Repair Exterior Walls Replace Windows Project 539-20-103

03/04/21 PRE-BID Questions & Answers

1. Q?: Please clarify Unit Costs related to masonry?

A: Masonry work includes lump sum and unit cost work on each elevation. Lump sum work is generally replacement of most window lintels and replacement of the sealant joints at the ledge angles. Refer to the drawings for the locations and additional work. Unit cost work will be located by THP during the review of the elevation from the swing stage or aerial platform. THP and the contractor will document the location and size of each repair and this will be the basis for payment from the allowance quantities.

2. Q?: Regarding Detail 4, Sheet S200 Ledge Angle Sealant Repair; Hex note No. 1 designates the brick as “new brick”. Where does this occur?

A: Revise hex note no. 1 to read “Existing brick.”

3. Q?: How much time will THP will be on a swing stage. Will THP need to ride the lift all day?

A: THP anticipates 1-2 hours to survey each drop with the contractor. Depending on findings some drops may take longer. Follow up observation trips will occur during construction with similar time need per drop.

Repair Exterior Walls Replace Windows Project 539-20-103

04/05/21 - ADDENDUM #6

RFI’s and Responses

1. Q?: We are requesting that the Govt add a second site visit due to the recent Change from 3/10 to

3/4.

A: A second Site Visit was scheduled for March 23, 2021 per Amendment #4.

2. Q?: Is FAR 52.229-3 Federal, State, and local taxes applicable to this project?

A: All applicable clauses are listed in the solicitation.

3. Q?: Is there going to be ICRA requirements inside of each room where windows are being replaced? If so, will these be required to be hard barrier or zip poles with plastic?

A: Per Spec 013526; 1.12, B; the primary project scope area for this project is: Class II, however, work outside the primary project scope area may vary. Where dust control is the only hazard, and an agreement is reached with the COR and Medical Center, provide airtight plastic barriers that extends from the floor to ceiling. Seams must be sealed with duct tape to prevent dust and debris from escaping. (Reference Spec 013526; 1.2, C,2). Coordination will be necessary between the

Contractor and the COR to phase work to avoid disrupting occupied rooms.

4. Q?: On Drawing page S200 Detail 4, it states to replace the brick course above and below. At the site visit it was discussed that was wrong and no brick is to be replaced. Please confirm whether we are to replace these courses or not.

A: Regarding Detail 4, Sheet S200 Ledge Angle Sealant Repair, revise hex note no. 1 to read

“Existing brick.” Refer to drawing revisions per Addendum #5.

5. Q?: Is there a standard of Roof Protection that is going to be required from the VA?

A: The VAMC does not have specific roof protection guidelines. The contractor is responsible for providing protection. Construction activities are not to puncture, tear, or damage the roof system, including flashing. Damaged roof areas will be repaired at the VAMC direction and manufacturer requirements at the contractor’s expense. Any damaged roofs under warranty will require repairs that maintain the warranty.

6. Q?: Can the VA provide the Dimensions of the RTU's that will need to have Filters installed?

A: During construction, the Contractor shall provide protection of the outside air intakes of RTU’s and intake building louvers adjacent to masonry work using MERV 8 air filter media rolls. Provide protection to include total OA quantity per attached VA Building 1 – Filters & OA Protection calculations. Replacement of internal RTU filters is not required as part of project scope.

7. Q?: Reference Spec 088000; 1.4, C & 2.5, A: For other VA facility window replacement projects we have been involved with, the blast-resistant windows have been designed to the minimum design provisions of 6.2.2 of the VA Physical Security Design Manual (2015) rather than for a specific threat. Will that be acceptable for this project?

A: This project shall comply with the minimal design requirements of Section 6.2.2 of the Physical

Security Design Manual for Mission Critical Facilities. This section addresses the basic requirements for new fenestration in existing buildings. The new windows shall have standard frames, mullions, and anchorage with laminated glass for inner lites of IGU’s. Consequently, requirements for submission of specific Blast Loading calculations confirming compliance with

ASTM F1642/F2912 can be disregarded. Reference Spec Section 088000 - Paragraphs 2.5-A; and

3.9-A11, B11, and C11. Insulated Laminated Glass assemblies shall otherwise adhere to the

Contract documents and Specifications. Refer to Spec revisions per Addendum #5.

8. Q?: The Attachment 4 EMR Attachment included in the solicitation documents references a different solicitation number. Can you please clarify if we submit this form or if a new one will be issued?

A: VA to issue revised form as part of this Addendum.

9. Q?: Can a second site visit be set up to gain access to the roofs above the work area? If roof access cannot be granted, are there proper anchorage points on roof for safety lines and swing stage equipment.

A: Yes. See response to RFI #1.

10. Q?: Reference Solicitation Section 52.236-27: Can you send us a copy of the minutes/agenda for the Pre-Bid Meeting as well as a copy of the Attendance List?

A: The sign-in list of attendees to the 3/4/21 Pre-Bid Site Visit was posted to beta.SAM.gov online page. Reference uploaded Amendment #3 documents “36C25021B0012+0003” and

“Site+VIsit+Sign-in”. A list of Questions and Answers from the 3/4/21 Pre-Bid Site Visit are included herein.

11. Q?: Product Equivalency Request:

Reference: Spec 085113 – 2.3, A – Fixed Aluminum Exterior Windows

Basis-of-Design: Wausau Window and Wall Systems; 2250i-XLT & 3250i-XLT INVent Series

Proposed Equivalent: Winco Windows; Series 8325F

A: Proposed product is not an approved equal. Justification as follows:

• All windows shall be provided from one manufacturer per Spec 085113 – 2.3; C. Per response to RFI #12 (below), this manufacturer’s Operable Aluminum Interior Psychiatric

Window series is not an approved equal.

12. Q?: Product Equivalency Request:

Reference: Spec 085113 – 2.3, B – Operable Aluminum Interior Psychiatric Windows

Basis-of-Design: Wausau Window and Wall Systems; 2187-DT S.E.A.L Series

Proposed Equivalent: Winco Windows; Series 8800

A: Proposed product is not an approved equal. Justification as follows:

• Manufacturer’s product literature does not indicate this window system complies with

2,000 ft.-lbs. Human Impact force using the scheduled laminated glass access panel as required per Spec 085113 – 2.1; A, 2.

• Design intent is for consistent exterior sight lines on exterior side of all new window units.

It’s not made clear whether this request shall use 2 different window series (either 8325F or 4”-8800 series) or a 8325F / 2-1/4” 8800 series “combination”. These 2 series appear to have slightly different exterior sightlines (2-1/4” vs. 3”). The details provided do not indicate a “combination” assembly is possible.

13. Q?: Reference Spec 085113; 2.5, A, 1, a2: Based on the weight of access panels in the behavioral care windows being beyond OSHA lifting limits for two people, you may consider requiring concealed butt hinges to allow the access panels to swing open rather than lift-out for cleaning and maintenance.

• Hardware:

1. Concealed Hinges at Fixed Lite Access Panels

a. Provide two concealed extruded aluminum “walk-around” butt hinges with stainless steel pins. Provide three hinges on in-swing casement units over 4’-0” in height.

• Will you require access panel operation to meet OSHA lifting requirements?

A: Concealed hinges on interior access panels of Mental Health units are required if weight exceeds OSHA lifting requirements.

14. Q?: Is there anchor points on each roof for swing staging? Can we be provided a drawing laying out all anchor points?

A: No drawings are available of anchor points on existing roofs. Roof access was provided to bidders on March 23 to assess existing conditions for swing stage anchoring per Amendment #4.

15. Q?: Will there be a location on campus for a dumpster?

A: There are only two spots available for all contractors working at the medical campus. The contractor will need to coordinate appropriately with the VA COR.

16. Q?: Reference Spec 013100.01; 1.4, A: Please Confirm the use of Oracle Primavera Submittal

Exchange be a requirement for this project?

A: Per Sub-Paragraph 1.4, A1: Provide Oracle Primavera Submittal Exchange or equivalent web-based project management software. Project Management Software shall include features per

Sub-Paragraph 1.4, A2.

17. Q?: Reference Amendment 4: Will there be interior access available during the second site visit on March 23, 2021?

A: Due to current VAMC health protocols, interior access was limited and only a section of the 8th floor was available during the second site visit.

18. Q?: Will the freight elevator be available to work crews for the movement of materials to the separate floors?

A: Refer to Spec Section 010000 – General Conditions; Sub-paragraph 1.14: “Temporary Use of

Existing Elevators”.

19. Q?: What is the weight capacity of the freight elevator?

A: Weight capacity on freight elevators is 4,500 lbs.

20. Q?: The window that we were shown during the 2nd pre-bid walk was clear of any obstructions

(radiators, furniture, equipment, etc.). Is that indicative of all windows in this project?

A: Window replacements occur in rooms and spaces with varying levels of interior access. Refer to Spec Section 010000 – General Conditions; Sub-paragraph 1.8, A3 – “Disposal and Retention” and sub-paragraph 1.18: “Relocated Items”.

21. Q?: Please verify security - background investigation process for this project. Will this project require SAC or NACI background checks?

A: The VAMC will require a SAC (Special Agreement Check) where an individual’s fingerprints are electronically submitted to OPM by an agency to run a criminal history check
