About this file
This is a Special Notice announcing the Department of Veterans Affairs' (VA) intention to conduct sole source negotiations with Cornerstone Mechanical Inc. for turnkey installation of a specialized cryogenic liquid nitrogen piping distribution system at the West Los Angeles VA Medical Center. The contracting office is located in Pittsburgh, PA (ZIP 15215-1802), with point of contact Stacy Taylor (Stacy.Taylor@va.gov). The solicitation number is 36C24E26Q0098, with a response deadline of August 17, 2026 at 7:00 AM Eastern Time.
The scope of work includes supply and installation of 1/2-inch Type L copper LN2 piping, Unistrut supports, 2-inch fiberglass insulation with protective metal jacket, stainless steel ball valves, and cryogenic hose assemblies to connect VA-furnished liquid nitrogen tanks to seven research freezers. The contractor must provide all labor, materials, equipment, and supervision. The piping system serves as backup cryogenic protection for Veteran biospecimens supporting critical research storage. Although this is a sole source procurement (FAR 6.302-1) based on market research indicating no other sources in the Los Angeles area can perform the turnkey services and ensure compatibility with existing equipment, any responsible source capable of meeting the exact equipment specifications may submit interest and capability statements by the August 17th deadline. No telephone responses will be accepted. The determination to proceed with competitive solicitation remains at the Government's discretion.
