DESCRIPTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.

This is a request for quote (RFQ), and the solicitation number is 36C25022Q0812. The Government anticipates awarding a firm-fixed price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2022-06, effective 05/26/2022. The associated NAICS Code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing.

The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes from all sources to supply the Cleveland VA Medical Center a Cardiology Simulator for the Simulation Center. This request is for the Heart Works Body Works Simulator; Brand Name or Equal. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below.

Quotes are to be provided to Gina P. Crank, Contracting Officer, via email at gina.crank@va.gov, no later than July 14, 2022, by 5:00 PM EST. No telephone calls will be accepted. No submission received after the above-mentioned date and time will be accepted.

2. Contract Title.

Simulation Center Cardiology Simulator

3. Background.

The Cleveland VACM is requesting to purchase of a Cardiology Simulator for the Simulation Center. The Heart Works/Body Works simulator will be used by clinicians (Physicians, Cardiologists, Surgeons, Anesthesiologists, attending Physicians), Women’s Health and other disciplines to practice and improve skills in TTE (Transthoracic Echocardiograms, TEE (Transesophageal Echocardiograms), and POCUS (Point of Care Ultrasound). It will assist the clinician in keeping their skills current so that they can maintain their POCUS certification. The simulator will allow users to acquire a detailed knowledge of the heart anatomy and cardiac structures through realistic and fully interactive models of the heart and other organs. A simulator, such as this cardiology simulator, will allow clinicians to practice their skills and make mistakes, in a learning environment, that they can learn from all before performing the skills on a live patient.

4. Scope.

The Cleveland VAMC is requesting to purchase a portable Cardiology Simulator that contains a desktop PC, two screens, Female Torso/manikin, TTE Probe, TA Probe, TEE Probe, an instructor control tablet. The system will contain POCUS active scenarios, TEE and TTE Modules, Pathologic variations, patient cases protocols (FAST, eFAST, and ELS), Aorta and Cardiac modules, IVC Evaluations, Renal & GU modules, OBGYN modules, Hepato-biliary modules, Chest & lung modules (Including COVID-19 Lung Modules), Trauma modules, Augmented Reality 3D hearts in all pathologic conditions (2D and 3D), full continuous wave doppler in all pathologies, full color flow doppler in all pathologies, 3D/4D Echo Modules. The vendor will provide access to one course for up to 30 users, on-site training for users, installation services.

5. Specific Tasks.

The vendor will provide a one (1) cardiology with accessories (hardware & software), portable cart, licensing, and training.

a. Specifications

· system will contain every cardiac structure of the human heart for both 3D and 2D echo

· every structure of heart will be labelled when selected, informational text on structure, including an imaging plane to locate the exact structure

· relevant TEE or TTE view

· over 120 pathologic and anatomic variations of the chest, cardiac, abdomen, and female pelvis

· interactive tablet with over 10,000 pathologic combinations

· real 3D ultrasound volumes and allow for continuous scanning from clavicle to pelvis with seamless transition of cardiac and abdominal probes.

7. Security Requirements The C&A requirements do not apply, and a Security Accreditation Package is not required. The equipment and associated monitors/tablets are not connected to the VA Internet/Intranet and are not VA interfaced. The laptops do not store sensitive information.

8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).

No government furnished equipment will be used for this contract.

9. Other Pertinent Information or Special Considerations.

At this time no additional considerations exist.

The awarded vendor will have no access to any sensitive information.

e. Inspection and Acceptance Criteria.

Simulation Center staff will periodically inspect the simulator to make sure it meets industry standards and VA regulations.

The Northeast Ohio VA Healthcare System’s Simulation Center is the location for installation of the cardiology simulator. (Louis Stokes Cleveland VA Medical Center)

The performance period begins with the contract award.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

The award will be made to the response most advantageous to the Government.

Responses should contain your best terms and conditions.

To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoters shall list exception(s) and rationale for the exception(s), if any.
