About this file

This is an Amendment to a Solicitation issued by the Department of Veterans Affairs Regional Procurement Office West (RPOW) for Solicitation Number 36C24W26Q0142, effective April 15, 2026. The amendment's purpose is to answer vendor questions and submit an updated Combined Synopsis regarding the procurement of shelving units.

The amendment addresses ten vendor questions covering critical procurement details: (1) vendors must submit authorization letters with quotes for Commercial Off-The-Shelf ULine products; (2) Line Items 7 and 8 (H-6810 and H-6810 ADD Pallet Rack units) constitute a set where the ADD-ON is an accessory to the main component; (3) Line Items 14 and 15 referencing H-6226 Wire Basket Dividers are separate components for basket dividers versus shelf dividers and should not be combined; (4) polyurethane casters (H-1205WH-SEV02) are listed as a standalone Line Item 15 in the updated Combined Synopsis; (5) all installation coordination will be facilitated through the appointed VA POC rather than direct contractor-to-construction contractor coordination; (6) construction is complete with beneficial occupancy as of April 20, 2026, with preferred delivery on or around June 30, 2026, but no later than August 1, 2026; (7) the facility has a full loading dock for delivery and staging; (8) the VA will complete anchoring/bolting internally and will not request this service through the contractor; (9) the Government will provide and install all anchoring specifications and hardware; and (10) a substitution of a 72"W x 72"H x 24"D heavy-duty shelving unit for the specified 77"W x 72"H x 24"D 4-tier unit is not acceptable.

VENDOR QUESTIONS – SHELVING UNITS

Question 1: These products are from ULine which we consider Commercial Off The Shelf items. Would you accept a bid on this without an authorization letter?

Answer 1: Submit an authorization letter with your quote.

Question 2: Regarding Line Items 0005 and 0006 — both reference the H-6196 Pallet Rack Starter Unit (96 x 48 x 144”). Can the VA confirm whether these represent two separate delivery locations within the facility, or are they two separate quantities intended for the same location? This will help us plan delivery and installation accordingly.

Answer 2: I believe this is in reference to lines 7 and 8 (H-6810 and H-6810 ADD). This is a set, H- 6810 ADD is an accessory to the main component/unit.

Wide Span Storage Rack - Particle Board, 36 x 24 x 84"

H-2189-ADD-SEV02

Additional Shelf for Wide Span Storage Racks - Particle Board, 36 x 24"

H-6196 Pallet Rack Starter Unit - 96 x 48 x 144"

H-6810 Pallet Rack Starter Unit - 144 x 48 x 144"

H-6810-ADD Add-On Unit for Pallet Rack - 144 x 48 x 144"

Question 3: Regarding Line Items 0014 and 0015 — both reference the H-6226 24” Wire Basket Divider.

Can the VA confirm whether these are two separate quantities for different locations or areas within the facility, or if they should be combined into a single quantity of 94 units?

Answer 3: H-6226 are dividers specifically for the baskets of the unit. All other dividers referenced are intended for the shelves. They should not be combined; they are different components.

Question 4: Regarding the Polyurethane Casters (H-1205WH-SEV02) — the item description for M2055A (Line Item 0012, Chrome Wire Shelving Unit) specifies that Polyurethane Casters for Wire Shelving Units, Set of 4, Black are required per unit. However, these casters do not appear as a standalone line item in the price schedule. Can the VA confirm whether the casters should be included and priced within Line Item 0012, or will a separate line item be added by amendment?

Answer 4: The polyurethane casters are listed as a stand-alone item. Please see line item # 15 on the updated Combined Synopsis.

Question 5: Regarding Line Item 0016 (Shelving Units Installation) — will the contractor be required to coordinate directly with the General Construction contractor on-site prior to scheduling installation, or will coordination be handled solely through the VA POC?

Answer 5: All coordination will be facilitated through the appointed VA POC.

Question 6: Regarding delivery — is there an anticipated target delivery window the VA can share at this time so we can plan logistics accordingly, given the 120-day ARO schedule is subject to construction delays?

Answer 6: Construction is complete for this project. VA has taken beneficial occupancy as of 4/20/26. We would prefer delivery on or around 6/30/26 but no later than 8/1/26.

Question 7: Regarding the place of performance — will the contractor have access to a loading dock or designated staging area at the facility for delivery and installation?

Answer 7: Yes. The site has a full loading dock.

Question 8: Can you please confirm whether the shelving units are required to be anchored/bolted to the floor, or if freestanding (boltless) shelving systems are acceptable?

Answer 8: We intend to anchor the shelving; however, we will complete internally. We are not requesting this service through the contractor.

Question 9: Additionally, if anchoring is required, please confirm whether the Government will provide specifications and hardware, or if the contractor is expected to supply and install all anchoring components.

Answer 9: Government will provide and install the anchoring. We are not requesting this service through the contractor.

Question 10: For the 4-tier shelving listed (~77”W x 72”H x 24”D), would a 72”W x 72”H x 24”D heavy-duty equivalent be acceptable?

Answer 10: No, this substitution is not acceptable.
