Install Diesel Fuel Dispenser/Interstitial Sensor Risers 610A-23-503 RFI Questions and Answers (in red)
1. It is listed in the solicitation on page 6 under Regulations & Requirements Note 3 "Contractor shall provide an estimate in RS Means format to the COR before start of work". Are we to quote this project utilizing the RS Means (the JOC contract) or is this in reference to a Schedule of Values? Please clarify
They need to provide a quote per the solicitation. A Schedule of Values will be required, prior to starting the project, from the contractor who is awarded the contract.
2. The scope is confusing my subcontractors, since the spec for UST removal is included, Do the tanks actually get removed, or just down to the top to replace the risers?
The tanks themselves are not getting removed. Numbers 1-51 in the SOW under “specifics,” lays out the work needing to be done.
3. If requested/coordinated properly, can the contractor work outside the stated hours or on weekends?
Any work being done outside of the stated hours needs to be coordinated with the COR at least two weeks prior to the requested day/time.
4. What are the model and serial number of the current gasoline fuel dispenser?
Brand: Wayne Model #: /G6201D/2GJK/AW1 Serial #: 445760 K13
5. During the site visit, there was information given out about the interstitial on the unleaded tank coming off the SOW.
Is it possible to have the different requirements listed by what is needed for each specific tank when the SOW is updated?
The SOW has broken down already into what needs to be done for each tank. The only thing that has changed is the interstitial on the gas tank has been changed out already. This includes (1) interstitial riser sensor and (1) 18” manway, as discussed at the site-walk. Please remove the interstitial for the gas tank from your bid.
6. If the different piping lines or conduit lines test good, does the government still want them to be replaced?
The government wants to cover the worst-case scenario and cover fixing all of the conduit and pipelines. Plan on replacing all lines regardless of their condition. The COR will make a determination prior to supplies being ordered.
7. Can we have a full alarm report from the TS-550 printed and shared?
Yes, Attachment TS-550 is a 30-day history report.
8. How thick is the concrete above and around each of the tanks on that pad?
Approximately 12” to 18” is a rough estimate.
9. Where the transition sump piping comes into the building, does the pipe transition from plastic to steel or just through the bulkhead?
As far as we can tell it is all steel, no plastic.
10. What specifically does the government want the environmental company on site for?
During market research, we found that companies offer this and decided it sounded beneficial to have on-site.
11. The solicitation states "Wayne Select Dispensers". Is there a specific model the government wants?
No.
12. If not a specific model, do you have certain specifications that the dispenser needs to meet?
No, just needs to be a dual dispenser for gas and diesel.
13. Will free parking be available for subcontractors throughout the project duration?
Yes, there will be. Contractors shall park up on the hill, Lot F. COR will specify when the job starts. Contractors shall not park in the employee/patient lots.
14. Can the General Contractor’s Site Superintendent also serve as Safety and Health Manager and CQC System Manager, concurrently? If so, please confirm which combination is acceptable.
I would say yes for superintendent and safety. I think the CQC should be a separate individual who can provide fresh eyes on the project.
15. Can the proposal be emailed only? If not, what other submission types are required?
As stated in the solicitation, please send your quote to the Contract Specialist, Elizabeth Finley, at Elizabeth.Finley1@va.gov.
16. Is Submittal Register a requirement for this project? Is there a software or submittal system required for this project?
I have never heard of any special submittal register requirement. All invoices will have to be submitted in Tungsten for payment. The contractor will need to supply a database/system (eg. Multivista, Procore, Viewpoint, …) for submitting RFIs & submittals.
17. Can an in-house representative of the general contractor be responsible for creating the project schedule? If not, what is the requirement?
Yes, the General Contractor will be responsible for creating the project schedule and maintaining the project schedule till completion of the job.
