Questions and Answers 36C25020Q0470

1. Who is the incumbent contractor?

Answer: The incumbent is currently JTC Contracting

2. I didn't see an actual bid sheet, or more information on what kind of furniture and how much furniture. Will this information be available soon?

Answer:

a. There is no specific list of furniture. What the specifications of this requirement are in the solicitation.” Inventory will be comprised of both stand-alone furniture, examples would be chairs, desks, files and ergonomic accessories as well as system furniture components. Inventory levels will fluctuate as furniture is installed or returned to stock, and as a result of this expected variance in Cleveland VA furniture, the contractor’s facility must be able to accommodate 400 bays of furniture.”

b. However, in order to submit pricing:

Pricing will be based on 400 bays per month and Pricing must include an itemized cost for labor for moving the existing furniture in Section 9 to the contractor’s facility as well as the labor to upload, per the specifications above, to the inventory system. This itemized cost needs to be added into the price for the Base Year of the Contract

1. Please clarify how the “lowest price technically acceptable offer will address job-specific quotes and POs” for furniture installations? The various places where this is addressed seems to imply that a proposal should include a staffing plan that includes employees that are certified installers by the VA standard furniture companies, then as needed, provide job-specific quotes to execute any installation project?

Answer: Yes, we want them to have certified installers available. It is not viable to have the product stored somewhere but they do not have any ability to deliver and install the product. And yes, we would request a quote and pay separately for the various deliveries and installs or disassembly.

1. Page 7 “Labor for furniture delivery or installations will be obtained thru a job-specific quote and PO and is not expected to be included as a part of this contract. Contractor is to accept credit card payments from VA purchasing for installation of small projects from inventory. Third party vendors will not be accepted (i.e. Square Space, etc.).”

1. Page 37 “Contractor to show that all installation technicians under their employ are certified commercial furniture installers. Haworth, Herman Miller, Steelcase, All Steel are VA’s standards.

1. Page 38 “Contractor to be able to install furniture during normal business hours from 7:30 am -4:00 pm Monday through Friday.

0. Contractor is expected to be on VA premises no later than 8:30 am. Unless another time is agreed upon when scheduling delivery/installation of furniture.

0. Evening and weekend hours are possible for furniture installations due to patient care conflicts.

0. Furniture installations could likely happen on the following government holidays: Martin Luther King Day, President’s Day, Columbus Day and Veterans Day

0. Vendor is to leave the work site free of debris, dust, boxes and left -over furniture parts and pieces. A vacuum on site is expected to help clean up debris.

0. What is the past history, frequency of installation orders that historically has been conducted monthly/annually?

Answer: This varies greatly, but I would say 10 per month pre-covid.

0. Are all of the installation orders awarded to the Warehousing contractor or are they competitively bid?

Answer: They are awarded to the Warehousing Contractor

0. Paragraph E.3 52.212-2 Evaluation says that the award will be based on LPTA, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This seems to be Best Value as opposed to LPTA. Please confirm.

Answer: This solicitation is utilizing Lowest Price Technically Acceptable

0. Paragraph E.3 52.212-2 Please clarify how the tier system will impact the award decision. If there are 3 SDVOSB that all have responsive offers, with the award be made to the LPTA within that range? Or will the LPTA, regardless of tier, be evaluated and then awarded assuming it is also technically acceptable?

Answer: If an award can be made at the SDVOSB tier, then the award will be made at the SDVOSB tier. If an award can’t be made at that tier, than evaluation will be made at the next tier.

0. Is the incumbent contractor eligible to compete for this opportunity?

Answer: All contractors are eligible to submit a quote. However, evaluations are based on tiered precedence.

The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. “Tiered evaluation of offers,” also known as “cascading evaluation of offers,” is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer—

(1) Solicits offers from small business concerns that will be evaluated in the following tier order:

(a) service-disabled veteran-owned small business (SDVOSB);

(b) veteran-owned small business (VOSB);

(c) small business (SB);

(2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made

0. Would the gov’t be willing to consider awarding to the “Best Value” as opposed to LPTA?

Answer: At this time, the solicitation will be awarded based on Lowest Price Technically Acceptable
