Question: In terms of Section 001AB – maintaining of continuous monitoring systems – Does this include the current online chlorine monitoring system as seen on the walk-thru?

Answer: No.

Question: We are required to maintain automated feed systems for the boiler and cooling water. Will replacement equipment when needed be purchased separately from this contract?

Answer: Yes.

Question: Are the current Boiler Chemistry Storage Tanks remaining property of the VA? Noticed a couple of them are old Nalco Port-a-Feed Tanks that the current vendor, DuBois not Nalco, is utilizing?

Answer: Yes, they will remain, they belong to the VA.

Question: When is the last time the RO's were serviced and do you know by whom? How old are the RO units and how old are the current membranes? (both for Pump House and Main Boiler Room).

Answer: March 2023. Prefilter was changed, but membranes were not changed.

Question: When was the boiler, deaerator, and condensate storage tank last inspected?

Answer: Yearly. They are inspected under a different contract.

Question: Were any significant issues noted during that inspection such as scaling or corrosion issues?

Answer: No.

Question: Will a copy of the reports on these inspections be provided to the vendor prior to the execution of an award in order to establish the systems are in good condition prior to starting the new contract?

Answer: Yes (attached). The DA Magnetic Particle Testing is in contracting or soon be entered for solicitation. Usually, we ask for the Chemical vendor to be present during inspections.

Question: Can we deliver salt for The Pump House to the Main Boiler Room for Storage between visits? Approximately how many bags of salt are currently being used on an annual basis for The Pump House?

Answer: Delivery will be to the Pump House. Not sure on usage. We estimate 20 40 lb. bags a month.

Question: Legionella Testing for the cooling tower was discussed at yesterday’s visit but it is not in the solicitation SOW. Do you wish to include?

Answer: Include as a separate line item which might be deducted: This is for the HVAC cooling tower at Building 22. Legionella testing will be performed quarterly following VHA Directive 1061 (attached to original RFQ issued).

Question: When was the cooling tower last cleaned? Is chemical disinfection required along with the mechanical cleaning of the tower?

Answer: It is cleaned once a year. Usually in September/October before we shut it down for winter. Yes, chemical disinfection with mechanical cleaning (Present as a separate line item).

Question: Is this a new contract with all of these services or an old contract with added services?

Answer: The contract being solicited is similar to previous years.

Question: If it was a previous contract, what was the award amount and for how long?

Answer: The previous contract was for a Base plus four one year options, The aggregate award amount was $413,144.48.

Question: We also noticed in the SOW that the chemical phosphate is being used which does not make sense with the boiler utilizing RO water. Can you confirm with the facility and include in our questions please?

Answer: This can be discussed further. Below is a report for Boiler #2 and products used. I do not think there is Phosphate being used. I would like the contractors to present their best chemical boiler treatment program.

Question: We also noticed in the SOW that the chemical phosphate is being used which does not make sense with the boiler utilizing RO water.

Answer: Don’t quote the phosphate.
