RFI Questions and Answers

1. Spec.

2.3 FIRE ALARM CONTROL UNIT A. ........ These existing distribution fiber optic cables shall be upgraded and tested as required from building to building. Test 8 out 12 existing fibers (12 strands) before termination. Fiber Optic cable termination shall be upgraded in termination to the New Fire Alarm Control Panel.

Question: Define “upgrade”? Is new fiber required? Or, If it is existing, are we retesting 8 strands of pre-terminated fiber and just repairing what fails?

Also, what is meant by: upgraded in termination to the New Fire Control Panel? Are we moving all the fiber termination? Running long jumpers? Splicing and running a new piece of fiber to the control panel?

Response: 2.3 FIRE ALARM CONTROL UNIT A – Per NFPA 72, Article 770, Table 14.4.2.2, 13 Conductors, (b) Fiber Optics. The signal power level cannot drop more than 2% of the value accepted for original installation. Contractor to test signal level against Original Installation Test Data. If cable cannot meet these requirements by redoing connections, the fiber cable needs to be replaced per NFPA 70 and NFPA 72 requirements and VA Specifications 28-05-13 “Conductors and Cables for Electronic Safety and Security”.

2. On print G003, in Abbreviations, symbols and General Notes there is a panel labeled:

FIRE ALARM UPGRADE – SCOPE OF WORK

Note 8: Replace all fiber optic cable termination in and out of the telephone cabinet.

Does the note mean all fibers are existing, but all connectors are being re-terminated and tested?

If so, still with ST connectors, all in 62.5 MM style?

Response: On print G003 – SC connectors are at one end of the fiber cable and ST connectors are at other end. If this connector type continues to work with the Fire Alarm panels, continue their use. If new panels are being installed, then contractor is allowed to pick compatible connectors for the application, as long as NFPA 70 and NFPA 72 requirements are followed.

3. On page 13 of 67 of the solicitation, the past performance section states contractors are to identify ongoing or completed contracts within the last three years. With this being an SDVOSB set aside limiting it to only the past three years will severely limit on qualified contractors that cannot submit a proposal. Will the Government please consider the Offeror’s experience in providing construction services as a Prime Contractor for projects completed or ongoing within eight (8) years of the posting of the solicitation/RFP?

Response: Past Performance for ongoing or completed contracts is changed from 3 years to 8 years.

4. Fire Alarm system requires design/engineering and to be submitted to the State of Michigan for approval. The schedule of (270) calendar days maybe inadequate depending on the time to design/engineer and obtain State approval. Is State approval required.

Response: State approval is not required. As a federal facility, the VA representatives are the authority having jurisdiction and do not require State approval. All submittals to go to the Engineer of record and copied to the COR.

5. Pre-Bid meeting notes NAICS code 2366220 is this correct? Or is the NAICS code on solicitation correct?

Response: The applicable NAICS code is 238210, subsequent to a $16.5 Million Small Business Standard for to this procurement.

6. Documents provide no architectural information, wall types, ceiling types, etc. Pre-Bid meeting did not include walk thru of buildings affected. How is the necessary architectural work required to accommodate the installation of new devices to be quantified and costed?

Response: Because of the COVID outbreak, it was not feasible to bring a large group of people through patient wards. It was put out during the pre-bid meeting that anyone that would like to conduct a more in depth walk around could contact the COR and schedule a one on one visit. It was also put out that all buildings have a majority of lay-in ceilings, with the exception of building 39, which has a majority of hard ceilings.
