About this file

This is a Sources Sought Notice amendment issued by the Department of Veterans Affairs (VA) Veterans Health Administration Regional Procurement Office East for textiles including towels and washcloths. The solicitation number is 36C24E26Q0108, with a response deadline of September 17, 2026 at 3:00 PM Eastern Time. The notice expands the original scope to include additional Product Service Code (PSC) 7210 for Household Furnishings and two additional NAICS codes: 313210 Broadwoven Fabric Mills and 313220 Narrow Fabric Mills and Schiffli Machine Embroidery, in addition to the original PSC 6515 and NAICS 339113. The VA seeks to identify commercial marketplace sources capable of supplying seven textile product configurations that meet specified Minimum Technical Requirements (MTR), including operating room towels (100% cotton), bath towels in various sizes with specific border requirements, and washcloths. The Small Business Size Standard is 800 employees, and the place of performance is nationwide.

Respondents are not required to supply all seven product configurations and may respond for any items they can provide. Samples are not required at this time. Responses must include company information, DUNS number or UEI (with SAM.gov registration required per FAR 4.1102), proof of OEM authorization, country of origin and raw material sourcing details, certifications, and socioeconomic status. The notice clarifies that this is an informational pre-solicitation with no quotes being requested, and responses will be used for planning purposes only. All responses must be submitted via email to Maureen Long at Maureen.Long2@va.gov. Responses should include completed Attachments 2 and 3 (Vendor Verification & Product Sourcing Request forms) along with information addressing the twelve specified requirements.

DESCRIPTION

The purpose of this amendment to Sources Sought 36C24E26Q0108 is to add additional PSC and NAICS and to answer questions received to the RFI.

The RFI is expanded to include the following PSC and NAICS:

PSC 7210 Household Furnishings NAICS 313210 Broadwoven Fabric Mills NAICS 313220 Narrow Fabric Mills and Schiffli Machine Embroidery

Following is a list of all Questions and Answers received to the RFI:

Question: Regarding Attachment 1 – MTR for Reusable Textile: The OR towel (last tab) says 100% Polyester on Line 8, but 100% Cotton on line 9 of the spreadsheet. I am assuming it is 100% Cotton and the polyester note is a typo. Please confirm.

Answer: The MTR, 100% cotton, is correct.

Question: How should we provide two samples per item for review? Will this be provided when the RFB is introduced?

Answer: Samples are not required at this time.

Question: What is the approximate annual quantity?

Answer: There is no estimated usage. The RFI is to identify items currently available in the commercial marketplace.

Question: Attachment 1 identifies the Operating Room Towel as “100% Polyester,” but MTR 1 states that the fiber content shall be “100% cotton.” Please confirm which fiber-content requirement is correct.

Answer: The MTR, 100% cotton, is correct.

Question: On the Towel-Bath-20x40-blend sheet, MTR 7 states that the border “shall be to 2 inches wide.” Please confirm the missing minimum width. Should this requirement read “1 to 2 inches wide,” as stated for the other bath-towel configurations?

Answer: The requirement should read “1 to 2 inches wide.

Question: Must a respondent be able to provide all seven product configurations listed in Attachment 1, or may a company respond for only the configurations it can supply? If all seven are required, please confirm that two samples of each configuration, or 14 samples total, must be submitted.

Answer: A company does not have to provide all seven products. A company may respond for any amount of items it can supply. Samples are not required at this time.

Question: To what address and point of contact should the samples be shipped, and must the samples be received by the September 10, 2026 response deadline or by a separate date?

Answer: Samples are not required at this time.

Question: The main notice instructs respondents to email the complete response to you, while Attachments 2 and 3 direct completed documents to vha19plologmspocom@va.gov. Should the complete response and attachments be sent to you, the MSPO Commodities Mailbox, or both?

Answer: Attachments 2 and 3 should be emailed to Maureen.Long2@va.gov

Question: The notice and Attachment 2 request DUNS numbers for both the supplier and manufacturer. If either party does not have a DUNS number, may it enter “N/A” and provide its UEI? Additionally, may a manufacturer without a UEI, DUNS, or CAGE code be proposed, and if so, what verification process must it complete?

Answer: FAR 4.1102 requires that offerors and quoters be fully registered in SAM.gov at the time an offer or quotation is submitted, and have an active registration at time of award. A UEI is assigned with SAM registration. A DUNS number is not required.

If using a distributor, the OEM is not required to have a UEI or DUNS.

Question: Attachment 3 permits selection only from the verified-manufacturer list and refers respondents to the Manufacturer Data Verification page to add a manufacturer, but a link or submission procedure is not provided. Please advise how a respondent should request that a new manufacturer be added and whether the manufacturer must be verified before the September 10 deadline.

Answer: Please follow the directions on Attachment 2 Vendor Verification & Product Sourcing Request (PSR) and return the form with your submission.

Question: Are estimated annual usage or anticipated quantities available for the seven product configurations? The Quantity fields in Attachment 1 are blank, and this information would help manufacturers assess production capacity.

Answer: There is no estimated usage. The RFI is to identify items currently available in the commercial marketplace.

Question: We currently have and sell these items on the MSPV formulary. However, we do carry alternative SKUs of the same specs that are not listed on the formulary. Do we submit the items we have on formulary as well as the ones we don’t on the Product Resourcing Request? Or simply list those that would be new additions?

Answer: In your submission, please identify items already on the MSPV Product List that meet the MTRs in the RFI and provide the additional items on the Product Sourcing Request.

Question: When and where do we send the samples to?

Answer: Samples are not required at this time.

Question: Could we include TAA compliant items or is this limited to Buy American Act items?

Answer: The RFI is for all items currently available in the commercial marketplace.

Question: Regarding the SOLICITATION NUMBER# 36C24E26Q0108 Textiles - Towels and Washcloths, product provided needs to be TAA compliant, correct?

Answer: The RFI is for all items currently available in the commercial marketplace.

Question: On the MSPV Bulk PSR- in the manufacturer column what do you input if a manufacturer name is not an option as a drop down?

Answer: Please follow the directions on Attachment 2 Vendor Verification & Product Sourcing Request (PSR) and return the form with your submission.

The submission deadline is extended to 3:00pm (EST) September 17, 2026. All responses shall be submitted via email to Maureen.Long2@va.gov.
