About this file

This document is Amendment No. 1 to Request for Lease Proposal (RLP) No. 36C24W25R0017 for the Department of Veterans Affairs Oklahoma City, OK Mental Health Clinic. The key details are:

The response date has been extended to 12/13/2024. Exhibit 1A has been added, which provides an alternative protest procedure for interested parties. The amendment also includes a summary of questions received and answers provided by the Government related to the solicitation, covering topics such as LEED/building certification requirements, millwork/plumbing in consult rooms, transit accessibility, and tenant improvement allowance pricing. The Government is seeking a minimum of 16,091 ABOA SF and a maximum of 21,626 RSF for the clinic. The Government estimates a $425/SF buildout cost to be paid as a lump sum at beneficial occupancy. AMENDMENT NO. 1

TO REQUEST FOR LEASE PROPOSAL NO. 36C24W2R0017

November 20, 2024

Veterans Administration Oklahoma City, OK

Request for Lease Proposal (RLP) 36C24W25R0017 is amended as follows:

1. The response date is extended until 12/13/2024.

2. Exhibit 1A, below, has been added to the RLP.

3. The following is a summary of questions that have been received, along with answers from the Government, which correspond to solicitation 36C24W25R0017.

Question #RLP/ App Page/ para Question Answer

1 RLP 3.1

1. Section 3.10 of the RLP - This section seems to imply that the building must meet ALL three of the following requirements: LEED, Green Globes and Living Building Challenge for Building Interiors. Is that correct? Normally, we just see the requirement for 1 of the 3 and it is our preference to have Green Globes Level I certification (for both interior/exterior) be the requirement...is that ok?

THE GREEN GLOBE AND LIVING BUILDING CHALLENGE ARE NOT REQUIRED FOR

THIS PROJECT.

2 ASR Is any millwork (ie cabinets / countertops) required in the 40 Consult Rooms? SEE 1.0 AND 5.02 OF EXHIBIT B, ASR

3 ASR Is any plumbing (sinks) required for the 40 Consult rooms? NO BUT PLEASE REVIEW SECTION 6.2 IN EXHIBIT B, ASR 4 ASR Is perimeter fencing required? NO

5 RLP 1.05 D

Can provide us with clarification on the OKC Mental Health RLP mentioned above.

Section 1.05 D of the RLP outlines the transit accessibility requirements for the lease. Can you please advise if all three paragraphs in this section will be required? Additionally, can you please clarify what "commuter rail" system is being referenced?

THE THIRD PARAGRAPH IS THE ONLY SECTION APPLICABLE TO THIS PROJECT.

6 RLP

WIth respect to the Demarc room requirement...what is that being used for (ie, any special buildout requirements for that room or is it similar to the OIT/IT closet requirements) and why so big (at over 400sqft)?

The Demarc equipment will be included in the telecom closet or will have a similar size closet. Not the 420 square feet mentioned in the ASR.

7 RLP 1.02 A

Section 1.02 states, "The Government is seeking a minimum of 16,091 to a maximum of 19,223 of American National Standards Institude/Building Owners and Managers Association

(ANSI/BOMA)…"

THE MAXIMUM RSF IS 21,626, THERE IS NO PREFFERED CIRCULATION FACTOR..

8 ASR PG 1-2

The total Net Area stated is: 10,679. Can the agency clarify the circulation factors that is preferred to reach the ABOA requirement of 16,091 to 19,223 ABOA SF?

THE NET AREA IS NOT ABOA OR RENTAL AND IS MISSING THE CIRCULATION

AND COMMON AREA SQUARE FEET. WE ARE LOOKING FOR A MAXIMUM OF

19,223 ABOA AND 21626 RENTABLE.

9 RLP 3.07 A

This section calls for Tenant Improvement Allowance Pricing. Are DID's required prior to award? What pricing is required for the RLP?

DID'S ARE NOT REQUIRED PRIOR TO AWARD. NO TI PRICING IS REQUIRED IN

THE OFFER. THE $425 PER SQ FT IS OUR ESTIMATE FOR THE BUILDOUT THAT

WE REQUIRE. THAT WILL BE PAID AS A LUMP SUM AT BENIFICIAL OCCUPANCY

AS STATED IN SECTION 1.08 IN THE LEASE TEMPLATE.

10 LEASE

LEASE

TERM

Would the VA consider having a 10 year Firm lease? (It is more difficult to get bank financing when the firm term is only 5 years). Alternatively, could offerors submit two lease term options for consideration (ie, a bid showing a 5 Year Firm / 5 Year Option and a 10 Year Firm option)?

YES, THE VA WOULD CONSIDER A 10 YEAR FIRM OPTION.

11 RLP 4.04 B

Can you confirm that the combination of factors is ”significantly more important than price” OR “ approximately equal in important to price?

SIGNIFICANTLY MORE IMPORTANT.

Can you confirm the standard hours of operations of the building that will be identified in section 6.01 of the lease?

NORMAL OPERATING HOURS WILL BE 0730-1630. WE WOULD POSSIBLY HAVE

STAFF OUTSIDE OF THIS TIME BUT NOT PAITIENTS. THERE IS A POSSIBILITY OF

EVENING AND WEEKEND.
