# Question Response to Offerors
1 Will the VA grant an extension for this RLP to February 28? Yes, this extension is granted.
ASR Section 1.0.3 says to allow provision for direct access to a mobile MRI / Imaging trailer from the inside of the building. What are the dimensions will this imaging trailer have? ASR Section 1.0.3 is hereby removed from the RLP.
RLP section 1.04.I states that the parking lot must be able to accommodate deliveries by trucks with trailers.
The conceptual floor plan in the ASR shows the loading dock sized for a delivery van. Please confirm if trucks with trailers will be used for this project and, if so, what size trailer should be accommodated.
See Lease Design Narrative Section 4.1.1.5:
www.cfm.va.gov/TIL/Leasing/VA_Leased_CBOC_Design_Narrative_LDN_6_9_24.docx
ASR Section 1.0.3 says to allow provision for direct access to a mobile MRI / Imaging trailer from the inside of the building. What electrical and plumbing connections are required? ASR Section 1.0.3 is hereby removed from the RLP.
Section 4.4.6 refers to a centralized humidification system. There are no specific humidity control requirements noted in the ASR. Please provide specific spaces that are required to maintin these humidity levels or if the inference is to the whole building.
Must meet humidity requirements outlined in Lease Design Narrative/Room Data Matrix
(https://www.cfm.va.gov/TIL/Leasing/VA_Leased_CBOC_Design_Narrative_LDN_6_9_24.do cx and https://www.cfm.va.gov/TIL/Leasing/Room_Data_Matrix_7_3_24.xlsx) for types of rooms identified in ASR.
Section 4.5.3 notes medical gas. Please confirm if there are any requirements for medical gas in the proposed facility. No medical gas is required.
Section 4.6.1 notes requirements for a standby generator. Please confirm if there are any specific areas in the proposed facility that require emergency backup. There do not appear to be in specific items noted in the RDM.
Emergency power required to comply with the Lease Design Narrative Section 4.6
(https://www.cfm.va.gov/TIL/Leasing/VA_Leased_CBOC_Design_Narrative_LDN_6_9_24.do cx).
Is a Phase 1 Environmental Assessment being requested? We did not see the requirement in the document labeled, “0 – Santa Cruz CA -RLP 36C24W24R0070,” in section 2.11, but in the document labeled, “D-
Offeror Proposal Compliance Matrix,” it was identified as required, “Phase I Environmental Site Assessment, if applicable.” referencing section 2.11.
A Phase I Environmental Site Assessment is required only to the extent an offeror is proposing ground-disturbing activity (other than landscaping), a substantial change in neighborhood traffic patterns, or if the prior use of space was not general purpose office space and there is potential for the presence of hazardous substances.
Are one of the lease requirements for modernization of the building to be a non-combustible construction or can buildings meeting code be allowed to be combustible? Please refer to Section 3.05 of the Draft Lease (L100).
10 Would a sub-lease be allowed?
A sublease scenario is not prohibited by the RLP. Refer to RLP Sections 3.06.D and E and ensure that documentation of the lease or option to lease is submitted as required.
Real Estate Taxes and all Real Estate Taxes through the entire 20 year lease are the sole responsibility of the
Lessor and the government will not reimburse the Lessor except through steps in rent? Please review RLP Section 5.04.
Are there any statutory limits on the annual rental rate (Shell or combined), for instance $1mm in annual shell rent?
There is no statutory $1mm limit; however, there are internal thresholds above which additional reviews and approvals will be required. Offerors are encouraged to provide their most competitive pricing.
13 Would the government accept alternative bids with additional firm term? No, not at this time.
In order to offer the most competitive rates and keep our pricing in check, is there an estimated Award date?
The firmer the VA can be the more competitive our pricing can be as well.
VA is not providing an estimated award date. Note the intended lease term commencement date of 10/01/2026 as stated in Section 1.02.G of the RLP.
