This document is an amendment to Solicitation 36C25024Q0302 for Fire Extinguisher Inspection and Maintenance services at the Indiana Healthcare System, Richard L. Roudebush VA Medical Center.

The key details are:

  • The purpose of this amendment is to provide questions and answers related to the initial solicitation.

The solicitation estimates approximately 621 fire extinguishers across multiple facilities.
  • The annual inspection is due in March-April 2025, and the 2024 inspections were already completed.
  • The government will provide the appropriate number of certified technicians to complete the inspections within the required timeframe.
  • Contractors should follow the estimated fire extinguisher counts provided in the solicitation, as the inventory list may not be current.
  • Contractors must provide proof of certification to conduct 6-year fire extinguisher inspections.

See the following pages for questions and answers.

Kristina L. Peart Contracting Officer Questions and Answers 1.Question: "The contractor shall have no less than two (2) days and no more than three (3) days to properly inspect fire extinguishers on/off site to ensure the completion of the inspection and maintenance."

0. Is this referring to a scenario where an extinguisher (or extinguishers) requires repair, and the contractor will have between 2 and 3 days to complete the repair?

Answer: The expectation is any repairs will be quick or minor, any major repairs will need replacement from the “Spares” until repair can be made and return.

2. Question: Regarding the pricing schedule:

· 0003: Is this line requesting 10 ABC extinguishers, or a specific type? If another type, which one specifically? Assume 1 of each from item 9 “Type” Table

· 0004: For the request related to inspection and hydrostatic testing, these typically have different pricing based on duration (6 years for inspection and 12 years for hydro). Can you clarify which service is being requested?

· This will need adjusted to match to most current inventory list.

Answer: FEs that require 6 year or hydro-test shall switch out the fire extinguisher with a newly serviced fire extinguisher of like type, size and weight of the previous fire extinguisher. The newly serviced fire extinguisher will have proof of the service that was performed by a self-destructive label affixed to the shell. It shall state when it was serviced by the month, year and the type of service. It will also be documented on the monthly tracking sheet which service this was for service performed.

3. Question: When is the annual inspection due?

Answer: March-April 2025

4. Question: Did 2024 service get completed?

Answer: Yes, through Oct 2024.

5. Question: Is the price requested for 6 year/hydrostatic testing for ABC's or is this price request the same for all extinguishers listed?

Answer: See answer to question 2

6. Question: Approximately how many extinguishers per facility?

Answer: See Inventory List with area locations

a. Approx 45 FE at Cold Springs Road Campus Building

b. Approx 39 FEs at the DOM

c. Approx 530 FEs at Main Facility Campus d.

7. Question: The time frame is tight to inspect all those units at these locations. What happens if we go over the allotted time frame?

Answer: Contractor shall provide the appropriate number of certified techs to complete the inspections within the timeframe. Currently this is being completed within 1 day for monthly.

8. Question: If deficiencies such as 6-year, 12-year hydro, maintenance, service are found. Can we provide a separate proposal to handle these deficiencies. We can provide pricing for 2024 for these services up front. These prices will increase 3-5% every year due to COL. Our process is to find deficiencies and then send over a proposal for completion. Is this sufficient?

Answer: No, see answer to question 2

9. Question: Discrepancies on counts on page 20, Item 9 1.Storage spares shows 50, list of inventory shows 47 spares

2. 2.5# ABC shows 2 and the inventory list shows

3. The inventory list not does not show the 6 L H20

4. 18 5# CO2's and the list shows 16.

Do we follow the inventory list or what's called out on page 20 item 9?

Answer: Follow the estimated count on pg 20 - that list is from Feb 2024. This is IDIQ and a reasonable estimate for accounting for Time and Materials.

10. Question: Under Qualifications of Key Personnel: What documentation will be needed for proof of ability to conduct 6- year inspections?

Answer: Certificate they are certified technician for fire extinguishers

11. Question: Is there any safety training that contractors have to attend prior to inspection or being on site?

Answer: No, some areas will require PPE or escort to enter select service areas

12. Question: The new units needed each year: Is that for all ABC extinguishers or is this for all extinguishers in inventory?

Answer: See answer to question 2
