Nikki Horther Contracting Officer 8-13-2018 RLRVAMC Snow Removal 36C25018Q9320 Questions and Answers
1. When do you want to commence snow plowing? At What threshold? The Performance Work Statement (PWS), Part II, Paragraph B(4) states “Contractor shall provide services to treat and plow snow, and decide all areas for snow accumulations of one-half inch or more”.
2. Please confirm that you want us to treat with salt upon any potential slick or hazardous condition? This goes for parking lots/parking decks, and sidewalks correct? Salt shall not be used on heated sidewalks as designated on the drawing for WTS Heated Sidewalks – No Salt. PWS, Part II, Paragraph B(16) states acceptable treatments for asphalt surfaces, gravel surfaces, concrete surfaces and parking garages.
3. Most of the reading of the scope of work sounds like we are responsible to watch the weather and provide snow and ice services as needed. Then there is this wording: 6. (Contractor shall provide snow and ice removal services within two (2) hours of notification by the COR or the Chiller Plant Operator (CPO) to treat traffic surfaces and sidewalks). Is the COR/CPO responsible for calling for the service or do we automatically go out for service when snow reaches 2 inches or as it states in some areas when there are any slippery conditions at all? Does this depend on what area it is? It is a combination of both. Contractor should be proactive when a snow storm is coming. The COR or CPO will call when accumulation reaches one-half inch and/or when contractor has not already responded to a snow event.
4. Will a site visit be scheduled? No site visit will be schedule. Quoters may drive through the facility. Solicitation drawings are clear and detailed.
5. Will Magnesium Chloride in liquid form be an acceptable substitute for the CMA to be used in the parking garage areas? No. Chloride based materials are not acceptable in parking garage areas.
