About this file

This document is a Question and Answer (Q&A) document related to Solicitation 36C24W24R0043 for a new replacing lease for the Portland, Oregon Veterans Center.

The key details are:

  • The solicitation deadline has been extended from April 27th to April 26th at 4:00 PM PDT.
  • The solicitation requests information on the GSA breakdown of office requirements, referring to Exhibit B - Agency Specific Requirements.
  • The $160 per square foot is an estimated cost/allowance for tenant improvements (TIs), with the actual TI costs to be negotiated post-award based on approved design intent drawings. The government generally intends to pay TI costs as a lump sum upon completion rather than amortizing.

  • Lease clauses are detailed in the 3517B form, which offerors are advised to review in its entirety.

SUBJECT: Solicitation 36C24W24R0043 (Portland Vet Center)

Question Submitted by Offerors

1.Is there a new deadline now instead of April 27th. It looks like it was extended.

Offers are due by April 26th 1600PM PDT

2. Could you please provide me with the GSA breakdown on the office requirements?

Refer to Exhibit B – Agency Specific Requirements.

3. The $160.00 a square foot is the estimated cost/allowance for the tenant improvements. Is it the intention of the GSA that they will either reimburse the landlord for the entire $160.00 a foot with a lump sum payment or come to an agreement with the landlord on amortizing it over the lease period at an agreed upon interest rate?

The $160.00 per square foot is the amount VHA estimates for TI’s based on the type of facility to be built out and used for the RLP. Actual TI’ will be negotiated post award based on 100% approved Design intent Drawings (DID’s). While the RLP request amortized cost for TI, it is generally the intention of VHA to pay lump sum upon completion and acceptance of the space.

4. We have plenty of parking available and can provide all you need. Is this a chargeable separate item or should it be factored into the rent?

VHA is requesting a full-service lease therefore, parking cost should be factored into the shell rent.

5. Please verify that there is not going to be an appropriation clause in the lease?

Clauses to the lease are detailed in the 3517B. please review the RLP and lease in its entirety.
