About this file
This is a Standard Form 30 Amendment to Solicitation that extends the proposal deadline and provides answers to 40 offeror questions related to solicitation 36C24E26R0007 for Central Institutional Review Board (CIRB) Support Services.
The amendment, issued by the Veterans Health Administration Regional Procurement Office East in Pittsburgh, Pennsylvania, extends the proposal due date to June 11, 2026, at 10:00 a.m. EDT. The solicitation seeks an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide support services to the VA Central IRB, including protocol review and processing, meeting support, administrative/technical support, and transition services. The contractor shall provide services on an hourly basis with one Program/Project Manager and up to six Protocol Coordinators, with work performed primarily via telework. The contract structure consists of five consecutive 12-month periods (no separate option periods), with pricing based on escalated hourly rates across all years and estimated quantities of 12 IRB reviews annually. The acquisition is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS 541611 with a $24.5 million size standard, allowing teaming with non-SDVOSB subcontractors subject to the 50% prime performance requirement. Key clarifications include confirmation that telework is the primary work mode, Tier 1 NACI background investigations are required, Service Contract Labor Standards apply with wage determinations for Washington, D.C., and technical proposals are limited to 50 pages (with key personnel resumes submitted separately). The Government will provide VA-furnished equipment (laptop, PIV card, CAG access), VAIRRS/IRBNet system access with training, and Standard Operating Procedures; the contractor bears background investigation costs. Historical workload data indicates FY24 and FY25 support for Panels 1 and 2 only, with current staffing of six IRB Coordinators/Managers and one Program Manager managing approximately 45% of total packages.

Answers to Offeror Questions.
Responses in Bold Type.
1
SF 1449 Block 5 vs. Section E.1 Addendum, paragraph A
The SF 1449 cover page identifies the solicitation as 36C24E26R0007, but Section E.1 Addendum paragraph A references solicitation number 36C24E26R0009 as the proposal submission identifier. Please confirm the correct solicitation number controlling this acquisition and the number that should be referenced on the proposal cover page and email subject lines.
The correct solicitation # is 36C24E26R0007
2
Attachment 2 – Past Performance Questionnaire, opening paragraph
The Past Performance Questionnaire opens by stating the Department of Veterans Affairs is awarding a contract to provide support to the VA's Million Veteran Program (MVP) for Tumor Normal Matched Genomics Testing. This description does not match the VA Central IRB Technical Services requirement described in the Statement of Work. Please confirm Attachment 2 will be revised to accurately describe this CIRB requirement, since references provided by offerors will otherwise be evaluating against the wrong scope of work.
Corrected Attachment 2 to Central IRB Support Services and attached to amendment P00001.
3
Attachment 1 – Estimated Quantity and Price List vs. SOW Scope of Services
The Statement of Work (Scope of Services) states the Contractor shall provide services billed at an hourly rate for one (1) Program/Project Manager and up to six (6) Protocol Coordinators. However, Attachment 1 contains a single line item priced by the Month (Estimated Quantity = 12) with no labor category breakdown by hour. Will the Government revise Attachment 1 to provide separate line items by labor category (Program/Project Manager and Protocol Coordinator) priced by the Hour, with estimated annual hours per category for each of the five 12-month periods? Without estimated hours by labor category, pricing cannot be developed consistent with the hourly-rate billing structure described in the SOW.
Incorrect attachment uploaded. Correct Attachment 1 added to amendment P00001.
4
Section B.1 Contract Administration Data
Section B.1 is marked "N/A" and does not provide contract administration data (COR identification, invoice submission specifics beyond Tungsten/IPPS, or remittance details). Will Section B.1 be populated prior to award, or are offerors to assume the administration framework from prior similar VA ORD contracts? Please confirm.
The space between the heading Section B and B.1 should be blank. Consider N/A removed from that area. No other information will be added to the area. Invoice submission is outlined in section C.11.
5
Section B.2 – CLIN structure
B.2 Item Information shows only one item (0001) covering all services for the five-year period. Will the Government structure separate CLINs/SubCLINs for the base year and each of the four subsequent 12-month periods, consistent with the price list periods, to allow proper task order funding and tracking?
The base contract will have no funding nor associated unit amounts. Task orders will be awarded from the price list with line items based on VA needs at the time of each award.
6
SOW – Scope of Services / Key Personnel and VA Central IRB website
The 2026 SOW authorizes a staffing model of one (1) Program/Project Manager and up to six (6) Protocol Coordinators. The VA Central IRB public website (research.va.gov/programs/epros/vacentralirb/, updated 2026-03-12) confirms that four VA Central IRB Panels are currently in operation. Please provide (a) the current and projected new study and Local Site Investigator (LSI) submission volume per year for purposes of staffing the proposed workload, (b) the basis for the up to six Protocol Coordinator ceiling (e.g., one Protocol Coordinator per panel plus reserve, or capacity for anticipated panel expansion), and (c) the projected ramp from initial task order staffing to full ceiling.
Level of effort not required.
SOW – Terminology: "Protocol Coordinator" vs. "IRB Manager"
The 2026 SOW and the 2021 predecessor solicitation both use the title "Protocol Coordinator" for the contractor staff supporting the VA Central IRB. The VA Central IRB public website lists current contractor personnel under the title "IRB Manager." Please confirm whether the duties, scope, and qualifications of the proposed Protocol Coordinator role are equivalent to the current IRB Manager role, or whether there is a substantive difference in responsibilities or seniority between the two titles.
IRB Coordinator duties are equal to the IRB Manager.
8
SOW – Background / ePROS scope vs. 2021 ORPP&E scope
The 2026 Purpose statement references the "Enterprise, Protections, Regulatory, Outreach, and Systems (EPROS)" program, while the 2021 predecessor (36C24E21R0022) covered ORPP&E regulatory policy, education and training, VAIRRS, VA CIRB protocol/meeting/administrative support, and the single IRB cooperative research provision. The 2026 SOW appears narrower (Protocol Review, Meeting Support, Administrative/Technical Support, Transition). Please confirm whether tasks formerly under ORPP&E (e.g., helpdesk mailbox management, education/training webinar support, VAIRRS workgroup support, single IRB exception tracking, FWA database maintenance) are (a) intentionally descoped from this CIRB-focused requirement, (b) covered under a separate ePROS contract vehicle, or (c) expected to be addressable under task orders issued against this IDIQ.
ORPP&E reorganized into EPROS to account the Research Enterprise Transformation. The scope difference is narrower due to the change in the Research organization from 2021 to 2026.
9
SOW Task 1 – Protocol Review and Processing
Will the Contractor be expected to use IRBNet (the current VAIRRS platform) and the VA CIRB database as the systems of record, as in the predecessor contract, or is a different platform anticipated? Please identify any Contractor-side software, licenses, or VAIRRS access that the Government will provide vs. those the Contractor is expected to supply, and clarify whether VAIRRS University training is provided for Contractor staff at no cost.
The contractor is expected to use VAIRRS/IRBNet and/or any successor software and will have access provided by the government as well as training in detailed workflow instructions.
10
SOW Task 2 – Meeting Support
Please confirm the current frequency of VA Central IRB convened panel meetings across the four panels (the 2021 RFP Attachment 1 reflected biweekly meetings per panel), and whether Protocol Coordinators are expected to attend all panel meetings or only those where their assigned protocols are scheduled for review.
Frequency is expected to be the same, attendance only for meetings with an item on the agenda.
11
SOW Task 3 – Administrative Support
Deliverable references performing "file audits of up to 20 VA CIRB protocols" annually. Please confirm whether this is 20 per year total, or 20 per panel per year (i.e., up to 80 across the four panels).
Total of 20 per year.
12
SOW Task 4 – Project Transition
Transition-in is required "30 days prior to contract start" and Transition-out "60 days prior to contract end." Please confirm (a) whether Transition-in activities will be priced and funded under a separate transition task order or rolled into the first operational task order, (b) the level of Government coordination and incumbent cooperation the successor should assume, and (c) the expected period of overlap (if any) between the incumbent and successor staff during Transition-in.
(a) “Transition in/Transition out” activities will no be funded separately. (b) Minimal coordination from both government and incumbent. (c) Depends on award and performance start date of the new contract. The estimate is a minimum of 30 days.
13
SOW – Key Personnel substitution and notice
The 2021 RFP incorporated VAAR 852.237-75 (30-day advance notice for key personnel substitution) and required replacement of departing key personnel within 60 calendar days. The 2026 RFP references Key Personnel but does not have substitution procedures, notice periods, and replacement timelines. Please confirm whether VAAR 852.237-75 (or equivalent) will be incorporated and what advance notice and replacement timelines will apply.
VAAR Clause 852.237-75 is hereby added to this solicitation and will be included in the contract award.
14
SOW – Hours of Operation / Telework
Please confirm whether telework is permitted for all Contractor staff (the Place of Performance language references telework "based on mutual agreement") and whether any portion of staff must be physically located in the Washington, D.C. area to support VA ORD.
Telework is the primary work mode for all contract staff.
15
SOW – Travel
The 2021 SOW expressly stated travel was not anticipated. The 2026 SOW is silent on travel. Please confirm whether travel is anticipated and, if so, whether travel costs are (a) included in the hourly rate, (b) reimbursed at cost via a separate non-labor CLIN under JTR, or (c) handled under individual task orders.
Travel is not anticipated, but possible. Travel pricing information added to price list.
16
SOW – GFE / GFI
The 2026 SOW states the Contractor will be provided a VA computer, PIV, and CAG access. Please confirm GFE allocation (one VA laptop per Contractor employee on the contract, including Program/Project Manager and up to six Protocol Coordinators) and the typical onboarding timeline from offer acceptance to PIV issuance and CAG access, given the 30-day Transition-in window.
GFE will be provided, one laptop per contractor. Onboarding timeline varies by location, contractor timeliness of completion documents, etc. Three weeks is normal. Issues beyond either sides’ control should be able to be address mutually.
17
SOW – Security Requirements / Investigation Tier
The 2026 SOW states C&A security requirements apply and references a "security clause." Please clarify (a) the position sensitivity / background investigation tier(s) required (the 2021 RFP was Tier 1 NACI for all positions; please confirm whether this remains, or whether Tier 2 MBI is now required given access to human subjects research data), and (b) whether the Contractor is expected to bear the cost of background investigations as it was under the 2021 contract.
TIER 1 NACI Background Investigation is the requirement.
18
VA Handbook 6500.6 / Information Security – C&A applicability
The solicitation incorporates VA Handbook 6500.6 Appendices B and C language regarding C&A, FISMA, PIA, and information system security controls. Given that Contractor personnel access VA systems via VA-furnished equipment with VA-managed credentials (with no Contractor-hosted system handling VA sensitive information implied by the SOW), please confirm that no Contractor-side C&A package, FISMA SSP, or PIA is required as a deliverable under this contract.
No contractor side C&A package, FISMA SSP or PIA is a required deliverable.
19
Section E.1 Addendum, paragraph G – Page limit
Volume II (Technical Proposal) is limited to 50 single-sided pages, inclusive of cover pages, table of contents, glossary, and appendices, for each version (redacted and non-redacted). Please confirm whether resumes of Key Personnel (Program/Project Manager and Protocol Coordinators) count against the 50-page limit, or whether resumes may be submitted in an appendix that does not count against the page limit, as is common in similar VA procurements.
Key personnel resumes may be submitted as appendices and will not count against the page limitations.
20
Section E.1 Addendum, paragraph G – Redacted version
Paragraph G requires a redacted Volume II using only the offeror code. Please confirm (a) whether redacted resumes should remove only the candidate's name and personally identifying information while retaining education, certifications, and employment history, or also redact employer names where they would otherwise identify the offeror or its teaming partners, and (b) the acceptable format for redactions (black-box overlay vs. text replacement with the offeror code).
Only the proposing company’s name shall be redacted in all forms including resumes. Other employer info on resumes is fine. Any format is acceptable, if the vendor name and any other company identifying information is not visible.
21
Section E.1 Addendum, paragraph II.C – Past Performance
Past Performance surveys (Attachment 2) must be sent directly from references to the Contracting Officer no later than the solicitation closing date/time. (a) Will the Government accept surveys received slightly after the closing time if the offeror can demonstrate the reference was contacted with adequate lead time? (b) May offerors submit copies of CPARS records as past performance evidence in lieu of, or in addition to, completed surveys?
(a) No, only those surveys received before the solicitation closing date/time. (b) Offerors may submit other past performance information in the appropriate volume, but the surveys are separate.
22
Section E.1 Addendum, paragraph II.C – Recency
Past performance must be from contracts "within five (5) years." Please confirm whether "within five years" means the contract was active/ongoing at any point in the past five years, or that the contract was completed within the past five years.
Any relevant past performance within any point over the last five years. Active or complete.
23
Section E.9 Addendum – Evaluation Factor 2, Sub-Factor 4: Relevant Experience
Sub-Factor 4 (Relevant Experience) requires offerors to demonstrate experience with Institutional Review Boards and multi-site studies. Please clarify (a) whether experience supporting commercial/independent IRBs (e.g., WCG, Advarra) or academic IRBs counts as relevant in addition to experience supporting federally-operated IRBs, and (b) whether subcontractor and prior-employer experience of proposed Key Personnel may be used to demonstrate relevant experience.
Any IRB experience the offeror feels may be relevant to the solicitation specifications may be used. The correlation between other than federally-operated may be pointed out in the offer. Key personnel experience is a specific area under Evaluation Factor 2.
24
Section E.9 Addendum – Evaluation factor weighting
Section E.9 lists four evaluation factors (Contract Forms and Administration, Technical, Past Performance, Price) but does not specify the relative weighting of factors or whether non-price factors combined are more important than, equal to, or less important than price. The predecessor solicitation (36C24E21R0022) stated technical and past performance combined were significantly less important than price. Please confirm the relative importance of evaluation factors under this solicitation.
Volumes I, II, and III when combined are significantly less important than price.
25
Section E.9 Addendum – Adjectival rating definitions
Will the Government publish the adjectival rating definitions (e.g., Outstanding, Good, Acceptable, Marginal, Unacceptable for Technical; Substantial Confidence / Satisfactory Confidence / Limited Confidence / No Confidence / Unknown for Past Performance) it will use during evaluation, so that offerors can calibrate the level of detail in their proposal?
The adjectival ratings will not be published with the solicitation. The government’s strategy is internal and used for evaluation purposes.
26
Section E.1 Addendum, paragraph A – Email submission logistics
Paragraph A specifies email submission to michael.haydo@va.gov. (a) What is the maximum email/attachment size accepted by VA's mail gateway, and what is the acceptable workaround if the proposal exceeds that limit (e.g., multiple emails, secure file transfer link)? (b) Will the Government provide a delivery receipt or written acknowledgment of timely receipt?
(a) 25 MB is the maximum email/attachment size accepted by the VA gateway. Multiple emails is the only current option. It is suggested that the first email in the string outline the information to be sent in subsequent emails. (b) Yes, the government will provide email acknowledgement.
27
Section B.2 vs. Section C.5 vs. Section E.9 – Option clause inconsistency
Section C.5 of the solicitation incorporates FAR 52.217-8 (Option to Extend Services up to 6 months), but Section E.9(b) states the base ordering period is five years "with no option periods." Please confirm whether 52.217-8 will be retained and exercisable, or whether C.5 should be removed by amendment to align with E.9(b).
FAR 52.217-9 is used to exercise regular option periods (i.e. Base period, option period 1, etc.) and will not be part of the awarded contract. FAR 52.217-8 is used as a short-term extension, typically for up to six months to allow time for a new contract award and will be in the final contract.
Section E.9 is hereby changed to “Options. The base contract ordering period is expected to be five (5) year with only option information as outlined in FAR 52.217-8.”
28
Attachment 1 – Price escalation across periods
Given that the contract is five consecutive 12-month periods (not a base plus options) and that FAR 52.222-43 Fair Labor Standards Act and SCA Price Adjustment may apply, please confirm whether offerors should (a) propose escalated hourly rates across periods 2–5 to reflect anticipated wage determination increases, or (b) propose flat rates with adjustments handled through 52.222-43 modifications after award.
(a) Offerors should propose escalated hourly rates across all years.
29
Section C – Service Contract Labor Standards / Wage Determination
The 2021 RFP incorporated FAR 52.222-41 (Service Contract Labor Standards) and 52.222-42 (Statement of Equivalent Rates for Federal Hires). Please confirm whether SCLS applies under the 2026 contract and, if so, please incorporate the applicable Wage Determination(s) for the locality(ies) where work will be performed (Washington, D.C. metro vs. remote/telework) by amendment.
The SOW states that contract services will primarily occur at the contractor’s facilities. The Wage Determination for the VA requesting office is hereby added to the solicitation by attachment but will be updated on award based on the selected contractor’s location.
VA requesting office address: 1800 G NW Street, Washington, DC, 20006.
30
SF 1449 Block 10 – Set-aside basis and subcontracting
This acquisition is set aside 100% for SDVOSB under NAICS 541611 with a $24.5 million size standard. Please confirm that teaming arrangements between a prime SDVOSB and non-SDVOSB subcontractors are permitted, subject to the VAAR 852.219-75 limitations on subcontracting requiring the prime to perform at least 50% of services.
Yes, with the limitations stated in 852.219-75 (a)(i).
31
Historical workload data for staffing baseline
To enable realistic staffing and pricing proposals, please the IRB volume from FY24 and FY25: (a) the number of new study submissions, Local Site Investigator (LSI) applications, amendments/modifications, continuing review actions, and reportable events processed; (b) the number of convened CIRB panel meetings held across all four panels; (c) the current Protocol Coordinator-to-active-study ratio; and (d) the current total contractor headcount supporting the CIRB function.
Contract support is only for Panels 1 and 2 at this time. Numbers provided are only for panels 1 and 2. Current contractor headcount is 6 IRB Coordinator/Managers, and 1 Program Manager, managing approximately 45% of total packages.
Examples of prior periods:

1098 Amendments 1117 Continuing review 257 Reportable Events 50 Convened meetings
32
Continuity of operations / SOPs and historical materials
Given the criticality of uninterrupted IRB oversight for active VA studies, please confirm whether the existing VA CIRB Standard Operating Procedures, panel rosters, study assignments, protocol files, and tracking databases will be made available to the awardee at contract award (or during Transition-in) to ensure no gap in protocol review and post-approval monitoring.
SOP, rosters, assignments and tracking aids will be provided by the government to the awardee for use during the contract period.
33
Section E.1 Addendum, paragraph II – Offeror code request
Offerors must request an offeror code from the Contracting Officer by May 20, 2026 at 10:00 a.m. EST. Please confirm (a) the expected turnaround time for issuance of the offeror code after request, and (b) whether the same offeror code applies to all teaming members (prime, subcontractors) or whether each entity requires its own code.
(a) The expected turnaround time is three (3) days or less from request. (b) Only one offeror code is required for the prime.
34
Attachment 2 (36C24E26R0007)—Past Performance Questionnaire
The PPQ states: The Department of Veterans Affairs is currently in the process of awarding a competitive Indefinite Delivery/Requirements contract to provide support to the VA’s Million Veteran Program (MVP), an initiative for the advancement of precision medicine enterprise wide strategic contract for Tumor Normal Matched Genomics Testing. The contract will provide support and resources to facilitate data collection, as well as the program management, to drive Veteran recruitment, engagement, and retention. To also facilitate primary data collection for MVP and provide support to design and develop survey booklets, letters, and other printed materials, mail such materials, track responses and returned mailings.
Is this the correct PPQ for this opportunity? If not, please provide the correct form.
Corrected form attached to amendment P00001.
35
Page 6, Task 3
B.1 On average, approximately how many calls on the VA Central IRB toll-free line are expected in any one month during the 5-year duration of the IDIQ?
Current processes only rely on occasional contractor support of the toll-free line. Approximately 6 calls a month are logged. Historically, contractors have logged approximately between 3 to 6 in the past 4 years.
36
Page 6, Task 3
B.1 What are the expected operating hours for the VA Central IRB toll-free line?
Staggered 8 hour days, the specific schedule will be worked out to between contract staff and VA Administrators.
37
Attachment 1 - Estimated Quantities and Price List
The Price List (Attachment 1) shows an estimated quantity of 12 units (IRB Reviews) per year. Assuming the research protocols the VA expects this IDIQ to support vary in terms of their scope and complexity, please provide guidance regarding the number of simple, moderate, and complex research protocols for which the VA expects the offeror to provide technical and administrative support each year? Please provide definitions for simple, moderate, and complex research protocols.
There may be considerable variation in complexity and scope and it would be impossible to predict how many of which would need to be reviewed in any one year.
38
Page 60/61 of 90
G. On page 60 of 90 at the bottom, Under I: General Instructions, section G. it states the following: The Volume II Technical (inclusive of cover pages, table of contents, glossary, and appendices) shall not exceed 50 single sided pages for each version (redacted and non-redacted).
Front matter sections like cover, cover letter, TOC, acronyms, and appendices are commonly excluded from the Technical Proposal page count. Was this meant to say excluding cover pages, etc. or are these sections indeed included in the overall 50-page limit for Volume II?
39
Added Information
Under Addendum to FAR 52.212-1, section II(A). In addition to the current instructions for Volume I, the offeror shall ensure all solicitation sections are complete.
40
Added Information
As prescribed in RFO section 22.2203, the following clause is hereby added to the solicitation: RFO 52.222-90 Addressing DEI Discrimination by Federal Contractors.
