About this file
This document is an Intent to Sole Source (ITSS) for leasing 300 parking spaces in Phoenix, Arizona, supporting the Carl T. Hayden Veterans' Administration Medical Center. The Department of Veterans Affairs (VA) seeks to continue leasing parking spaces at 3003 North Central Avenue through a sole source procurement with the incumbent, Life Safety Group LLC, for a 10-year term commencing on June 19, 2025, with an estimated total value of $3.4 million.
The VA conducted market research through a 20-day sources sought advertisement on SAM.gov and CoStar property search, identifying one property in the immediate area (the incumbent's) and three additional properties in an extended urban area. Four companies responded to the sources sought notice. The VA Lease Contracting Officer determined no other acceptable locations were identified and that the incumbent's proposed rates are fair and reasonable, justifying the sole source award under 41 U.S.C. 3304(a)(1) and GSAR 570.402 for succeeding leases, with the current lease set to expire on 6/18/2025.
