification to Technical Support instead of 24 hours?

GOVERNMENT ANSWER: Emergency repair service shall be performed within 24 hours excluding weekends and holidays (i.e. next business day).

GOVERNMENT ANSWER: Yes, the minimum FSE experience can be 6-months.

9. VENDOR QUESTION:

C.0.1 The scope mentions providing a high-definition color printer, and UPS – do we intend to provide these? If not, we should ask to remove them from the language. This is also mentioned in sections C.1.1, C.2.1, C.3.13, C.3.29, and C.20.10.

GOVERNMENT ANSWER: Vendor to provide color printer and UPS for use with the system

10. VENDOR QUESTION:

C.6.5, C.20.2, C.20.3 These sections mention covering software license fees and fees to add instruments to the interface - do they mean vendor software license fees (there are none) or are they are expecting us to pay for the DI license/connection cost?
