Amendment 5 - Questions and Answers (Q & A)
Answers will be in RED
Q1. Can you advise if you will consider multiple awards for this requirement or will this be a single award contract?
A1. In accordance with 1.3 of the solicitation, the VA anticipates a single award of an Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) contract.
Q2. What are the extended hours on Wednesday and Saturday’s?
A2. WED 4:30-6:00 PM, SAT 8-12
Q3. When a provider is scheduled and works extended hours will their schedule be adjusted during those periods (reduced hours or a day off)
A3. Yes, earn equivalent Comp. time off.
Q4. How many call backs are typically seen during the week? During the weekend?
A4. Weekdays—5 or less, Weekends—3 or less
Q5. Will you accept providers with Green Cards?
A5. No
Q6. I wanted to be sure that you are accepting bids from locum tenens staffing companies.
A6. This is an unrestricted solicitation so quotes will be accepted from all business concerns. However, it will be awarded based on a small business – cascading evaluations in socioeconomic tier. See pages 54 – 56 for the Addendum to FAR 52.212-1 Instructions to Offerors.
Q7. Given the current circumstances will they consider Tele-Psychiatry for these positions? I know in the past this has been an extremely hard job to fill and with the implications of Covid-19 it will be ever harder to source onsite providers. I believe you will substantially increase your odds of filling all 4 FTE's by opening up this to Tele.
A7. No, our needs remain primarily on-site.
Q8. Can you explain better the IP vs OP roles? How much time will be split between IP vs OP per day or week? Will each provider be responsible for both units?
A8. IP role—providing psychiatric care to a locked Acute IMH psychiatry unit, as part of a multidisciplinary team. Attending psychiatrist role on IMH includes medication management, evaluations, placing consultations as needed, triaging outside requests for admission/transfer and being physically present on the unit from 0800-1630 M-F for normal tour.
OP-role providing psychiatric care to an Outpatient Mental Health Clinic. Psychiatrist role includes evaluation and medication management. 60 mins allotted for new intakes/referrals and 30 min. for routine medication re-check follow-ups. Office based work, that includes a combination face-to-face, phone and Video appointments. Physically present in MHC from 0800-1630 M-F normal tour.
Q9. I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?
A9. This is a follow-on to an existing contract. The current contractor is Spectrum Healthcare under
FSS V797P-2290D, VA250-17-F-2566.
Q10. They just want 1 all inclusive rate that also includes on call?
A10. Yes
Q11. What is the estimated call schedule? How many nights per week and how many weekends per month?
A11. Average of about one call per week with that one call per week being a weekend day (Sat or Sun) once a month.
Q12. You answered “Weekdays—5 or less, Weekends—3 or less for call.” Is that 5 or less for the whole week or per night during the week?
A12. For the whole week.
Q13. As for the answers provided for IP vs OP, can you clarify if all 4 providers need to do both or can we have specific providers in an OP or IP role the whole contract?
A13. A predominant setting would be assigned to the contract provider, such as IMH or Outpatient and only in desperate need of cross-coverage would we ask a contract provider to help out in a different setting, this would be rare and unlikely of occurring.
Q14. How many OP vs IP do they require? Do they need 2 of each at all times?
A14. We currently require 2 IP first and once those are filled then 2 OP providers, unless we lose our 2 current IP providers in this process, then we would need 4 IP providers.
Q15. Questions regarding Battle Creek inpatient volume given that 20-25 patients per provider per day is relatively high: How much time is allotted for each patient?
A15. The maximum census on IMH is 55 split over 4 providers, a little over 13 patients’ daily maximum.
Q16. How many new admissions/discharges on average per day for the psychiatrist?
A16. One to two admits and two discharges daily per psychiatrist, on average.
Q17. What is the average length of stay?
A17. Average length of stay is about 8 days.
Q18. What role does the support staff play in patient assessment?
A18. We have a full multi-disciplinary team that contribute to the assessment, helping with documentation and clinical input.
