AMENDMENT TO REQUEST FOR LEASE PROPOSAL (RLP)

RLP No. 36C25022R0049 Amendment No. 0004

FACTOR 1: TECHNICAL QUALITY - SUBFACTOR A: BUILDING, ARCHITECTURAL AND DESIGN CONCEPT AND SITE DEVELOPMENT - EVALUATION

The exterior design shall be subject to technical and aesthetic review and approval of the Leasing Contracting Officer. The offeror must address space layout and flexibility, this considers, the interior functional and special relationships shown in the test-fit-layout and compliance with the VA’s requirements. Consideration will be given to whether or not the offered space is an existing building, new construction not specifically built for VA’s needs or multi-tenant building. The building can be new construction or existing permanent materials and shall be compatible with its surroundings. Acceptable facades include stone, brick, or aluminum curtain wall systems, architectural metal panel systems, or other permanent materials as indicated on contract documents. The factor considers the interior functional and spatial relationships shown in the VA-approved DIDs. The space offered shall be of shape and dimensions that will accommodate the space program and interior functional requirements of VA CC-HBPC. Consideration will be given to the building’s efficiency, functionality, and the way natural daylight is accessed within the building design (e.g., number of windows and skylights as well as their location).

Consideration will be given to the number and size of floors, column placement, shape of footprint and circulation systems.

Consideration will be given to the age of the building, building or space systems, and modernization or upgrades recently made to the building or space. The Leasing Contracting Officer will reject buildings that are unsuitable in configuration for VA clinic space. Overall, the building must project a professional and aesthetically pleasing appearance. This factor also considers the Offeror’s development of the site to accommodate VA’s conceptual building footprint; VA will evaluate the quality of the site based on how the Offeror’s development of the site accommodates the ingresses and egresses to and from the main and staff entrances; and delivery area and service entrances; accessible parking lots and walkways; traffic patterns to maximize the flow of vehicles to and from the main thoroughfare; and how the landscaping design fits the surrounding areas, adheres to local landscaping codes, and provides a pleasing atmosphere. Stormwater management best practices are addressed and compliant with local code and any covenants or use restrictions on the site. Aesthetics such as screening of trash areas and storage areas, as well as exterior lighting, will be evaluated. Any enhancements offered are functionally useful to staff and/or visitors.

The Offeror’s response shall:

• Provide sufficient evidence that Section 1.04 requirements, all minimum requirements, and all other minimum site requirements within the RLP are met;

• Provide detailed narratives and clear, detailed drawings/renderings illustrating the proposed building/design/architectural concept, with specific emphasis on shell-related considerations;

FACTOR 1 is NOW amended and Now shall read:
