Questions and Answer for NIHCS General Waste and Recycling Page 11 of 141 – The paragraph’s titled Compactor and Container Cleaning Requirements both state “The contractor shall notify the Environmental Management office upon arrival for compactor exchange and shall allow approximately 15 minutes for a VA employee to wash down the area under the compactor.”

Question 1 – This paragraph infers, by its use of the work “exchange” that the contractor is required to supply 2 self-contained compactors for this building to arrange for an on-site and immediate exchange each time this container is serviced. Is it a requirement of the contractor to provide 2 self-contained compactors for this purpose, or will the contractor be allowed to supply one compactor with this cleaning occurring while it is in transit to the disposal facility?

This needs to be a 1 for 1 exchange so the facility does not go without having a dumpster for any duration of time.

Page 11 of 141 – The paragraph titled Compactor Specifications does not provide sufficient information to provide a proper quote for the equipment. (Marion Trash Compactor) Question 2 – Since there was no site visit allowed, is this compactor located at ground level or is it placed against a dock?

Placed against a loading dock.

Question 3 – Since there was no site visit allowed, is it fed from the ground, from a dock, or both?

Fed from the dock.

Question 4 – Since there was no site visit allowed, what are the specifications for the hopper attached to this compactor? Does it include any additional safety bars/rails? If so, what is the exact design and measurements?

There needs to be a hopper attached to the dumpsters with a safety gate. Unable to provide exact design or measurements as this could change depending on what the contractor will provide.

Question 5 – Since there was no site visit allowed, does the hopper include a metal (or other material) shroud, cover, or chute system to protect from the elements and/or assist with loading from inside a building?

The compactor has a “hopper/shroud” that protects against the element. The compactor is completely enclosed when the bay door is open.

Question 6 – Since there was no site visit allowed, if this compactor does include a metal (or other material) shroud, cover, or chute is that owned by the VA or the current equipment provider?

It will be the responsibility of the contractor to provide the cover.

Question 7 – Since there was no site visit allowed, if the shroud, cover, or chute is not owned by the VA, what are the specific design specifications and measurements?

The measurement can change based off what the contractor states they can provide.

Question 8 – Since there was no site visit allowed, are there any building, parking, or other structures that need to be considered while the driver is providing safe service of this compactor?

It is located at a loading dock. While making the exchange they cannot block other loading docks.

Question 9 – What are the historical weights (tons), by month, for this compactor for the last 12 months of reporting provided to the VA from the current contractor? If the Government intends on fair competition for this requirement this information must be provided. This information is available to the incumbent and must be provided to all bidders, so they can accurately reflect their costs used for pricing.

See table below for the weights.

Page 14 of 141 – section a. Building #174 dock. (Marion Recycle Compactor) Question 10 – Since there was no site visit allowed, is this compactor located at ground level or is it placed against a dock?

Placed against a loading dock.

Question 11 – Since there was no site visit allowed, is it fed from the ground, from a dock, or both?

Fed from the dock.

Question 12 – Since there was no site visit allowed, what are the specifications for the hopper attached to this compactor? Does it include any additional safety bars/rails? If so, what is the exact design and measurements?

There needs to be a hopper attached to the dumpsters with a safety gate. Unable to provide exact design or measurements as this could change depending on what the contractor will provide.

Question 13 – Since there was no site visit allowed, does the hopper include a metal (or other material) shroud, cover, or chute system to protect from the elements and/or assist with loading from inside a building?

The compactor has a “hopper/shroud” that protects against the element. The compactor is completely enclosed when the bay door is open.

Question 14 – Since there was no site visit allowed, if this compactor does include a metal (or other material) shroud, cover, or chute is that owned by the VA or the current equipment provider?

The compactor has a “hopper/shroud” that protects against the element. The compactor is completely enclosed when the bay door is open.

Question 15 – Since there was no site visit allowed, if the shroud, cover, or chute is not owned by the VA, what are the specific design specifications and measurements?

It will be the responsibility of the contractor to provide the cover.

Question 16 – Since there was no site visit allowed, are there any building, parking, or other structures that need to be considered while the driver is providing safe service of this compactor?

It is located at a loading dock. While making the exchange they cannot block other loading docks.

Question 17 – What are the historical weights (tons), by month, for this compactor for the last 12 months of reporting provided to the VA from the current contractor? If the Government intends on fair competition for this requirement this information must be provided. This information is available to the incumbent and must be provided to all bidders, so they can accurately reflect their costs used for pricing.

See table below for the weights.

Question 18 – Batteries are listed in the list of “all recycled material as specified above” and are not safe to dispose of in a compactor co-mingled with other recyclable items. Will the Government adjust this requirement to not include batteries as a recyclable item as this requirement is typically included in a Universal Waste Contract and not a Solid Waste and Recycling Contract.

All batteries are recycled at the facility, none of them go in waste. This requirement will not change. We are looking for options from contractors on how they can meet these requirements to ensure a green environment.

Question 19 – Since there was no site visit allowed, does this compactor have the exact same “Compactor Specifications” as the compactor listed on page 11 of 141?

208-volt, 30-amp, 3-phase power with switch 10 from compactor location?

Yes Question 20 – Since there was no site visit allowed, if these specifications are different, please provide those exact specifications for this compactor.
