Responses are due by 13:00 (EST September 03, 2021) COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-87, dated March 07, 2016.

Solicitation 36C25021Q1114 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. This procurement will be issued as open market, set-aside Service-Disabled Veteran Owned Small Business/Veteran Own Small Business (SDVOSB/VOSB) but does not exclude other vendors, NAICS Code is 336120, Heavy Duty Truck or Equipment Manufacturing. The Government is seeking a vendor who can provide a brand name or equal Snow Removal Machine (Bombardier SW50 Basic Machine) with Accessories for the Chillicothe VA Medical Center (see enclosed price/cost schedule).

Place of Performance: Department of Veterans Affairs, Chillicothe VA Medical Center, 17273 State Route 104, Chillicothe, Ohio 45601.

Provisions 52.212-1, Instructions to Offerors – Commercial and 52.212-2, Evaluation – Commercial Items are applicable to this acquisition. This procurement is being conducted pursuant to FAR Part 13 procedures. In accordance with provision 52.212-2, the Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose price is found to be reasonable, and whose proposal does not take exception with any of the requirements for this procurement specified in the solicitation.

Submitting Quote: Offeror(s) shall submit their quote on company letterhead and shall include the name, address, telephone number of the offeror, firm’s DUNS#, and total price. Offerors shall have completed FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items in Systems for Award Management SAM at www.sam.gov as required by FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items.

If you are interested and can provide the sought-out supplies/services, please provide the requested information indicated below. Response to this notice should include company name, address, point of contact, DUNS number, and size of business pursuant to the following questions:

1. Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)

2. Is your company considered small under the NAICS code identified under this RFI? If not, is your company considered small under a related NAICS code?

3. Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items?

4. If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available).

5. If you’re a small business and you are an authorized distributor/reseller for the items identified above (or an equivalent solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified?

6. Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number.

7. If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions you are providing information for available on your schedule/contract?

8. Please provide general pricing of your products/solution for market research purposes.

9. Please submit your capabilities in regard to the salient characteristics being provided and any information pertaining to “brand name or equal to” items to establish capabilities for planning purposes.

No re-manufactures or gray market items will be acceptable. Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller verified by an authorization letter or other documents from the OEM.
