Questions & Answers

1. RFI 6 answer RFI 35 answer and general note 3 on GC101 through GC 113 mention that “construction shutdown work” has to be completed between the hours of 6:00pm on Friday and 6:00pm on Sunday. Please define what work is considered “construction shutdown work” other than traffic coating.

Answer: Any type of work that requires complete closure of pedestrian or vehicle access routes or entrances/exits, and no alternative routes or entrances/exits are available.

2. RFI 23 answer states that contractor (KTR) will only be given one parking space for a dumpster. Due to the scope of work, the KTR will require a space for placement of a 20 yard dumpster minimum on a non-structural slab area for efficient removal of debris. Can a slab on grade location immediately adjacent to the parking garage work to be designated for dumpster placement?

Answer: The VA will provide space for a dumpster that fits in a single parking space in the F-lot or I-Lot. However, the VA could adjust for a short duration.

3. RFI 36 answer requires the KTR to included in their price relocation of any MEP in the way of work. Because pricing for this will not be possible to price for every location scenario prior to bid, can a MEP relocation allowance be established for this work?

Answer: An allowance cannot be established.

4. Due to the variable nature of the repair quantities in concrete restoration projects, typically a bid form with given quantities and unit prices for adjustments in the field is given to bid from. Can a bid form with the total assumed shown on the drawings be given along with unit prices for each repair so that the KTR and owner can both be covered for variations as they occur once the project commences.

Answer: A bid form cannot be provided.

5. The traffic coating spec requires electronic leak detection testing in paragraph 3.7,2. This is not a requirement from the manufacturer’s for traffic coating and is typically not performed for this material. Please confirm that EFVM testing on traffic coasting is required?

Answer: Yes, the electronic leak detection testing is a part of the Traffic Coatings Specification 07 18 00 and it is our intent that this testing is a requirement of the project.

6. Note 14 on GC001 requires traffic coating to be performed from 6:00 pm Friday to 6:00pm Sunday. With a three coat system, and with a single component material specified, this is not enough time for preparation, installation and cure of the system per the manufacturer’s requirements. Can these areas be made available for an additional 48 hours minimum? Also, can a substitution of a 2 component fast cure urethane traffic membrane product for faster turn around be provided?

Answer: In regards to the question- can these areas be made available for an additional 48 hours minimum, timing is crucial in work areas that require complete closure of pedestrian or vehicle access routes or entrances/exits, and no alternative routes or entrances/exits are available. If alternative routes or entrances/exits are available, time extensions could be acceptable. Note 14 also states that if more time is needed that will be discussed and approved by the VA. The contractor shall follow manufacture’s specifications regarding installation and curing time.

In reference to the 2nd question; can a substitution of a two component fast cure urethane traffic membrane product for faster turn around be provided? The basis of design traffic membrane material (or an approved equal) is provided per Detail 10/S-504, note that there are four coats including primer, base, intermediate and top. For any alternate, the Specification 07 18 00 Traffic Coatings requirements will need to be met, including material and performance characteristics of the product to be used. The product used for the multiple coats of the traffic coatings will need to be submitted for review and approval by the EOR.

7. Note 19 on GC001 states that no heavy equipment, only passenger vehicles can be used in the garage. Typically a small skid steer for debris removal and a small forklift for material handling can be used in parking garage work. Please clarify these are acceptable for use on this project.

Answer: Yes, a small skid steer or small forklift can be used for the parking garage work, taking into account height restrictions inside the garage and keeping weight at a minimum. Also note that there are walking pedestrians inside the garage and any small equipment would need flashing lights/backup warning alarm, etc.

8. Bid ALT 2 states, “The new coating of the liner planter and adjacent vertical walls at North and South, that includes removal of existing coating, preparation of surface and minor concrete repairs at surface area of 10% of total per mark E section 4/S-504 and replace with new waterproof coating. Duration for this bid ALT is 8 days.” Does this include re-caulking all the failed vertical caulk joints, the cove joints from concrete wall to sidewalk, and the horizonal limestone to concrete joints? It is not mentioned in the drawings.

Answer: Yes, the preparation of the surface would include re-caulking all the failed vertical caulk joints, the cove joints from concrete wall to sidewalk, and the horizonal limestone to concrete joints.

9. Please see detail for Expansion Joint Replacement and picture below. Should contractor account for any concrete repairs or block-out repairs for expansion joint replacement?

Answer: In regards to the contractor accounting for concrete repairs, there are no concrete repairs indicated on the plans at the expansion joint areas, however the contractor should expect shallow patch concrete repair following 2/S-504 for an approximate 5% of the length of replacement expansion joint. In reference to block out repairs, due to the unknown condition at the existing expansion joint, after removal of the existing expansion joint and cleaning and grinding of area with removal of existing anchors, it may be required to block out additional width or depth for the replacement expansion joint.

10. Topping Slab Repair – Detail 12/S-504 – No quantities are provided in any Structural Drawings. Can you please clarify that there are no topping slab repair quantities on project?

Answer: For Repair Quantity Schedule Mark D, Detail 12/S-504, Topping Slab Repair, there are no quantities on the plans. Any repairs at the top of slab are covered elsewhere such as with repair quantity schedule Mark R with reinforcement, etc.

11. Mark R on Structural Drawings – Misc. Concrete Mix @ 4000 PSI with reinforcement 60 KSI, #5 at 12” Center to Center Each Way – please provide repair detail and depth of repairs – contractor should assume for bidding purpose.

Answer: The Mark R which indicates Misc. Concrete Mix @ 4000 PSI with reinforcement 60 KSI, #5 at 12” Center to Center Each Way, this Mark R would be similar to 2/S-504 but would be for a large area. The depth would be an approximate 4" of depth of repair. Any existing reinforcement shall not be removed and shall be cleaned and coated with corrosion inhibiting coating, and supplemented/increased as required to a minimum of #5 bar at 12" center. Sawcut perimeter of repair area to a depth of 1/2" minimum, saw cuts shall be horizontal or vertical.

12. Specification Section 071900 Water Repellents is provided with documents, but no work is shown on drawings – can you please confirm there is no water repellents application on project?

Answer: Our intention is that concrete repair, block repair or brick repair - horizontal and vertical surface areas; shall receive penetrating water repellant treatment as indicated per Specification 07 19 00 Water Repellants; see 1.2 Summary, this is following Standard Best Practices.

13. Please provide details of existing Coating as shown S-201, S-202 and S-203 that needs to be removed? Is 100% removal of existing coating necessary prior to application of new concrete wall coatings?

Answer: There are no details or information of the existing coating product, it is suggested that the contractor review the existing coating onsite. In reference to the question - is 100% removal of the existing coating necessary prior to application of new; the Keyed Notes on S-201, S-202, S-203 state to remove the existing coat, that is our intent for the new coating work at the Linear Planters.

14. GC003 – Traffic Coating/Membrane Notes 2 – Existing Conditions: Areas of slab have been found to be filled with some type of resin.

a. Please provide what is the thickness of existing resin?

b. During membrane removal, existing resin might have to be removed, should KTR assume that entire SF area of membrane replacement will need surface leveling?

c. Can EOR provide more clarification on leveling the surface prior to new membrane replacement as that could significantly impact pricing on traffic membrane replacement if KTR has to level entire surface.

d. Can EOR allocate allowance or quantity for surface leveling if existing resin need to be removed to evaluate all KTRs equally as assumption of damaged resin filling and leveling the surface is unknown until existing membrane is removed.

Answer:

The information provided on GC003 Traffic Coating/Membrane Notes 2 is all the information that the EOR has on the resin at the existing slab.

a. This thickness is unknown, it is suggested that the contractor review the site to inspect existing conditions; a few spots with resin filling are visible.

b. The extent of the slab filled with resin is unknown, but it’s expected to be small. It is suggested that the contractor review the site to inspect existing conditions.

It is not expected that the entire area would need surface leveling. The intent of the G0003 Traffic Coating/Membrane Notes: 2 sentence - the entire surface shall be leveled before installing the membrane- is that the traffic surface shall be properly prepared to accept the replacement membrane material. Note that that the slab areas are sloped for water drainage and as part of the structures geometry. It is expected that there may be previously repaired areas not conforming with overall elevation intent which would be reviewed after existing membrane removal and leveled to confirm these areas follow the geometrical plane of the slab.

c. Contractor shall follow manufacturers instructions of surface preparation during application of the replacement membrane. For example (from the Sikalastic 710 base data sheet), all projections, rough spots, etc., should be dressed off to achieve a level surface prior to application. The intent of the G0003 Traffic Coating/Membrane Notes: 2 sentence - the entire surface shall be leveled before installing the membrane- is that the traffic surface shall be properly prepared to accept the replacement membrane material.

d. Allowances or quantities cannot be allocated.

15. Please define noisy work for project. As scope of work would involve demolition operation which is noise generating activity – when should contractor assume performing demolition activity as it is medical center – operated 24x7. Thus, what window should contractor assume for demolition? Or can contractor perform noisy work during regular work hours or night hours or on weekend?

Answer: This will depend on how disruptive the noise is and where the work is being completed. Construction activities should occur during (or closely around) normal business hours, defined as 7:00AM to 4:30PM Monday through Friday. However, for areas where noise can be disruptive for hospital normal operations and patient care, noisy work shall be completed between 4:30 pm and 7:00 pm on weekdays. Additionally, some demolition may need to be completed on weekends (i.e., demolition work that requires complete closure of pedestrian or vehicle access routes or entrances/exits, and no alternative routes or entrances/exits are available).

All work performed outside of regular business hours of operation shall be coordinated with and approved by the COR.

16. Please confirm if contractor would be able to work for project during winter season or contractor must demobilize from jobsite and remobilize once temperatures are favorable to work?

Answer: According to the Scope of Work (SOW), the contractor shall complete the requirements described in the SOW, the A/E drawings and A/E specifications within 540 calendar days after the notice to proceed. The means and methods of construction are the responsibility of the contractor. The concrete repair materials and other repair materials require specific temperatures for placement and curing; reference the Specifications and Manufacturers instructions and recommendations. During temperatures below the minimum, repair materials and repair areas would need to be heated by the contractor, this is a typical construction practice.

17. Please confirm if contractor should account for any winter heating cost in pricing if allowed to work during winter months?

Answer: This depends on the means and methods of construction selected by the contractor. The VA does not require the contractor to provide heating. If provided, it shall be covered by the contractor.

18. Repair Quantity Schedule – Mark A – Crack/Concrete Surface Repair – states quantities in Lineal Feet. But repair detail 1/S-504 shows concrete surface repair which should be measured in Square Feet. Can you please clarify how will contractor paid for that work item? What should contractor assume for bidding purposes of crack repairs and concrete surface repairs?

Answer:

From review of the drawings, Mark A with section 1/S-504 is indicated on the plans at area as A - Crack Injection, so all of Mark A is crack injection which shall be measured in lineal feet. There may be areas where cracks are congregated resulting in spalling and small patch repair may be needed per the center detail on 1/S504. It is expected that the contractor has reviewed the site, so the existing conditions are understood. It is expected that the contractor has experience with concrete crack injection repairs and has reviewed the site.

That being said, the actual crack depth for which the crack may be a diagonal line instead of vertical is unknown and should be estimated based on contractor experience for this type of structure. Also, concrete surface repairs at a portion of the crack injection locations should be included as there will be surface repairs required along the indicated lineal feet, this can be reviewed onsite.

19. Please confirm how should contractor handle MEP temporary relocation/shutdown during repairs? Can allowance be allocated for MEP relocation/shutdown that are affected to perform repairs so all contractors carry same pricing instead of making individual assumptions which can vary a lot?

Answer: It is expected that the contractor reviews the site and bases their estimate on the site review and their experience with structural repairs and associated MEP temporary relocation/shutdown during repairs.

Allowances cannot be allocated.

20. Specification Section 34 71 13 Passive Vehicle Barriers is provided but no work is shown on drawings. Can you please provide more details and quantity of the same for project?

Answer: The intent of the specification for Passive Vehicle barriers is that these barriers shall be used during construction for safety and protection of the public and contractors, and for protection of the existing structure during movement of equipment and materials onsite. Reference GC001 General Construction Phasing Plan Notes 4. (Provide, install and maintain protective measures, etc.), and GC003 General Notes 2 and 12. Reference the Phasing plans GC010 to GC113 for expected traffic flow and Phase areas. Quantity of vehicle barriers would be dependent on contractor means and methods, number of crews working, and phase areas fenced/closed off and traffic flow.

21. Drawing sheet GC-503 provides temporary shoring at concrete beam located at 9.D/9.24 to 9.25. Please confirm that is only location where beam shoring is required on project? Are any other concrete beam getting shoring, if yes please provide detail of concrete beam shoring like column shoring provided on GC502.

Answer: Yes, GC503 with temporary shoring at concrete beam located at 9.D/9.24 to 9.25 is the only location where a concrete beam is expected to be shored during repair, see S-112 Keyed Note 1.

22. Drawing Sheet GC501, GC502 and GC503 shows Hydraulic Schematic Detail for jacking. Please confirm is any jacking is required on project.

Answer: There is No jacking or lifting of any concrete section on this project, reference Temporary Shoring Procedures on GC501, GC502, and GC503. The intent of the hydraulic cylinders is to load the shoring materials only and ensure full contact at bottom and top and to ensure all timbers, plys, steel plates, steel posts etc. are fully compressed without gaps.

23. There are six alternates on project – each alternate is reducing scope of work respectively, but also there is duration stated for each alternate. Please confirm what does duration provided on alternates mean? Should contractor assume deduct of days from base schedule or increase of duration from base schedule?

Answer: In reference to the question, what does duration provided on alternates mean? The duration is an estimate and can vary based on final quantities, areas open for work, labor teams available, etc. The base bid duration includes the work for the alternates. In reference to the question, can the contractor assume deduct of days from base bid, yes the contractor can assume a deduction from the total duration.

24. Repair Note P on S-108 and S-114 calls for Brick Repair/Replacement of 300 SF and 490 SF respectively. Repair note P cites 5 different repair details which include two distinct repair procedures, Brick Replacement and Repointing of mortar joints. Please indicate separately the desired quantity of individual Brick Replacement as well as the desired SF quantity of mortar joint repointing.

Answer: Our intent is that the contractor review the two locations of work and base their estimate on the site review and their experience of brick repair work. The details are meant to provide direction for the brick repair work with options of repair to bring the brick repair/replacement areas to a new condition while matching the surrounding existing brick areas.

25. The steel lintel above the drive lanes is rusted and deteriorated. Are any repairs on the steel lintel desired?

Answer: This steel lintel is indicated on S-114, Keyed Note 1 which states to clean corrosion and coat with cold galvanizing.
