About this file
This is an Amendment 0001 to a Department of Veterans Affairs solicitation for an intermittent/continuous vacuum regulator issued by the Regional Procurement Office West (RPOW) located in McClellan Park, California. The amendment's purpose is to answer vendor questions and provide updated documentation including a revised Statement of Work and Price/Cost Schedule, along with attached cutsheets.
The required item is an analog intermittent/continuous, three-mode vacuum regulator with a high-vacuum range of 0–300 mmHg, requiring a DISS 1240 female hand-tight wall connection and a 1/8-inch NPTF bottom connection. The amendment clarifies that an analog gauge is acceptable, though digital display is preferred. The period of performance is 45 days following award, with delivery required to multiple listed locations. Vendors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation or as amended by completing the required items and returning copies to the issuing office, acknowledging receipt on offer copies, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The amendment also updates previously conflicting specifications regarding gauge range (0–300 mmHg), dimensions, and delivery schedule that appeared in different sections of the original solicitation documents.

VENDOR QUESTIONS
Question 1:The specifications on Page 6 require an "Intermittent/Continuous suction regulator with High Vac Gauge up to 300 mm Hg and digital display," a "1/8" DISS threaded style" wall connection, and a "1/8" NPTF bottom connection." However, the description of CLIN 0001 on Page 9 describes the item as an "Analog Continuous-Intermittent 3 Mode (0-200 mmHg) Vacuum Regulator." with "DISS Female Hand Tight x DISS Male" configuration. Can the Government please clarify if the critical minimum requirements as described in the specifications section take precedence?
Answer 1: The required item is an analog intermittent/continuous, three-mode vacuum regulator with a high-vacuum range of 0–300 mmHg. The required connections are a DISS 1240 female hand-tight wall connection and a 1/8-inch NPTF bottom connection. The references to a digital display, a 0–200 mmHg range, and a DISS male bottom connection are incorrect. The updated cutsheets are attached.
Question 2: Page 7 states the period of performance "will be from August 31st, 2026 – September 21st, 2026 giving the vendor 45 days to deliver the product, to each listed location, after award." Based on the dates listed, this would be a 22-day window. Additionally, the delivery schedule on Page 9 states 60 Days ARO. Can the Government please clarify if the period of performance is 22 days long, 45 days long, or 60 days long?
Answer 2: The period of performance is 45 days.
Question 3: Conflicting item descriptions. The Statement of Work (page 6) specifies an "Intermittent/Continuous suction regulator with High Vac Gauge up to 300 mm Hg and digital display."
The Price/Cost Schedule, CLIN 0001 (page 9), specifies an "Analog Continuous-Intermittent 3 Mode (0- 200 mmHg)." These describe different display types and different gauge ranges. Which description governs for purposes of technical acceptability?
Answer 3: The required item is an analog intermittent/continuous, three-mode vacuum regulator with a high-vacuum range of 0–300 mmHg. The required connections are a DISS 1240 female hand-tight wall connection and a 1/8-inch NPTF bottom connection. The references to a digital display, a 0–200 mmHg range, and a DISS male bottom connection are incorrect. The updated cutsheets are attached.
Question 4: Gauge range. The Statement of Work states that products "must meet or exceed the specifications laid out in these sections." On that basis, will the Government accept a regulator with a 0- 300 mmHg range in satisfaction of the 0-200 mmHg description, given that it exceeds the stated range and is consistent with the Statement of Work's "up to 300 mm Hg"?
Answer 4: The required item is an analog intermittent/continuous, three-mode vacuum regulator with a high-vacuum range of 0–300 mmHg
Question 5: Display type. Is a digital display a salient characteristic, or will an analog gauge be acceptable provided all other listed characteristics are met?
Answer 5: The analog is acceptable but digital is preferred.
Question 6: Dimensions. The Price/Cost Schedule lists dimensions of 3.7" (L) × 2.8" (W) × 5.2" (H). The Statement of Work states that "OEM part numbers/references, in the Specifications sections are used as a basis of design and are provided as a means to convey the minimum standard characteristics." Are the listed dimensions a salient characteristic that a quoted unit must meet, or are they provided as a basis of design?
Answer 6: The dimensions have been updated. See Statement of Work (SWO) and Price/Cost Schedule.
Question 7: . Delivery schedule. The solicitation states three different delivery requirements. The Statement of Work (page 7) gives a period of performance of 31 August 2026 through 21 September 2026
— a 21-day window — while stating in the same sentence that this gives the vendor 45 days to deliver after award. The Delivery Schedule at B.4 (page 9) states 60 days ARO. Which requirement governs?
Answer 7: The period of performance is 45 days.
