About this file

This document is a justification for a sole source acquisition by the Department of Veterans Affairs for a rekey project at the VA Northern Indiana Health Care System campus in Fort Wayne, Indiana. The project requires installation of new patented Cormax cores and keys from Best Access Solutions, which are compatible with the VA's existing keying and access control equipment. Only Cormax series keys and cores manufactured by dormakaba USA will satisfy the needs of the medical center, as the maintenance staff is familiar with the Best keying system and changing to a new manufacturer could compromise response times for repairs. The estimated cost will be determined to be fair and reasonable through price analysis. Market research was conducted and will be included in the project file. The contracting officer and assistant chief of engineering have certified that this proposed sole source acquisition is necessary to address safety and security needs at the facility.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This contruction project will be solicited as an IFB – SDVOSB set aside. We will be looking for those companies that can provide this keying system – as this is the standard for this VA Medical Center.

Maintenance, while secondary to the issues of patient and staff safety, is another important factor to consider. Engineering is charged with maintaining these units. A malfunctioning unit needs to be placed back into service as quickly as possible. Attempting to introduce a different manufacturer with different operational and functional requirements would no doubt compromise the ability of maintenance staff to respond to their tasks efficiently.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any

Barriers to Competition before Making subsequent acquisitions for the supplies or services required: If the Medical Center changes its keying/locking system in the future, then the requirement for these specific locks and such will not be restricted.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
