1. Regarding the Wage Determinations – we do not see the labor code classification for this project listed in the documents which we have been provided. There seems to be an error on the Wage Determination website (Listed at $233.38 for Fringes) please clarify. We assume this to mean $54.08/hour

0. Davis Bacon wages are required.

1. How much time should be allowed for Privacy Training?

1. Privacy Awareness is .25 HR & HIPAA: Privacy Rules is .25 HR

1. Please change all references of Cincinnati VA to Ft Wayne

2. All work will take place in Ft Wayne, IN

1. With Cormax core delivery can only be provided directly to the VA. Locked storage space for cores must be provided by the VA. Please confirm that there is a location for 2,000 cores available that installers may have separate access for?

3. The VA can provide storage for 2,000 Cormax cores.

1. What is the existing hardware on the campus? Is the existing system 6-pin or 7-pin? Will new housings be required?

4. Current cores are Best 7 pin. Housings are not required

1. There is a deductive number requested for Ft Wayne Vet Center, Ft Wayne but the quantities and delivery dates grid doesn’t make sense for this deduction. Please explain.

5. Cores at main campus: 715 Cores at Annex: 145 Cores at Vet Center: 10

1. As all ancillary locks need to be included, who will be the responsible party at the VA for escorting the field survey person to all spaces where ancillary locks might be located?

6. The Engineering Department

1. Who at the VA will be responsible for coordinating all 65 departments for keying information and field survey/installation scheduling? ONE VA representative (with one back up ) must the owner of the installation coordination across departments.

7. The Engineering Department

1. Who will be the responsible party at the VA for uploading all Keystone Web data to the existing database? Dormakaba will not be responsible for upload of data to VA databases.

8. The Engineering Department

1. Who will be the responsible party at the VA for distributing all keys? Dormakaba will not be responsible for distribution of keys.

9. The Engineering Department

1. Who will be responsible for coordinating an escort for installation work daily?

10. The Engineering Department

1. Who will be responsible for coordination installation schedule with department heads in departments where installation will take place?

11. The Engineering Department

1. The bid document calls out a phased installation plan but does not indicate how many phases? Is this one installation engagement for each department?

12. Phasing will be determined by the engineering department and the general contractor.

1. Document indicates coordination with facility rep, department super and key coordinator to facilitate the key schedule. VA must own coordination of these people with dormakaba representatives to execute the key schedule.

13. Engineering will work in conjunction with the general contractor.

1. Point of clarification: Someone at the VA must own the keying schedule for all departments and all ultimate decisions about how keying is determined. That person must be present for all keying meetings. Without this included in the document; we cannot promise a well-executed project.

14. Appropriate engineering personal will be in attendance.

1. Document lists progress reports. What is the expected level of detail in progress reports. For example, “3rd floor north wing completed” would be acceptable? Keep in mind, this is not final sign off.

15. Once the schedule and phasing is developed this type of progress report is acceptable. I am requesting a schedule of the dates that each area/section will be completed. I request a daily status report, stating what was or was not completed and are we ahead or behind schedule.

1. Define permanent for the request of the locksmith - duration of the project or thereafter?

16. The GC shall provide one locksmith for the duration of the project.

1. Regarding on-site locksmithing work: cores and keys may be provided on site (cut or re-pinned with VA unpinned cores, pin segments, springs and caps, blank keys and keying machine). Please confirm this is acceptable. Change orders for this work must be submitted by 2pm the previous day.

17. GC will provide all cores, so no work orders should be required. VA equipment may be used for minor changes. No changes orders should be required once the walk thru and schedule are completed.

1. Please clarify that “unexpected changes” will not exceed 15% of the total contract at which point a change order may be issued.

18. Any change in dollars or time the contracting officer will be included in the decision.

1. Please clarify that locksmith will not be held responsible for any accidents that happen while using VA machinery or keying stock.

19. This is acceptable as long as they are supervised by VA staff.

1. Manufacturer contractor request for same day response and service is unclear – please provide what duration this would be needed for (Install period?) and what service would be required? Warranty issues would be included in install price.

20. Disregard response time. Standard warranty of one year labor and material is expected.

1. Is shipment of security keys via FedEx acceptable? If not, we will require VA UPS number.

21. Yes

1. Please clarify who at the VA is responsible for guiding the field survey order? Installation will take place in the same order as the field survey is conducted. This cannot be changed once field survey is executed.

22. Engineering personal. This should help develop the schedule and phasing. The VA has completed the field survey.

1. Timeline of 120 days is unclear based on the phasing requested. Completion on timeline is requisite of VA contact being clear in communication of installation with department heads and access to doors by those department heads. Install team will endeavor to install as quickly as possible. But no timeline can be established without more detail.

23. Installation should not exceed 120 calendar days once the notice to proceed is signed.

1. Please clarify the point as which we would deem night work required and how we would make the decision to move to those hours. If required is vague and much of this installation will be dependent upon a team effort.

24. No night work is required. Certain areas may need to be worked on before 8am or after 4pm

1. Documents indicate that COR is responsible for inspection of the work. Will this be included in the 120-day timeline expectation?

25. Yes

1. Section B.3 for the installation number includes a very limited amount of information for the scope of work. Clear scopes will help all parties establish expectations. Is the VA open to additional scope clarifications here?

26. Yes

1. Is the location of all control keys for all 65 departments known? Pricing does not include the drilling of cores and would be affected if core drilling will be common.

27. Drilling will not be required. The VA has all core keys.
