About this file
This is a Justification for Single Source Award document for a federal procurement by the Department of Veterans Affairs, Regional Procurement Office West Admin – Activations Branch II serving VA Greater Los Angeles Healthcare System (VAGLAHCS).
The contracting activity is procuring Dexis brand dental imaging equipment to activate the newly constructed Bakersfield Community Based Outpatient Clinic (CBOC). The required equipment includes six Dexis Imaging FOCUS IntraOral X-ray Units (85" arm reach), six Dexis Imaging IXS Combo Kits with Size 1 and Size 2 Sensors, and one Dexis Imaging OP 3D Pan Upgradable (2D Unit). The acquisition exceeds the micro-purchase threshold but does not exceed the simplified acquisition threshold. The justification cites statutory authority under RFO 6.103-5(b)(2) and 41 USC 3304(a)(5), establishing that Dexis is the standardized dental imaging system throughout Veterans Integrated Service Network 22. Staff across the VA Greater Los Angeles Healthcare system are trained and competent with Dexis equipment; switching to a different system would require additional training for dental staff, biomedical engineering staff, and updates to standard operating procedures and service agreements, creating unacceptable delays to the Bakersfield CBOC opening.
Market research included review of previous procurements, publication of sources sought notice 36C24W26Q0060 (opened February 17, 2026; closed March 16, 2026) that received six responses, searches of SBA small business databases identifying 57 potential SDVOSB sources, GSA Advantage and eLibrary databases, and Department of Commerce resources. All sources sought responses provided either unknown products, non-brand name alternatives from France, Finland, or Italy, or exact match solutions from non-domestic manufacturers. No domestic sources were found to be technically acceptable. The Contracting Officer, Lynn Pettit, certified the justification as accurate and approved the purchase in accordance with RFO 12.102(a), with price reasonableness to be determined based on competition.

Furniture, Fixtures, and Equipment (FFE), specifically, Dexis brand name only, Dental
Imaging Intraoral Radiographic Unit and Sensor equipment to activate the Bakersfield

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Statutory Authority:
In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 6.103-5(b)(2), Authorized or required by statute and Authority 41 USC 3304(a)(5), the Department of Veteran Affairs need is for a brand-name commercial product for authorized resale.
Dexis is the standard dental imaging system used throughout Veterans Integrated Service Network 22. Dental staff across the VA Greater Los Angeles Healthcare system are comfortable, competent, and trained with the Dexis product line and the use of this equipment system. A different dental imaging delivery system would require additional dental
Effective Date: 12/30/2025 Page 2 of 4 Acquisition ID# 36C262-26-AP-3225 staff training and the need to fund the training of the dental staff on new equipment;
additional training of Bio-Medical Engineering staff in the repair of the equipment and the need to fund the training of the staff for repair to a new equipment system; an update of standard operating procedures for utilization of the new dental imaging system equipment;
and the subsequent need for a new service agreement to maintain the new and different dental imaging equipment.
The Dexis Pano has an approved Enterprise Risk Analysis (RITM4291644) and meets VA cybersecurity requirements. These systems have previously been successfully implemented throughout Greater Los Angeles and standardization of Dexis allows the facility to streamline deployment, clinical use and training, site-to-site integration, and service response times.
Additionally, Dexis IXS sensors have consistently demonstrated reliable compatibility with the facility’s Medical imaging Picture Archiving and Communication System (MiPACS) system.
The award and use of different dental imaging system equipment would have an adverse impact on the mission by delaying the opening of the Bakersfield CBOC to provide improved care for veterans. Delay of the opening of new medical facility would be pending the dental staff on comfortability, competency, and training on the new dental imaging system equipment and procedures.
4. Description of market research conducted and results or statement why it was not conducted:
The Contracting Officer conducted a review of previous procurements made within the last eighteen (18) months; publicized a sources sought notice, and reviewed Government-wide databases for commercial availability for Dental X-ray equipment.
The review of previous procurements resulted in the following:
1. resulted in a single source justification and approval for “brand name only” and determined there was only one source available to supply the required equipment for the brand name only procurement.
Subsequently, purchase order ( was awarded to
, an SDVOSB, for for identical Dental Imaging Equipment for Northport VA Medical Center from Network Contracting Office 2. An individual determination of domestic non-availability waiver, pre-solicitation procurement stage, was approved by the Made in America Office (MIAO) June 6, 2025.
2. resulted in a full and open competitive solicitation and subsequent was awarded to Dental
Imaging Technologies, a large business, for for identical Dental Imaging
Equipment for the Lancaster CBOC with VA Greater Los Angeles Health Care
System. An individual determination of domestic non-availability waiver, post solicitation procurement stage, was approved by the MIAO August 25, 2025.
The results of market research from previous procurements determine that there are no domestic sources that are technically acceptable for the dental x-ray equipment.

1. The contracting activity located 57 possible SDVOSB sources of supply using NAICS code 339114, Dental Equipment and Supplies Manufacturing by searching the Small Business Administration’s (SBA) small business search database. The contracting activity received four responses to the sources sought notice (36C24W26Q0060) posted for Dental X-ray equipment from interested SDVOSBs identified from the SBA search.

3. GSA eLibrary database was searched using source 65 II C, Dental Equipment and
Supplies, specifically, Category C-37B Dental Radiographic Equipment - Digital. Ten
(10) contractors are MAS contract holders; however, none of the 10 contractors responded to the publicized sources sought notice (36C24W26Q0060) requesting availability to support the Dental X-ray equipment requirement, brand name.
4. GSA eLibrary database was searched using source 65 II C, Dental Equipment and
