Repair Exterior Walls Replace Windows Project 539-20-103
04/14/21 - ADDENDUM #8
RFI’s and Responses
1. Q?: Can the site superintendent, site safety and health officer and site quality control manager functions all be performed by the same individual?
A: Yes.
2. Q?: Are there limits to work hours due to noise?
A: Reference Spec 015719; 1.5, F: Protection of Environmental Controls – Reduction of Noise.
Also reference Sheet AS101, General Phasing Note H.
3. Q?: Please confirm limits to hours / durations for interior work.
A: VA normal business hours are from 7:00am – 4:30pm. Non-peak operating hours are from
11:00am – 4:00pm. See response to RFI #2 above regarding noisy operations.
4. Q?: Are permits required for this project?
A: Building permits are not required under any local jurisdictions. Permits types are identified under several spec sections including the following:
• 013526 – Safety Requirements o Infection Control o Hot work (Hot work permits are required when doing any work that involves burning, welding, cutting, brazing, soldering, grinding, using fire-or spark-producing tools, or other work that produces a source of ignition.)
• 015719 – Temporary Environmental Controls o Environmental controls
• 024100 – Demolition o Debris disposal
• 028211 – Asbestos Abatement o Asbestos Abatement
• 028333.13 – Lead-based Paint Removal & Disposal o Hazardous waste
5. Q?: Please consider an extension to the bid due date to allow contractors adequate time to incorporate RFI responses into their pricing.
A: Per Amendment #0007, the bid date has been revised to 4/28/21.
6. Q?: During window installation, how many people/end users can be displaced at one time?
A: Rooms occupied by end users must be started and completed on the same day. Per Phasing
Note C, Sheet AS101, no more than 2 “Groups” shall be under construction in the same
Construction Phase. The VA will vacate rooms to meet the Contractor’s approved construction schedule. The Contractor will develop and submit a construction schedule to VA COR for review and approval prior to construction commencement.
7. Q?: What ICRA level is this project?
A: Reference Spec 013526; 1.12: Infection Control. This is a class II ICRA with level 1 interim life safety measures.
8. Q?: Please provide anticipated window installation schedule, how many windows are anticipated by the VA to be installed at once?
A: The maximum number of windows to be replaced simultaneous will primarily be limited by the constraints identified in the General Phasing Notes on Sheet AS101 as well as the overall project construction duration identified in Spec Section 010000; 1.3. – Statement of Bid Items. Generally, to limit exterior exposure, window units being removed should be replaced on the same day.
9. Q?: Please verify laydown area for the contractor. Will the VA provide office space inside the facility for the site superintendent?
A: No office space will be provided inside of the facility, and a material laydown area will be assessed and coordinated with the COR at the start of construction.
10. Q?: Is TB testing required for this project?
A: Reference Spec 013526; 1.13: Tuberculosis Screening.
11. Q?: Is this project tax exempt?
A: Yes.
12. Q?: Please verify COVID-19 requirements for this project.
A: COVID-19 requirements are changing with the updated CDC recommended guidelines. Our current policy requires contractors to go through a screening process at the beginning of the day and to wear a mask while in the facility.
13. Q?: Please provide an interior finish schedule.
A: Refer to General Notes on Sheets A601 thru A603 for interior finish work that apply to all window openings. Refer to Construction Notes on Sheets A601 thru A603 and Window Schedule
Notes for more specific interior scope items. Repair work will be limited to adjacent finishes impacted by the window replacement only unless noted otherwise. Finishes to match existing adjacent wall, trim, and ceiling finishes. VA to review and approve material and color selections prior to installation.
14. Q?: Will the contractor be allowed to use the VA’s facilities?
A: Reference Spec 010000 – General Requirements regarding use of elevators, toilets, and utilities.
15. Q?: What are the swing stage requirements for this project?
A: Contractor is required to provide access to complete all work. In addition, contractor access must accommodate site visits by VA and design personnel to observe construction activities and survey the masonry for unit cost work. The design team anticipated the contractor using swing stages, but this is not required. Contractor access is not to damage or exceed roof loading limits per response to RFI #21. Temporary anchors that damage or impact the façade or roof will need to be reviewed prior to installation and repaired per the VA’s direction.
16. Q?: Please provide product information for existing brick that is to be matched.
A: Reference Spec 040100 – Masonry Repair; 2.1, A – Brick Masonry Units. Acceptable matching brick: Bowerston Shale Company “Olde Harvard Smooth Modular” or equal.
17. Q?: Please verify that it is acceptable to install new windows from inside of the VA facility.
Please clarify the governments intent on this matter.
A: Window replacement work is intended to be performed primarily from the exterior. Due to restricted exterior access, some window units have been identified to be installed from the interior side. Reference Sheet A604, Window Schedule Note #16.
18. Q?: How long will a room be given to the contractor to complete masonry, window, and finish work?
A: The exterior masonry work can proceed independently of the window replacement work on a façade. The number of windows in a “room” varies. Window replacement and interior finish work to be completed as quickly as possible to minimize vacancy time. Durations of room disruption to be determined by the Contractor as part of overall project phasing & timeline and approved by the VA.
19. Q?: Can masonry work be performed on rooms when they are occupied?
A: Yes. See response to RFI #2. Coordination with the COR is necessary in advance to ensure the services are notified.
20. Q?: Are windowsills to be replaced under this contract?
A: There are window openings identified to receive new solid surface windowsills. Reference
Sheet A604, Window Schedule Note #33.
21. Q?: Is there a live load weight limit for the existing roof?
A: Refer to attached Roof Plan - Sheet AS101 revised to indicate allowable roof loads.
22. Q?: Can material be stored on the roof for daily use?
A: Material can be stored on the roof as long as it does not exceed the allowed roof loading and the roof is protected from damage. Refer to the RFI #21 for allowed roof loading. Material stored on the roof is not to interfere with the operations of the mechanical equipment. The contractor must secure their material for any weather condition.
23. Q?: Is a structural roof analysis available? If not, will one be provided by the VA?
A: A structural roof analysis is not available. If contractor means and methods require a roof analysis, then this is the contractor’s responsibility to provide.
24. Q?: Reference Spec 088000 – Glazing; 1.4, C and 2.5, A: For other VA facility window replacement projects we have been involved with, the blast-resistant windows have been designed to the minimum design provisions of 6.2.2 of the VA Physical Security Design Manual
(2015) rather than for a specific threat. Will that be acceptable on this project?
A: Yes. Refer to spec revisions issued under Addendum #5.
25. Q?: Reference Sheet S200, Detail #4: Please confirm there is no longer new flashing and brick install at angle locations specified by note 2 on the elevations referring to detail 4/S200.
A: Correct. New flashing will not be installed. Refer to Sheet S200 revisions per this addendum.
26. Q?: Reference Sheet S200, Detail #4: Is the saw cut under angles to provide a wider joint in detail 4/S200 still being done if there is no flashing work at these areas?
A: Brick is not to be cut. Refer to Sheet S200 revisions per this addendum.
