About this file
This document is an amendment to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs for a Community-Based Outpatient Clinic (CBOC) in Las Cruces, New Mexico.
The amendment addresses questions raised regarding the solicitation requirements, including the minimum and maximum square footage, the lease commencement date, the tenant improvement allowance, and the acceptability of proposals that do not meet the minimum square footage. The amendment clarifies that the required space is between 16,000 and 16,800 ABOA square feet, the lease commencement date is an estimate, the tenant improvement allowance is subject to funding availability, and proposals below the minimum square footage would be rejected. The amendment also addresses references to other VA facilities and confirms that the janitorial requirements in the Agency Specific Requirements (ASR) supersede the lease. Offerors are required to acknowledge the amendment by signing and returning it with their proposal package.

The purpose of this amendment is to address the attached questions. The response date of receipt of offers remains unchanged.
1. Section 1.02 A states that the government is seeking a minimum of 16,000sf. If a submission meets all the requirements of the ASR and the required rooms and sizes as detailed in the PACT design guidelines and is less than 16,000sf will that submission be accepted or rejected? Rejected Section 1.02 states minimum of 16,000 to a maximum of 16,800sf.
2. Section 1.02 G calls for a lease commencement date of December 2, 2024. Can you confirm this date is correct as it seems like a very short timeframe with a June 10, 2024 submission date? Date listed is an estimate as the procurement/priority is an existing building.
3. Section 3.07 A States a TI allowance of $46.10/sf. Can you confirm this TI allowance as it seems very low for a project of this type and would potentially drive rental rates very high? TI Allowance is an estimate based on funds availability.
4. I do have two proposals but I will like to know if any of them would be acceptable for your needs. The first one is a stand alone building but the catch is that it is 15,761 ft . It is already conditioned for X-Raya and such. The second one is mainly located on the second floor with 11,170sf consecutive/adjacent space and 5356 sf on the 1st floor.
Section 1.02 states minimum of 16,000 to a maximum of 16,800sf of contiguous space.
5. Is this requirement for a new clinic to replace or is VA needing more space? A New Clinic.
6. Given the Occupancy date of Dec. 2024, is the preference on existing space only or would the VA consider new construction to satisfy the PACT model? At this time, the VA will not consider new construction for this specific lease.
Agency Specific Requirements:
1. Section 9.11.1 lists the Mann-Grandstaff VHA in Spokane Washington (GEMS) Geen Environmental Management System.
Can you confirm if this system will be used on this contract? All mentions of Mann-Grandstaff VHA should be referenced to El Paso VHA.
2. Section 11.0.3 Table 1 lists applicable documents, publications, and forms for this contract. Items 4-17 show to be for the KFCBOC. Can you confirm the accuracy of this table? All mentions of KFCBOC should reference El Paso VHA.
3. Section 13.0 Lists a table of deliverables and references the KFCBOC. Can you confirm the accuracy of these items and delivery date? All mentions of KFCBOC should reference El Paso VHA.
