Solicitation #36C24E21R002 – Questions 3

1. We understand that the contract will be an Indefinite Delivery/Indefinite Quantity with Firm- Fixed Price Task Orders. It is our understanding that task orders will be released against the 7 Tasks listed in Section 6.0 “Specific Tasks and Deliverables” on page 8. Can the government provide an anticipated timeline for task order release? For instance, will task orders be released consecutively or is it possible that multiple task orders will be released at the same time?

Possible multiple task orders, based on need. There is no estimated timeline.

2. In Section 5.0 General Requirements, page 8, the government states that “Travel is not anticipated under this contract;” however in the document Questions 1 the government states that the contractor may be expected to travel for In-Person trainings in the DC Area. Will released task orders provide an opportunity to include travel related costs (ie: Mileage reimbursements)?

Travel is not anticipated, but if training is required, then the contractor will be reimbursed for the travel in accordance with Federal Travel Regulations.

3. In Section 8.0 “Key Personnel” page 19 the government states “The contractor will propose labor categories they deem essential for successful contractor accomplishment of the work to be performed under this contract and subsequent task order and option. These individuals are defined as “Key Personnel” and are those who resumes shall be submitted and marked by the contractor as “Key Personnel” through submission of the technical capability”. Does the government therefore intend that all proposed labor categories are designated as “Key Personnel”? For example: If we are proposing the use of a meeting coordinator for a task area – will this individual be considered “Key Personnel”?

Only those positions listed are “Key”, other support positions are not.

4. Would the government consider decreasing the amount of IRB Protocol Coordinators and increasing the number of Technical Writers/Editors needed?

Minimum numbers for each position are posted in solicitation.

5. Can the government confirm that work performed on this contract can be done remotely?

Remote, unless travel for training is required.

6. Does the government intend on issuing multiple contract awards to this IDIQ? If so, how many contract awards does the government anticipate awarding?

Only one award is anticipated.

7. In the document Questions 2 the government states that they have uploaded a PPQ template for use. I can not seem to find the template in the provided attachments – Can the government provide the file name of the PPQ template?

8. Are CPARS acceptable in lieu of PPQs?

No, the PPQs are required.

9. The government indicated the PPQ template was posted, but I do not see it on SAM.gov or embedded in any of the solicitation documents. Can you please repost it?

10. Can the government please reconfirm that the entire proposal submission, inclusive of all volumes I-IV, needs to be 30 pages or less?

30 single sided pages, or less for all volumes.

11. Are there any page restriction requirements per Volume?

No, only the total page count.

12. Do resumes count against the 30 page limit?

Yes, as they are required under the Technical Volume.

13. Pricing. Schedule B on page 31 says "Actual quantities and units will be ordered by individual services/tasks on task order prices". In Section E.4 it indicates "The Government contemplates award of a Firm-Fixed-Price, Indefinite Quantity contract resulting from this solicitation." What exactly are we pricing? Are you looking for us to provide an hourly rate schedule by labor category?

Pricing will be in hourly units for each task.

14. Can the Government provide a description for Narrative Discussion?

The information in narrative form is self-explanatory.

15. This content requirements section also contradicts Q&A 2 Questions 6 for no requirements for Table of Contents. However section F quoted above specifically calls out Table of Content. Can the Government clarify whether or not Table of Contents, Summary Section and Narrative Discussion is required?

Table of Contents and Summary are optional. The Narrative Discussion is required.

16. Can you please provide the Past Performance Questionnaire? or Is it ok to use one of the attached FSS Questionnaire or GSA draft form?
